On the afternoon of August 31, in Da Nang, Prime Minister Pham Minh Chinh chaired a conference to disseminate and implement Resolution No. 136 on the organization of urban government and pilot a number of specific mechanisms and policies for the development of Da Nang city.
Mr. Le Trung Chinh, Chairman of the People's Committee of Da Nang City, said that Resolution No. 136 is an extremely important legal basis, a driving force and foundation to exploit the city's advantages and potential.
To implement the resolution, the city has developed working regulations and assigned specific tasks to each unit. The city has worked with investors, strategic partners and organized semiconductor human resource training courses, as well as surveyed and planned locations for the project to establish a Free Trade Zone.
According to Ms. Nguyen Thi Bich Ngoc, Deputy Minister of Planning and Investment, Resolution 136 is an important milestone, demonstrating the deep concern of the Party, National Assembly and Government for Da Nang.
The effective implementation of this Resolution is a great opportunity for Da Nang to promote its potential, advantages and role as a growth pole, leading and contributing better to the economic development of the dynamic economic region of the Central region.
According to Ms. Ngoc, among the 10 localities implementing the National Assembly's pilot policy, only Ho Chi Minh City and Da Nang have the Prime Minister establish a Steering Committee and directly serve as the Head of the Committee. This shows the interest of the head of the Government in creating breakthrough opportunities for Da Nang.
Speaking at the conference, Prime Minister Pham Minh Chinh said that Resolution 136 has 6 new points, the implementation must ensure compliance with the law but also be dynamic and creative.
However, this is not just Da Nang's business, and the resolution is not for Da Nang to handle on its own, but is also the business of the Party, the State, and the ministries and branches with the viewpoint: understanding together, sharing together, working together, enjoying together and succeeding together.
“Da Nang cannot do it alone. However, Da Nang must be self-reliant and self-reliant, rising up with its own strength, without waiting or depending on anyone else,” the Prime Minister emphasized.
The Prime Minister also said that Resolution 136 opens up great opportunities and unlocks resources for Da Nang. However, everything is still on paper. “Whether it can be implemented or not depends on us, how we organize it. When organizing the implementation, we must make efforts, be determined, and have a focus,” the Prime Minister said.
The head of the Government also emphasized that the spirit of organizing the implementation of Resolution 136 is: "What is said must be done, what is committed must be done, only discuss action, no retreat, what is going must be done".
There is not much time left from now until Resolution 136 officially takes effect (January 1, 2025), the Prime Minister requested that central ministries, branches and Da Nang resolutely take action, coordinate, and urgently form a complete legal basis to implement the resolution as soon as it takes effect.
The Prime Minister also noted that in the resolution, the pilot construction of a Free Trade Zone is very important. This is a new model, difficult, but must be done, no matter how difficult, must be done, boldly. This is not only the task of Da Nang, but the central ministries and branches need to focus on research.
The Prime Minister hopes and believes that Resolution 136 will be effectively implemented, and Da Nang will join the whole country in "keeping up, progressing together, integrating and surpassing" in the new development stage.
Da Nang is happy but also sees responsibilities and difficulties
Mr. Nguyen Van Quang, Secretary of the Da Nang City Party Committee, said that the city is happy to welcome mechanisms and policies that are both unique and innovative, but also clearly recognizes the responsibilities and difficulties and challenges in implementation.
Especially many issues are very new and unprecedented such as: Free trade zones; pilot financial mechanisms; carbon credit offset exchange; attracting strategic investors in some semiconductor and artificial intelligence industries...
If Da Nang successfully organizes these breakthrough mechanisms, it will contribute to building and implementing the Resolution of the 14th Party Congress, which will be the basis for competent authorities to decide to deploy in other localities.
Previously, on June 26, the National Assembly passed Resolution 136, consisting of 4 chapters and 18 articles, regulating the organization of urban government and piloting a number of specific mechanisms and policies for the development of Da Nang. The Resolution takes effect from January 1, 2025 and will be implemented for 5 years.
