On the afternoon of March 25, Comrade Pham Minh Chinh, Politburo member, Party Secretary, Prime Minister chaired a meeting of the Government Standing Committee and the Government Party Standing Committee with the Ministry of Education and Training and the Ministry of Health on important draft projects to be submitted to the Politburo.
Also attending the meeting were: General Phan Van Giang, Politburo member, Minister of National Defense; Party Central Committee members, Deputy Prime Ministers, Deputy Secretaries of the Government Party Committee, leaders of ministries, branches and central agencies.

At the meeting, delegates discussed the draft project to develop the National Target Program on Education and Training Development (chaired by the Ministry of Education and Training) and the draft project to develop the National Target Program on Health Care, Population and Development (chaired by the Ministry of Health).
In his concluding remarks, Prime Minister Pham Minh Chinh welcomed the preparations of the presiding agencies; stating that these are two very necessary issues in the current context, very practical for the people, very important for the development of high-quality human resources, rapid and sustainable development, taking people as the center, subject, goal, resource and driving force for development.

Assigning the presiding agencies to continue completing the projects to report to competent authorities, with a spirit of urgency, quality, focus, and key points, the Prime Minister requested to review the implementation of the Party's guidelines and policies, the State's policies and laws, relevant resolutions, conclusions, and directions of the Central Committee, the Politburo, the Secretariat, the National Assembly, and the Government in these two areas.
These are also national, comprehensive issues, related to the entire political system, with a wide scope of work, high requirements, limited resources and time, in the context that we have to carry out many large and important tasks at the same time; therefore, we must identify a number of goals, tasks, and solutions that are "leverages and fulcrums" to focus on implementation, to complete each task, to complete each task, not to spread out the objects and time, to avoid waste.
The Prime Minister noted that the program development must simultaneously propose specific mechanisms, policies and roadmaps, in line with the medium-term public investment plan; ensure feasibility, efficiency, and create fundamental changes in practice.

With the project of the National Target Program on Education and Training Development, the Prime Minister directed that it is necessary to continue to closely follow and concretize Resolution 29 of the Central Committee and Conclusion 91 of the Politburo on fundamental and comprehensive innovation of education and training; focusing on a number of contents: Improving the quality of teaching and learning, developing people comprehensively in both "morality, intelligence, physical beauty", in which continuing to attach importance to "morality" and "intelligence" education and emphasizing more "physical" and "beauty" education; modernizing and solidifying schools, especially building boarding schools for students from ethnic minorities, remote areas, border areas, and islands in the spirit of ensuring equal access to education, leaving no one behind; promoting foreign language training, especially English.
Emphasizing the need to improve people's knowledge, train human resources, and foster talents, the Prime Minister directed that it is necessary to clearly define tasks to perfect institutions, amend laws; train teachers; support mechanisms and policies and promote the initiative of teachers and learners; build infrastructure, promote public-private partnership; promote learning combined with practice, training associated with research; and promote international cooperation.

With the project to build a national target program on health care, population and development, the Prime Minister directed to add content on caring for and protecting people's lives and health with specific goals, for example, how many times each person should have a medical examination and treatment in a year; prevent and treat incurable diseases and tropical diseases; develop more maternity and pediatric hospitals, geriatrics; pay attention to preventive medicine and grassroots health care, especially in the context of rearranging administrative boundaries, eliminating the district level; have a plan to respond to population aging; focus on propaganda and education work.
The Prime Minister requested that this year, the health sector must send 1,000 more doctors to the grassroots; the education and training sector must also study to increase the number of teachers to the grassroots, especially in remote, border, and island areas, especially foreign language teachers.
Along with that, promoting the digitization of data and records in the health and education sectors, especially lifelong health records of people and student records, this work needs to be focused on in the first 6 months of 2025.
