Accordingly, the Prime Minister requested the Ministry of Education and Training to seriously implement the conclusions of the Supervisory Delegation and the National Assembly Standing Committee on the implementation of general education curriculum and textbook innovation. In particular, it should continue to promote the achieved results in curriculum development, textbook appraisal, innovation of teaching methods and assessment.

Mr. Chinh emphasized that textbooks are an issue that needs further research to gradually improve.

"Fundamental and comprehensive education reform is a major policy of the Party and State, especially important, complex, sensitive, and has a large scope of impact, so it is necessary to reform major core and urgent issues, from viewpoints, guiding ideology to goals, content, policy mechanisms, and implementation conditions," the Prime Minister said, adding that innovation in education must ensure systematicity, long-term vision, feasible and synchronous solutions, with a suitable roadmap, learning from experience while doing, not being hasty.

Continue to innovate and improve quality

Prime Minister Pham Minh Chinh also acknowledged and commended the achievements of the education sector in the past school year. Notably, the national education system has been increasingly improved, approaching international standards. The quality of education at all levels continues to be consolidated and maintained.

He also assessed the work of testing, checking and evaluating learning outcomes to be more practical and effective, especially the organization of the high school graduation exam. University admissions are carried out seriously, fairly and create favorable conditions for candidates and their families, reducing pressure and costs for society...

In addition to the achieved results, the Prime Minister frankly pointed out a number of shortcomings and limitations that need to be focused on overcoming in the coming time, such as: The work of perfecting institutions and creating a legal corridor for educational innovation and training implementation is still slow, not meeting the actual development requirements of domestic education and the trend of international integration, especially for university autonomy.

The Head of Government also assessed that the implementation of the new general education program and textbooks currently has some shortcomings; the planning of the educational facility network in some localities is not suitable, and there is a shortage of schools and classes in some urban areas, industrial parks, export processing zones, remote areas, and ethnic minority areas.

"Many urban areas and industrial parks do not reserve land to invest in building schools and classrooms, leading to overloaded schools and a much higher number of students per class than the regulations, increasing pressure in primary school enrollment, especially grade 10 enrollment," the Prime Minister cited.

In addition, he also mentioned the problem of local teacher surplus and shortage, inadequacies between educational levels and localities; many localities have not yet ensured enough teacher quotas according to regulations; especially preschool teachers and teachers to implement the new education program.

Policies and benefits are still inadequate, unattractive, making it difficult to attract and retain teachers, especially high-quality human resources in big cities or difficult areas...

After analyzing the causes of the shortcomings and limitations, the Prime Minister requested ministries, branches, agencies and localities to continue to review, promptly amend and supplement institutions, mechanisms and policies, and perfect a favorable legal corridor to implement educational and training innovation.

At the same time, improve the effectiveness and efficiency of state management of education, in which priority is given to developing the Law on Teachers; Planning the network of higher education and pedagogical institutions for the period 2021 - 2030, with a vision to 2050 and soon announcing the high school graduation exam plan according to the new general education program.

It is necessary to continue to innovate the high school graduation exam and recognition, ensuring seriousness, simplicity, reducing pressure but still improving quality.

Develop, amend and supplement appropriate policies and remuneration regimes for teachers; have financial solutions to support teachers in remote areas and preschool teachers; upgrade and supplement facilities and teaching equipment to ensure effectiveness and suitability to practical requirements.

Improve the quality of teacher training and training courses for teachers and general education managers on content, innovative teaching methods, and innovative methods of assessing educational quality according to the new program.

The Prime Minister assigned specific tasks to ministries and branches; in which, the Ministry of Education and Training was requested to preside over and coordinate with localities to organize a summary of 10 years of implementing Resolution 29 of the Central Committee to ensure seriousness, objectivity, and closeness to reality, as a basis for advising the Politburo to issue directive documents to create breakthroughs in education and training innovation in the spirit of Resolution of the 13th National Congress.

The Prime Minister also requested the education sector to continue researching, perfecting and developing a new general education program in line with the set goals and requirements. At the same time, urgently complete the compilation of electronic textbooks, ethnic minority language textbooks, and test and use Braille books for the visually impaired.

6 points to remove

The Prime Minister also directed 6 issues that the education sector needs to focus on solving immediately in the new school year 2023 - 2024.

One, resolutely and persistently not allowing drugs and social evils into schools, harming the health, morality, and personality of students.

Second, overcome school violence and ensure safety and security for students and teachers in all circumstances.

Third, the textbook system needs to be innovated but must ensure standards and must develop steadily.

Fourth, focus on improving the quality of university, college and continuing education.

Five, review the teaching and learning of civic education in general schools, and if necessary, increase class hours to ensure quality.

Six, quickly overcome the shortage of preschool teachers and schools in remote, border, and island areas.

On the eve of the new school year 2023 - 2024, the Prime Minister hopes that teachers and educators will overcome all difficulties, persevere in the goal of fundamental and comprehensive innovation in education and training, meet the expectations of the Party, State and people, and make worthy contributions to the strong and prosperous development of the country.

From there, it will thoroughly grasp and implement the Prime Minister's guidance with specific programs and work plans and determination, making efforts to complete the assigned tasks.

The Ministry of Education and Training will pay special attention to the issue of educational equity and educational development for ethnic minorities in mountainous, remote, and disadvantaged areas; and address the six issues raised by the Prime Minister and some specific contents stated in the Prime Minister's telegram before the new school year.
