Standing Secretariat: Do not "outsource" drug prevention tasks to the police force

The conference focused on evaluating the outstanding results of drug prevention and control work in recent times, while pointing out shortcomings and limitations, and proposing key solutions in the coming time. According to the report of the Ministry of Public Security, after 5 years of implementing Directive No. 36, the whole country has fought and arrested over 122,000 cases/186,950 drug criminals; seized over 3,000 kg of heroin, 14,513 kg and 12,036,388 synthetic drug pills, 3,244 kg of marijuana and over 451 kg of opium, 849 guns.

In Binh Thuan, implementing Directive No. 36 of the Politburo, functional forces, mainly the drug crime investigation police force of the Provincial Police and the reconnaissance force of the Provincial Border Guard, have focused on fighting and eliminating many complicated drug hotspots and locations. Over the past 5 years, the whole province has destroyed over 2,200 cases/3,300 drug criminals; prosecuted 2,100 cases/2,834 defendants; compared to the period 2015 - 2019, there was an increase of 1,288 cases/1,612 drug criminals. In 5 years, nearly 7,000 cases participated in methadone treatment for drug addiction. The province has allocated 70 billion VND, the district level has allocated nearly 4 billion VND for drug prevention tasks.

Speaking at the conference, Comrade Tran Cam Tu - Standing member of the Secretariat highly appreciated the efforts and achievements of sectors and localities in the fight against crime and drug abuse. However, drug abuse is still very complicated, the risks of drug "demand" have not been completely resolved. Drug rehabilitation, vocational training support, and job creation for people after drug rehabilitation are not very effective.

Emphasizing that drug prevention and control is the task of the entire political system and society, the Standing Secretariat requested that all levels and sectors must resolutely, regularly, continuously and persistently implement both drug prevention and control measures. Effectively implement the motto of preventing supply and reducing demand, focusing on effective demand reduction solutions, taking prevention as the main focus, and absolutely not "outsource" the work of drug prevention and control to the police force.

Synchronously deploy measures to grasp the drug crime situation early, from afar, from the grassroots, especially in border areas, at sea and in cyberspace. Improve the effectiveness and efficiency of state management of security and order. Proactively identify emerging drug crime situations, especially new methods and tricks to deploy preventive measures, fight to eradicate drug networks, organizations, gangs, groups, points, and complex drug hotspots, and arrest the masterminds and leaders.

At the same time, conduct a general review of complex drug-related locations and hotspots to combat and eliminate them; effectively transform key and complex drug-related areas and find solutions to prevent them from re-complicating.
