Continue to propagate and monitor the cessation of livestock farming in residential areas and inner-city areas.

The City People's Council has issued Resolution No. 34/2022/NQ-HDND stipulating the inner city areas and residential areas where livestock farming is not allowed; regulating the areas for raising swiftlets and support policies when relocating livestock facilities out of areas where livestock farming is not allowed in the city. After more than two years of implementation, the city's policy has achieved positive results.

Hoa Khanh Nam Ward (Lien Chieu District) has a total of 50 livestock households; of which 8 households have completely stopped raising livestock, 42 ​​households are still raising livestock with 196 cows, 30 pigs, 5,170 chickens, 718 ducks. Mr. Nguyen Thien Chuong, Chairman of Hoa Khanh Nam Ward People's Committee, said that recently, the locality has actively increased information and propaganda for people in areas where livestock farming is not allowed to comply with Resolution No. 34/2022/NQ-HDND, with a roadmap to reduce herds and change jobs; at the same time, organize the signing of commitments, strictly manage livestock activities, and prevent the emergence of new livestock facilities.

“Livestock households have made positive changes in livestock management, contributing to reducing environmental pollution. However, in the locality, most of the livestock households are small, scattered, interspersed in residential areas, operating in areas near their residences to take advantage of local facilities and food sources. Therefore, the ward continues to mobilize and propagate livestock households as well as propose support levels for relocation to suitable locations,” said Mr. Chuong.

It is known that Lien Chieu district currently has 366 households raising livestock with 5,789 cattle and 29,946 poultry. In the coming time, the District People's Committee will continue to synchronously deploy solutions to implement the resolution, especially establishing teams to handle violations in livestock farming; coordinate with neighboring localities and units to handle the situation of free-range livestock in the area.

In Cam Le district, there are currently 53 households raising livestock and poultry with 500 livestock and 3,130 poultry; 32 households raise swiftlets, of which 6 households have stopped raising them, and 27 households are raising swiftlets. Mr. Ngo Ngoc Hau, Vice Chairman of Cam Le District People's Committee, said that through the mobilization and organization of signing commitments to stop raising livestock (converting occupations) or move livestock facilities out of areas where livestock farming is not allowed, up to now, 100% of livestock households in the locality have signed commitments. The People's Committees of the wards have also increased information on the content of Resolution No. 34/2022/NQ-HDND, focusing on areas where livestock farming is not allowed, regulations on bird nest farming areas, support policies and legal documents regulating livestock farming activities.

“In addition to the positive results, the reality is that some household owners face difficulties in life when they stop raising livestock because they are old, their income mainly depends on livestock activities, and they do not have the ability and conditions to switch to other industries. Cam Le District continues to implement a roadmap to stop raising livestock for livestock and poultry farms located in areas where livestock farming is not allowed; regularly inspect and monitor bird nest farms to maintain the current status, not to expand, and not to use loudspeakers to broadcast sound (bird nest houses are less than 300m from residential areas)”, Mr. Hau informed.

After more than 2 years of implementing Resolution No. 34/2022/NQ-HDND, according to statistics, in the city, there are 15 households and facilities raising swiftlets (swallow houses) that have stopped operating. The number of facilities and households raising livestock and poultry that have stopped raising livestock is 365 households (Hoa Vang 45 households, Ngu Hanh Son 261 households, Cam Le 4 households, Lien Chieu 55 households).

In addition, the number of livestock and poultry farming households that registered and signed a commitment to stop raising livestock but due to some reasons (not yet sold all livestock, are reducing herds) have not stopped is 436 households (Ngu Hanh Son 92 households, Cam Le 49 households, Lien Chieu 295 households). In the propaganda work, localities and units have printed and distributed 2,300 leaflets, 125 posters on the content of the resolution; organized many propaganda conferences, training courses... to organizations and individuals related to livestock farming activities in the city.

According to the Department of Agriculture (Department of Agriculture and Environment), Resolution No. 34/2022/NQ-HDND has created positive changes in the management of livestock activities in general and bird's nest farming in particular in the city; adjusting the scale of small-scale livestock farming, contributing to reducing pollution and ensuring the ecological environment in the city.

Households with livestock activities in areas where livestock is not allowed have agreed, responded to, and complied well with the city's policy. In addition, some households and livestock facilities have the need to relocate their livestock facilities but do not have a location to relocate to, and some owners and workers at livestock facilities are beyond working age and therefore are not eligible to participate in training courses or career conversion. Therefore, in the coming time, districts need to continue to strengthen supervision of the implementation of stopping livestock activities in areas where livestock is not allowed, in order to increase the effectiveness of livestock management...
