Submit to the National Assembly a pilot of special mechanisms and policies for metro
According to the news of the meeting program, this afternoon (February 13), the National Assembly will listen to the Government's reports and examine the investment policy for the Lao Cai - Hanoi - Hai Phong railway construction project.
Along with that, the National Assembly will listen to reports and examine the draft resolution of the National Assembly to pilot a number of specific and special mechanisms and policies to develop the urban railway network system in Hanoi and Ho Chi Minh City.
The Government's draft resolution includes 6 specific policy groups, including capital mobilization; investment procedures and processes; urban development according to the TOD model; railway industry development, technology transfer and human resource training; construction material and dumping site policies; and regulations specifically applicable to Ho Chi Minh City.
The Southeast has the lowest number of poor households in the country.
The Ministry of Labor, War Invalids and Social Affairs has just announced the results of the review of poor and near-poor households in 2024 according to the multidimensional poverty standards for the period 2022 - 2025.
Specifically, the national multidimensional poverty rate is only about 4% with a total of more than 1.2 million poor and near-poor households. Of which, the Southeast region has the lowest number with about 7,500 households while the Northern midland and mountainous region has the highest rate of about 486,000 households.

If we only count the number of poor households, the whole country has nearly 600,000 households, of which the Southeast region has only nearly 4,500 households. In contrast, this number in the Northern midlands and mountainous region is up to over 283,000 households, about 63 times higher than the Southeast region.
According to the review results, in poor districts, especially disadvantaged communes or coastal, island areas in the period of 2021 - 2025, the multidimensional poverty rate is nearly 40% of a total of about 395,000 households. Of which, the number of poor households is about 246,000 households.
In 2024, many localities will no longer have poor households, such as Hanoi, Quang Ninh, Bac Ninh, Hai Phong, Ho Chi Minh City, and Ba Ria - Vung Tau.
Foreign investors withdraw nearly 6,500 billion VND from the stock market
In the recently released January 2025 trading update report, the Ho Chi Minh City Stock Exchange (HoSE) said that the average trading volume this month reached more than 447 million shares/day with an average trading value of more than VND 11,337 billion/day; correspondingly a decrease of 22.65% in volume and 21.96% in value compared to December 2024.

Data also shows that the total transaction value of foreign investors in January 2025 reached over VND46,270 billion, accounting for more than 12% of the total transaction value of the entire market.
However, foreign investors made net sales during the month with a value of more than 6,474 billion VND.
As of January 24, HoSE had 556 listed and traded securities, including 393 stock codes, 4 closed-end fund certificates, 16 ETF fund certificates and 143 covered warrant codes with a total listed securities volume of more than 174.27 billion securities.
The capitalization value of stocks on HoSE reaches more than VND 5.27 million billion, equivalent to 45.79% of GDP in 2024, accounting for more than 93.77% of the total capitalization value of listed stocks in the whole market.
According to HoSE, there are 42 listed companies with market capitalization of over 1 billion USD as of January 24. Of these, 2 companies have capitalization of over 10 billion USD, namely Vietcombank and BIDV.
Revealing oil and gas companies with huge tax debts
Hai Phong City Tax Department recently announced the public list of taxpayers owing taxes and other revenues to the state budget.
The list names 652 taxpayers who still owe taxes and other revenues to the state budget by the end of 2024 with a total debt of more than VND 1,551 billion. The one with the highest debt is Giang Nam Petroleum Company Limited with more than VND 139 billion.
Previously, the Nghe An Provincial Tax Department also publicly announced a list of 54 enterprises owing taxes and other revenues to the state budget, with a total amount of more than VND 1,277 billion as of January 23, 2025.
The "top" of the list is Thien Minh Duc Group Joint Stock Company - a large petroleum enterprise with a tax debt of up to 1,074 billion VND.
The Vinh Phuc Provincial Tax Department has also published a list of 102 entities with tax debts and other state budget revenues as of the end of November 2024. The total amount owed by these entities is more than VND468 billion. Topping the list of tax debts is VCI Investment Joint Stock Company with a tax debt of more than VND154 billion.
