On February 6, Secretary of the Government Party Committee, Prime Minister Pham Minh Chinh and Secretary of the National Assembly Party Committee, Chairman of the National Assembly Tran Thanh Man co-chaired the Conference between the Standing Committee of the National Assembly Party Committee and the Standing Committee of the Government Party Committee on the 9th extraordinary session of the 15th National Assembly.

At the conference, the two agencies agreed to submit to the National Assembly for consideration and approval four laws and five resolutions to serve the work of arranging and perfecting the institutions and operating mechanisms of agencies, units and organizations of the political system; and to consider and decide on a number of other contents under their authority.
According to Prime Minister Pham Minh Chinh, the National Assembly's holding of the 9th extraordinary session deeply demonstrates the spirit that when practical problems arise, the National Assembly must meet immediately to resolve them; once done, once resolved, it must be effective.
Looking back at the recent extraordinary meetings, the Prime Minister said that this was in line with reality, solved practical problems and addressed people's aspirations.

After reviewing the implementation of the goals of the 13th Party Congress Resolution, the Prime Minister stated that the most difficult thing is growth. This is the most basic indicator in assessing the development of a country, reflecting the scale of the economy, per capita income, labor productivity, etc.
Because according to him, only with growth can there be potential, and only with potential can there be voice and power. Therefore, to achieve the GDP growth target of 8% or more in 2025, it is necessary to devote efforts to one of the three strategic breakthroughs: institutions.
Therefore, according to the Prime Minister, agencies of the National Assembly and the Government need to continue to coordinate effectively, build laws with the principle of maximum decentralization and delegation of power; manage according to what is known, whichever level understands better, knows better, and manages more effectively, that level will decide.
Along with decentralization and delegation of power is the allocation of resources, improvement of enforcement capacity and strengthening of supervision and inspection, reduction of administrative procedures, and fight against negativity, corruption, waste, etc.
In addition, the procedure for promulgating legal documents also needs to be simplified to quickly put them into practice, increase decentralization, and individualize individual responsibility.
The Head of Government requested relevant ministries and branches to urgently complete the dossier of missing contents as requested, ensuring the verification process of the National Assembly agencies.
Urgent with the spirit of "running and lining up at the same time"
National Assembly Chairman Tran Thanh Man noted that there is not much time left until the opening of the 9th extraordinary session, while the workload is very large. Therefore, agencies should work urgently with the spirit of "running while lining up", possibly increasing overtime, including Saturdays and Sundays, to complete the contents submitted to the National Assembly.
The National Assembly Chairman also noted that some specific contents in the draft laws on organizational apparatus need to closely follow the direction of the Central Committee, the Politburo, the Secretariat and the Constitution to absorb, revise and perfect the draft laws.
"This time, when we amend the laws, we must strongly decentralize to the Government, the Prime Minister and local authorities in the spirit of local decisions, local actions, and local responsibility," said the National Assembly Chairman.
National Assembly Chairman Tran Thanh Man suggested a thorough review of the draft Resolution of the National Assembly regulating the handling of a number of issues related to the organizational arrangement; in which attention should be paid to the way of expression to ensure it is reasonable and consistent with the movement of reality.
The National Assembly fully supports the removal of difficulties for the country's development. The 9th extraordinary session focuses on solving very urgent, very difficult, very serious problems, but we must do them for the development of the country.
The National Assembly Chairman requested that relevant parties continue to focus, make maximum efforts, coordinate closely, and promptly complete the preparation of all content to be submitted to the National Assembly as well as ensure absolute safety, contributing to the success of the session.
The 9th extraordinary session of the 15th National Assembly is scheduled to open on February 12 and close on February 18.
