The specialized session of the Hai Phong City People's Council scheduled to take place at the end of February will consider many contents, including the draft project on additional support policies and regimes for cadres, civil servants, public employees, and workers in the reorganization of the city's political system.

According to the draft, cadres, civil servants, public employees, and workers who are eligible for early retirement and leave their jobs will receive a one-time support level equal to the total cost of the benefit according to Decree 178/2024.

Officials who cease to hold leadership or management positions or are elected to lower positions will receive one-time support of 1 - 6 months' salary.

The total number of people receiving state budget salaries that Hai Phong must reduce from 2025 to 2030 is 6,500 people. The total additional support budget according to the city's own policy is more than 6,000 billion VND. Of which, the expected expenditure for education and health is 4,500 billion VND; support for removing (demotion) from management positions is about 75 billion VND.

The early retirement policy applies to people who are up to 10 years from retirement age under normal working conditions and up to 5 years in disadvantaged areas, provided they have paid compulsory social insurance. These people will receive support such as a one-time pension for early retirement and a pension without deductions.

For officials and civil servants who have more than 2 years left until retirement age but are not eligible for early retirement benefits, if they resign, they will receive 4 benefits: severance allowance, 1.5 months of current salary for each year of work with social insurance contributions, preserving the time of social insurance contributions or receiving social insurance in one lump sum, and 3 months of current salary to find a job.
