The conference was themed "Promoting the vanguard role of youth in the national digital transformation". This was the second time the Prime Minister had a dialogue with young people after the Youth Law (2020) was issued.
Cybersecurity and digital etiquette
At the dialogue, Prime Minister Pham Minh Chinh and leaders of ministries and branches answered 16 questions from young people about issues such as data protection and cybersecurity solutions in digital transformation; solutions to interconnect public services and national population data; synchronization between administrative procedure reform and digital transformation; employment in the face of artificial intelligence development; solutions to train and recruit, treat young human resources in the field of digital transformation; preserving national cultural identity in the context of digital transformation...
Responding to questions about data protection and cybersecurity solutions in the digital transformation process, Prime Minister Pham Minh Chinh said that the Government continues to improve institutions to ensure cybersecurity; assign ministries and branches to handle incidents; improve handling capacity with solutions; improve propaganda work for the people, the core of which is the youth, to be vigilant and calm in handling the situation. The Prime Minister suggested that the youth focus on implementing 3 movements: Improving information technology capacity; learning foreign languages; maintaining hygiene and protecting the environment, both for the benefit of the nation and for each individual.
Responding to the Government's solution to interconnect public services with the National Data Center, the Prime Minister stated that databases are very important for digital transformation; only with databases can there be artificial intelligence. Therefore, the Government has chosen 2023 as the Year of Databases, along with building the National Database, building databases of ministries, branches, and localities; promoting the construction of databases of enterprises, organizations, and subjects in society; launching the movement to build personal databases, in this process making efforts to connect databases with each other. The Government has directed ministries and branches to soon complete databases such as land, environment, activities related to people and businesses, thereby creating conditions for people to access the database more.
Regarding the risk of job loss in the digital transformation era, the Prime Minister stated that when increasing the application of information technology, digital transformation will reduce labor. Therefore, the Government must have solutions to transform and diversify the labor market, create competition, and require everyone to make greater efforts; including improving the qualifications, capacity, and skills in digital transformation for rural youth, and having policies to develop digital transformation in rural areas.
In response to the question of solutions for digital transformation in the cultural sector, the Prime Minister said that culture is national, scientific and popular. Therefore, in the digital transformation process, it is necessary to strengthen the application of digital transformation to maintain and promote national cultural identity; at the same time, promote cultural development according to the trend of the times. Currently, the Government is building a program to develop cultural industries, bringing culture to the same level as politics, economy and society if digital transformation is strongly applied, strongly promoting the three national, scientific and popular elements of culture...
Along with answering questions from young people, at the dialogue, posing questions for young people to discuss, Prime Minister Pham Minh Chinh asked young people to say: What are the core issues for young people to demonstrate their pioneering role in the country's digital transformation; asked young people to give advice, contribute with the Government to promote the building of digital government, digital economy, digital society, digital citizens; what have young people contributed to the building of digital government, digital economy, digital society, digital citizens.
In response to the issue raised by the Prime Minister, delegates said that the core issue for youth in the digital society is digital culture; they proposed to continue perfecting the legal system and codes of conduct for youth in particular and Party organizations, cadres and civil servants in general in the digital environment.
The youth also said that the convenience that digital technology brings to people is one of the core goals of digital transformation. Therefore, the Government needs to improve the tools and establish communication channels for people to give feedback and contribute to the national digital transformation process...
Concluding the conference, Prime Minister Pham Minh Chinh conveyed the best regards and congratulations of General Secretary Nguyen Phu Trong to all Vietnamese youth and union members on the occasion of the 93rd anniversary of the founding of the Ho Chi Minh Communist Youth Union; believing that union members and youth will always be the vanguard force and effective arm of the Communist Party of Vietnam.
The Prime Minister emphasized that youth is the most physically and mentally energetic age. President Ho Chi Minh always paid special attention to youth and the training and education of the young generation. He affirmed: Youth is the future master of the country; the spring of society. Youth has always been placed at the center of the Party and State's strategy of training, fostering, training and promoting the human factor throughout the history of the Vietnamese Revolution. Vietnamese Youth Union members and youth always promote the spirit of "Wherever there is a need, there is youth, wherever there is difficulty, there is youth", proactively overcoming all difficulties and challenges to study, train and mature, worthily continuing the tradition and career of their ancestors, making important contributions to the cause of building and defending the Fatherland.
The Prime Minister said that in the process of innovation, integration and development, Vietnamese youth play a very important role, being both a large and indispensable force, present and contributing in all areas and fields of the country's economy, culture, society, security, defense and foreign affairs.
Emphasizing some fundamental factors, orientations for national development, important results achieved in the innovation process and 5 lessons learned, the Prime Minister acknowledged, commended and affirmed the great achievements of historical significance of nearly 40 years of innovation and integration of the country with great contributions from the Vietnamese youth force.
Believing that meeting and dialogue with Vietnamese youth is a valuable opportunity for the Prime Minister and leaders of ministries, sectors and branches to directly meet many outstanding young people from many regions and fields across the country; listen to and discuss many opinions, proposals and recommendations of Vietnamese youth representatives. Prime Minister Pham Minh Chinh was pleased that after the first dialogue between the Prime Minister and youth in 2023, many ministries, sectors and localities have organized dialogues with youth and in general have promptly handled the recommendations of youth, demonstrating effectiveness and practicality in related fields.
