During the visit and working program in An Giang to attend the groundbreaking ceremony of the Chau Doc - Can Tho - Soc Trang expressway, on the afternoon of June 17, Politburo member and Prime Minister Pham Minh Chinh worked with the leaders of An Giang province to jointly assess the situation and results of the implementation of socio-economic development tasks and political system building in 2022 and the first months of 2023; set out directions and tasks for the coming time and resolve a number of recommendations of the province to create conditions for An Giang to develop rapidly and sustainably.
Also attending were Minister of Planning and Investment Nguyen Chi Dung; Minister of Natural Resources and Environment Dang Quoc Khanh; Secretary of An Giang Provincial Party Committee Le Hong Quang; leaders of central ministries, branches and An Giang province.
GRDP increased the most since 2018
According to the An Giang Provincial Party Committee, despite many difficulties and challenges, the Party Committee, government and people of all ethnic groups in An Giang province have strived and achieved positive and comprehensive results in all fields. In 2022, An Giang achieved and exceeded 15/15 targets set by the Provincial People's Council, of which 7 targets were exceeded. GRDP increased by 6.87%, exceeding the target of 5.20% and the highest since 2018; the economy shifted in a positive direction, with industry and services accounting for over 62%. State budget revenue exceeded the plan by 23%. Total social investment capital increased by nearly 37.1%.

In the first half of 2023, the province's socio-economic situation continued to improve. Attention was paid to the fields of culture, society, education, health, and labor; policies for ethnic minorities and poverty reduction were implemented synchronously. National defense, security, and national borders were maintained; social order and safety were ensured. Attention was paid to Party building and the political system; the leadership capacity of Party committees at all levels and the direction and administration of authorities at all levels were improved.
An Giang province proposed that the Government and the Prime Minister consider and support the province to invest in a number of key infrastructure projects such as: the route connecting the starting point of the Chau Doc - Can Tho - Soc Trang expressway to Tinh Bien border gate; the National Highway 91 bypass route through Cai Dau - Vinh Thanh Trung urban area; construction of Ton Duc Thang bridge across Hau river to President Ton Duc Thang Memorial Site; construction of Tan Chau - Hong Ngu bridge on National Highway N1...
Leaders of ministries and branches spoke to clarify the potentials, strengths, outstanding opportunities, and competitive advantages of the province and proposed solutions to help An Giang develop quickly and sustainably; at the same time, they answered the province's recommendations and proposed solutions, requesting the Prime Minister to decide.
Concluding the meeting, the Prime Minister emphasized that An Giang province has an important strategic position, belonging to the key economic region of the Mekong Delta. The locality has the 4th largest natural area out of 13 in the Mekong Delta; the largest population in the region with 4 main ethnic groups: Kinh, Hoa, Khmer and Cham. “These are unique conditions, different potentials, outstanding opportunities, and competitive advantages for An Giang province to develop rapidly, greenly, and sustainably, becoming a developed province in the Mekong Delta and the whole country. However, An Giang has not developed as expected due to limited infrastructure, especially connecting transport infrastructure, while the province is significantly affected by climate change,” the Prime Minister affirmed.
Besides praising the achievements that the Party Committee, Government and people of An Giang province have achieved in recent times, contributing to the overall achievements of the whole country, Prime Minister Pham Minh Chinh also pointed out some limitations and shortcomings of the province such as: GRDP growth is not yet sustainable; the production chain is not closely linked with the consumption chain; agriculture is still small-scale and scattered; the province's supporting industry is not yet developed; the lives of a part of the people are still difficult, especially in ethnic minority areas; the situation of security, order, social safety, and traffic is still latent...

Assessing the upcoming situation and thoroughly grasping the leadership and direction that An Giang needs to implement in the coming time, Prime Minister Pham Minh Chinh requested the province to continue to thoroughly grasp and concretize the Resolution of the 13th National Party Congress; effectively implement the goals and tasks set out in the 5-year Plan, 10-year Strategy and Resolution of the 11th Provincial Party Congress; proactively develop Resolutions, Projects and Development Plans to implement Resolution No. 13-NQ/TW on socio-economic development, ensuring national defense and security in the Mekong Delta; Resolution 120/NQ-CP on sustainable development of the Mekong Delta in response to climate change.
With the viewpoint that “Resources originate from thinking, motivation originates from innovation, strength originates from the people”, the Prime Minister requested An Giang province to make the most of its unique potential, outstanding opportunities, and competitive advantages; promote its historical and cultural traditions, endogenous strength, and spirit of self-reliance and self-improvement; mobilize all resources, especially information cooperation, for development.
In particular, the leaders of An Giang province must resolutely and synchronously implement solutions to promote the three growth drivers: export, consumption, and investment; focus on leading and directing the implementation of planning and infrastructure development - considering this an important political task; the program to promulgate the provincial planning for the period 2021-2030, with a vision to 2050; focus on investing in developing socio-economic infrastructure, focusing on maximizing resources for Component Project 1 of the Chau Doc - Can Tho - Soc Trang Expressway Construction Investment Project Phase 1 and exploiting the new development space created by this expressway.

