Beauty salon "changed name"... still doesn't have a license
Among these, JK Smile Creation Dental Clinic (No. 118 Le Hong Phong, Buon Ma Thuot City), with Mr. Dinh Trung Tin as legal representative, was administratively fined VND 80 million by the Dak Lak Department of Health for operating without a license and was forced to suspend operations for 18 months from July 26, 2024.
However, instead of completing and correcting the violation, this facility changed its signboard to Biogell Clinio and... continued to operate.

Similarly, K Dentist International Dental Clinic (No. 171 Hai Ba Trung, Buon Ma Thuot City), represented by Mr. Nguyen Anh Tuan, was administratively fined VND 90 million by the Dak Lak Department of Health; its operations were suspended for 18 months (from September 10, 2024) due to unlicensed operations. However, this facility has now changed its name to Viet Duc International Dental Clinic and opened to welcome guests after Tet At Ty.
According to the leader of the Department of Professional Affairs - Medicine and Pharmacy of Dak Lak Province Department of Health, both of the above cases have not yet applied for a new operating license.
Discussing this issue, Ms. Le Thi Chau - Chief Inspector of the Dak Lak Provincial Department of Health - said that she has not yet discovered any establishments "changing their names" on their billboards after being fined.
However, she also affirmed that the phenomenon of transformation, name change, and establishment under the name of another person after being punished or suspended will be inspected and handled by competent authorities.
"From now on, we will coordinate with the relevant authorities to rectify the situation, and not issue meaningless penalties," said Ms. Chau.

In the process of handling violating beauty salons, there are many cases where local authorities are also… helpless because of opposition and obstruction of inspections.
Ms. Ho Thi Tuoi - Head of Buon Ma Thuot City Health Department - said that in 2024, the unit had advised on handling many violations but also encountered many difficulties due to the lack of cooperation of spa and beauty establishments.
For example, on June 12, 2024, interdisciplinary delegation 2969 (under the People's Committee of Buon Ma Thuot City) inspected the facility of 108 Hanoi Aesthetic Institute (No. 59 Tran Nhat Duat, Tan Loi Ward, Buon Ma Thuot City).
At the time of inspection, the facility had performed eyelid suture removal for a customer who had undergone surgery at the facility 6 days earlier (no records were available) but could not present a practice certificate. The interdisciplinary team requested the facility be closed and repeatedly invited the owner to come in for questioning, but the facility did not cooperate.
According to Ms. Tuoi, the People's Committee of Buon Ma Thuot City has directed the People's Committee of Tan Loi Ward to regularly monitor the facility to prevent violations. However, the violations of this facility have not yet been handled because... the owner cannot be found (!).
More seriously, there were cases where cosmetic establishments resisted and closed their doors to prevent the inspection team, so the case had to be transferred to the police for handling according to their authority.
Specifically, on July 11, 2024, Interdisciplinary Team 2969 inspected the Yeosin Cosmetic Institute (No. 111 Le Thanh Tong Street, Thang Loi Ward, Buon Ma Thuot City) and discovered that customers had received invasive cosmetic services even though the place did not have a license to perform these services.

The interdisciplinary team determined that Yeosin Cosmetic Institute had committed acts such as performing invasive cosmetic services without a license; impersonating a doctor to perform surgery at the facility; causing complications for customers performing invasive services at the facility...
However, according to Ms. Tuoi, at the time of the inspection and many subsequent invitations, the people involved at the clinic and the facility management did not cooperate.
"Due to the lack of cooperation of the person directly involved in the incident, the interdisciplinary team has not been able to accurately identify the violator to draw up a record of the administrative violation. The People's Committee of Buon Ma Thuot City has transferred the case file of the violation with signs of crime to the City Police for further investigation and handling according to authority," said Ms. Tuoi.
"For complications caused by cosmetic facilities, only criminal proceedings are taken with health damage of up to 31%. This is a dangerous loophole, especially for unlicensed facilities that also have acts of resistance and non-cooperation," said Ms. Tuoi.
Talking about this, Mr. Pham Tien Hung - Vice Chairman of Buon Ma Thuot City People's Committee - said that controlling cosmetic and dental clinics is facing many difficulties.
"The city has and will resolutely handle unlicensed establishments that perform services that interfere with people without a license and without certified doctors. People who want to beautify themselves should research carefully and avoid false advertisements online, which will result in loss of money and health problems," Mr. Hung warned.
Close and rename violating facilities
At noon on February 11, at 111 Le Thanh Tong, the former place of Yeosin Cosmetic Institute, the reporter was surprised because the place had changed to "Plaster International Clinic".
At this time, there was a customer in Dak Nong waiting to be examined for sinusitis. This person said that he heard the advertisement so he did not mind the long distance to come for examination.
Although the advertisement was for dental examination, a male employee introduced himself to the reporter as a… male medical examiner. This person also introduced the facility as having dental examination and had booked examination chairs, but the goods had not yet arrived.
According to information from Buon Ma Thuot City Health Department, Plaster International Clinic has not been registered. The unit will continue to inspect and handle violations if any.
