On August 31, the Government Office issued Official Dispatch No. 6254/VPCP-KGVX conveying the direction of Deputy Prime Minister Le Thanh Long on licensing the import, export, and management of products containing Formic Acid precursors.
According to the dispatch, Deputy Prime Minister Le Thanh Long assigned the Ministry of Industry and Trade, according to its functions, tasks and authority, to issue import and export licenses and take management measures for products containing Formic Acid precursors in accordance with the provisions of the Law on Drug Prevention and Control, Decree No. 105/2021/ND-CP, Decree No. 57/2022/ND-CP of the Government and related legal documents.
The Ministry of Agriculture and Rural Development shall take the lead in urgently reviewing and promptly recommending to competent authorities appropriate management measures for drug precursors used in animal feed, aquatic feed and other agricultural products.
Deputy Prime Minister Le Thanh Long assigned the Ministry of Public Security to preside over and coordinate with the Ministry of Industry and Trade, the Ministry of Agriculture and Rural Development, and the Ministry of Finance to promptly review and propose competent authorities to amend and supplement relevant legal documents to have a basis for managing animal feed and aquatic feed products containing drug precursors, ensuring consistency, consistency, and compliance with legal regulations on drug prevention and control, chemicals, animal husbandry, and aquaculture.
Recently, some enterprises importing animal feed containing Formic Acid precursor have encountered many difficulties. Many enterprises importing raw materials used in animal feed and aquatic feed containing Formic Acid in the IVB Precursor List issued with Decree 57/2022/ND-CP regulating the List of narcotics and precursors. On the Customs side, there are difficulties in determining whether animal feed raw materials containing Formic Acid precursor and mixtures containing precursors are subject to precursor management according to the provisions of the Law on Drug Prevention and Control.