The Head of Government noted that An Giang province must focus on developing digital infrastructure, digital transformation, and developing an innovation ecosystem; continue to effectively implement the Strategy for sustainable agricultural and rural development; Strategy for cultivation, livestock, aquaculture, and forestry; promote the restructuring of the industrial sector towards increasing the proportion of processing and manufacturing industries; continue to develop industrial production in depth, gradually creating many branded products, competitive in the market and participating in the value chain.
An Giang must promote import and export activities, focusing on developing production, creating sustainable supply for export; developing export and import markets, ensuring long-term sustainable growth; diversifying tourism products to meet new market trends.
“An Giang has a 104 km long border with Cambodia, with 2 international border gates, which is a very favorable condition for developing border trade, trade with Cambodia, and connection with ASEAN. Therefore, An Giang must build a peaceful, friendly, and developed border; build a solid defense zone for national security and defense and a cooperative and competitive defense line for economic development,” the Prime Minister pointed out.
The Prime Minister noted that An Giang province must strengthen the management and effective use of resources, protect the environment; proactively prevent natural disasters, respond to climate change, pay special attention to landslides; focus on investing in developing health care, education and training; effectively implement the National Target Program on socio-economic development, social security in ethnic minority and mountainous areas; promote the spirit of self-reliance, self-reliance, will and aspiration to rise up to reduce poverty quickly and sustainably. The province needs to continue to improve the Public Administration Performance Index (PAPI); Public Administration Reform Index (PAR Index); Provincial Competitiveness Index (PCI); focus on building a streamlined, effective and efficient apparatus; build a team of professional, clean, dedicated officials serving the people; strengthen the prevention and fight against corruption and negativity.
In particular, the An Giang Party Committee must attach importance to the work of building a clean and strong Party and political system, improving the leadership capacity and fighting strength of Party organizations and Party members; effectively implementing the Resolution of the 4th Central Committee, Session XI and XII, on Party building in conjunction with promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle; strengthening the field of ensuring political security, social order and safety, determined to reduce all types of criminal offenses, drugs, smuggling and traffic accidents in the province...
Regarding the proposals and recommendations of An Giang province, the Prime Minister said that these are all legitimate proposals, stemming from the actual requirements of the province; agreed to consider and assign ministries and branches to research, arrange and organize. However, due to limited State capital, ministries and branches need to coordinate with localities to have a mechanism to mobilize all resources, especially public-private partnership in implementing projects, ensuring regulations and being consistent with the tasks and general situation of the Mekong Delta and the whole country.
The Prime Minister believes that An Giang will carry out well the four sentences that General Secretary Nguyen Phu Trong has summarized: "An Giang will do what it says; Once it goes, it arrives; Once it discusses, it is agreed; Once it decides, it is with all its heart; The homeland calls, the Party expects the people to wait."

On the same morning, after attending the groundbreaking ceremony of the Chau Doc - Can Tho - Soc Trang expressway project, Prime Minister Pham Minh Chinh visited the An Giang Ethnic Boarding High School in Chau Phu B Ward, Chau Doc City - a place dedicated to children of ethnic minorities (mainly Khmer and Cham), playing a key role in the education of An Giang province; a bright spot in the province's education and the system of ethnic boarding schools nationwide.
Visiting, presenting gifts and encouraging the staff, teachers and students of the school, the Prime Minister acknowledged and commended their efforts and warmly congratulated the achievements of the school in the past time; requested the Party committees at all levels, the government, mass organizations and all people of An Giang province to continue to pay attention and create the best conditions to care for the education career of the province to develop more and more, for ethnic minority students and disadvantaged students; the Education and Training sector of the province needs to create all favorable conditions to help the Boarding School for Ethnic Minorities to successfully complete its assigned tasks.