The Prime Minister welcomed and highly appreciated the rich, diverse, profound, practical sharing, opinions, questions, proposals and recommendations, demonstrating the enthusiasm and responsibility of the youth at the 2024 Meeting and Dialogue Program, demonstrating the energy, youthfulness, openness and frankness of the youth; acknowledged and commended the pioneering spirit, dedication, daring to think and dare to do of Vietnamese youth in performing tasks in various fields, especially the vanguard task in the national digital transformation.

Emphasizing the goals, requirements, and key tasks of digital transformation for Vietnamese youth in the coming time, Prime Minister Pham Minh Chinh said that the Resolution of the 13th National Party Congress sets the goal that by 2030 Vietnam will be a developing country with modern industry and high average income; by 2045 it will be a developed country with high income.
According to the Prime Minister, to achieve these goals, it is necessary to unblock, mobilize and effectively use all resources; at the same time, renew traditional growth drivers, strongly promote and create breakthroughs in new growth drivers, such as digital transformation, green economic development, circular economy, sharing economy, knowledge economy, emerging industries and fields.
Prime Minister Pham Minh Chinh affirmed that in today's world, digital transformation is an inevitable trend, taking place very strongly and widely on a global scale, opening up many breakthrough potentials and development opportunities unprecedented in human history. Vietnam cannot stand outside this trend.
The Party and State attach special importance to and clearly identify digital transformation as a central and key task in the process of industrialization and modernization of the country. Documents of the 13th National Party Congress, Resolution No. 52 of the Politburo and many Resolutions of the National Assembly and the Government all deeply mention digital transformation, digital economic development and digital society. The Government has issued the National Digital Transformation Program to 2025, with a vision to 2030; the goal set for 2030 is for Vietnam to become a digital nation. With the motto "keeping up, progressing together and breaking through", Vietnam strives for the digital economy to account for 30% of the gross domestic product by 2030.
Regarding the five requirements for digital transformation of the economy, the Prime Minister said that it is necessary to develop a comprehensive and systematic strategy with a suitable roadmap; implement with focus and key points; innovate management, operation and social governance methods towards modernization and digitalization; promote the proactiveness, creativity and breakthrough of all subjects, especially the young generation; mobilize and effectively use all resources and the participation of the entire political system, people and businesses.
Pointing out that youth must be the vanguard force, raising the pioneering flag, volunteering to take the lead, mastering the digital transformation and developing Vietnam into a digital nation soon, Prime Minister Pham Minh Chinh requested the Youth Union and all Vietnamese youth to promote the spirit of "5 shock troops" in carrying out the task of national digital transformation.
In which, taking the lead in raising digital awareness of the whole society; taking the lead in developing digital capacity; taking the lead in advising and proposing policies on digital transformation and digitalization; taking the lead in applying digital technology, reforming administrative procedures through digitalization; taking the lead in research and development, innovation, and moving towards mastery in the field of digitalization.
To prepare for life with a solid foundation, the Prime Minister hopes that Vietnamese youth must have "6 aspirations": the aspiration to contribute and dedicate; the aspiration to study and practice; the aspiration to innovate and create; the aspiration to establish a career; the aspiration to integrate and develop; the aspiration to unite and rise up.
On this occasion, Prime Minister Pham Minh Chinh requested ministries, branches and localities, according to their functions, tasks and authority, to promptly handle youth's recommendations; continue to closely follow reality and resolutely implement the National Digital Transformation Program; continue to propagate and effectively implement guidelines, policies, laws, goals and targets for youth development; research, review, perfect mechanisms and policies and create a favorable environment to encourage youth to promote their pioneering role in national digital transformation, create creative experimental playgrounds, promote experiential activities associated with digital transformation, information technology, science and technology, etc.
Along with that, effectively carry out dialogue activities with young people; listen to and resolve problems and recommendations of young people, especially on promoting digital transformation in youth activities; effectively implement coordination programs with the Ho Chi Minh Communist Youth Union to mobilize young people to directly participate in digital transformation; create conditions to further promote the activities of the Community Digital Technology Group; promote propaganda, raise awareness, and change the thinking of the whole society about the role of young people and the young generation in leading and promoting national digital transformation to meet practical requirements in the new situation.
Recalling the speech of General Secretary Nguyen Phu Trong at the 12th National Congress of the Ho Chi Minh Communist Youth Union for the 2022-2027 term, Prime Minister Pham Minh Chinh hopes and believes that Vietnamese youth will continue to maintain and promote their role as a pioneering and shock force on all fronts of national construction and defense, contributing to building an increasingly powerful and prosperous country.
Prime Minister Pham Minh Chinh affirmed that the Government, the Prime Minister, all levels, sectors, localities and people of the whole country always listen, share, accompany and put their full trust in the youth - the future owners of the country - on this challenging but extremely glorious and proud path; wishing Vietnamese youth to continue to cultivate morality and style, promote intelligence and enthusiasm, strive to achieve more brilliant results in the process of studying, working and contributing to the Fatherland of Vietnam.
On this occasion, Prime Minister Pham Minh Chinh presented eight recently published books by General Secretary Nguyen Phu Trong to union members and youth across the country.
