Attending the meeting were Deputy Prime Ministers Le Minh Khai, Tran Hong Ha, Tran Luu Quang; Ministers, Heads of ministerial-level agencies, Government agencies; leaders of ministries, branches and central agencies.
At the meeting, the Government listened to the presiding agency present a summary of the draft laws, proposals for law making; report on explanations and acceptance of opinions on the draft laws; synthesize opinions of ministries and branches; review the preparation process and procedures; requirements and principles for law making; consistency and consistency with relevant legal provisions; refer to international experience; and at the same time, deeply analyze fundamental issues and there are many different opinions in the draft laws.

Regarding the Law on Amendments and Supplements to a Number of Articles of the Law on Security Guards, the Prime Minister and members of the Government discussed and clarified the application of security measures to subjects who are not subject to security guarding in accordance with the provisions of the Constitution; the necessity of applying security measures to subjects who are not subject to security guarding is stipulated in this Law.
In the draft Law on Prevention and Combat of Human Trafficking (amended), delegates said that it is necessary to continue to improve relevant regulations on prevention and combat of human trafficking; inherit regulations that have been proven in practice and applied effectively; and supplement regulations to handle shortcomings and problems arising in practice.
Regarding the proposal to develop the Law on Civil Judgment Enforcement (amended), Government members and guests were interested in discussing contents related to the issue of decentralization and delegation of powers in civil judgment enforcement; controlling power among relevant agencies; encouraging the expansion of civil agreements, but they must be recognized by law; ensuring the rights and obligations of citizens and responsible and related parties; sanctions, ensuring feasibility...
Regarding the Law on Notarization (amended), the Government is interested in discussing the authority and scope of detailed regulations for the implementation of the Law; decentralization, delegation of power, reform of administrative procedures; standards for Notaries; training, appointment and dismissal of Notaries to improve the quality of Notaries; organization of notary practice; social and professional organization of notaries...

In the Law on Corporate Income Tax (amended), the Government focuses on discussing solutions to implement policies to ensure consistency and unity in the legal system to facilitate and be fair for people and businesses when participating in the investment and business environment; determining the subjects of application of tax policies appropriate to each type of enterprise, public agencies and units, performing political tasks...; preferential policies; sanctions against tax losses; ensuring transparency, avoiding policy profiteering during implementation; consistent with the policy and solutions to restructure the state budget safely and sustainably; consistent with Vietnam's international commitments in the context of increasingly deep and wide international economic integration today.
Along with discussing, giving opinions on each content and assigning specific tasks to complete the draft laws, proposals for law making, concluding the meeting, Prime Minister Pham Minh Chinh acknowledged and highly appreciated the Ministries for their great efforts, determination, and active preparation and submission of draft laws and proposals; at the same time, seriously accepted and explained thoroughly and with basis; ensured progress and quality; highly appreciated the dedicated, responsible, and in-depth opinions with a highly constructive spirit of the Government members and delegates attending the meeting.
The Prime Minister assigned Deputy Prime Ministers to direct Ministries to seriously and fully absorb the opinions of Government members, complete projects, proposals for law making, draft laws, proposals on the Law and Ordinance Making Program, and submit them according to regulations.
Believing that “resources come from thinking, motivation comes from innovation, strength comes from the people”, the Prime Minister affirmed that institutions, mechanisms and policies are the resources of development. Therefore, it is necessary to innovate thinking in law-making; have mechanisms and policies to mobilize combined strength for development; innovate ways of doing things to create new resources and motivation, inspiring the whole society to develop.

The Prime Minister requested ministries and branches to focus on leadership and direction, especially the role of the leader in law-making and institutional improvement; investing in human resources and resources commensurate with the strategic breakthrough; improving policy response capacity, removing difficulties, unlocking resources, promoting socio-economic development; closely coordinating with ministries, branches, and National Assembly Committees; listening to opinions of experts and scientists, absorbing opinions of the business community and people, and continuing to refer to international experience, absorbing contents suitable to Vietnam's conditions; enhancing digital transformation in institutional building; strengthening propaganda work on law-making, policy communication, etc.
The Prime Minister requested to focus on promoting decentralization and delegation of power in conjunction with resource allocation, strengthening inspection, supervision and control of power; cutting down and simplifying unnecessary administrative procedures to the maximum extent, reducing compliance costs for people and businesses, removing all bottlenecks, and freeing up all resources for development; creating a healthy development environment, avoiding "asking - giving", regulating according to the socialist-oriented market mechanism; preventing and combating group interests and policy corruption in the process of developing and promulgating legal documents, and strictly handling violations.
For some newly promulgated Laws such as the Land Law (amended), laws related to real estate, housing, etc., the Prime Minister requested relevant ministries, branches and agencies to complete the development of decrees and circulars to soon put the Law into practice, remove bottlenecks and promote development.
