At the seminar, the Prime Minister spent time analyzing a number of contents, including the goals and major policies of Vietnam; the vision and orientation for developing Vietnam - Brazil relations in the coming time.

Summarizing the country's history, Prime Minister Pham Minh Chinh emphasized: "The Vietnamese people had to go through countless sacrifices and losses to gain independence and unify the country."

Looking back at the Doi Moi process to date, the Prime Minister affirmed that Vietnam is a model of restoration, healing the wounds of war, putting the past behind and looking to the future for the goal of peace, cooperation and development.

The Prime Minister added that currently, countries that Vietnam clashed with during the war, such as Japan, France, the US, and China, have all established comprehensive partnerships and comprehensive strategic partnerships with Vietnam.

“We have gone from hatred to partnership,” the Prime Minister emphasized, adding that this was also affirmed by US President Joe Biden at the High-Level Debate of the United Nations General Assembly.

Talking about the country's development direction in the coming time, the Prime Minister emphasized that the human factor is the most important factor. Considering people as the center, subject, driving force, most important resource and the goal of development. Not sacrificing progress, social justice, social security, and the environment to pursue economic growth alone.

Vietnam is promoting the implementation of three strategic breakthroughs in institutional improvement; building a synchronous and modern infrastructure system; administrative reform and human resource training.

Along with that is building an advanced culture, imbued with national identity. Culture lights the way for the nation. If culture exists, the nation exists.

The Prime Minister also affirmed that Vietnam adheres to the "four no's" defense policy: No participation in military alliances; no ally with one country to fight another; no allowing foreign countries to set up military bases or use territory to fight against other countries; no use of force or threat of use of force in international relations...

“We are a country that has suffered too many sacrifices and losses due to war, so we love peace and understand the value of peace,” the Prime Minister emphasized once again.

From those policies and guidelines, Vietnam has achieved some outstanding results in recent times.

After the war, Vietnam's growth was almost zero. From "catching the enemy with bare hands" to now, Vietnam's annual GDP growth has averaged 6.5-7% over the past four decades.

This result puts Vietnam in the top 40 economies with the largest GDP in the world and the top 20 leading economies in terms of trade and FDI attraction...

In two hemispheres but two countries have close relationship

Speaking about the Vietnam-Brazil relationship, the head of the Government recalled that on his journey to save the country, President Ho Chi Minh visited Brazil in 1912 to see that "our relationship began from there".

The Prime Minister emphasized that although located in two hemispheres, the two countries have a close relationship and share many similarities.

There is a similarity in the struggle for independence and national liberation.

Vietnam has established diplomatic relations with all 33 countries in the Latin American region.

Looking to the prospects for the next few decades, the Prime Minister firmly believes that the Vietnam - Brazil relationship will increasingly bear fruit.

Vietnam and Brazil are facing great opportunities to take advantage of the existing potential in bilateral relations, towards a higher level of relations in the future, for the benefit of the people of the two countries, for the cause of peace, national independence, democracy and social progress in the two regions and in the world.

“With that spirit, I hope and believe that the friendly and cooperative relationship between our two countries and peoples will become increasingly strong, complementary, supportive, sharing, and helping each other, for the prosperous development and interests of the two peoples,” Prime Minister Pham Minh Chinh concluded his speech.
