1. Latest information on land price list in Ho Chi Minh City: Continuing the current land price list for tax calculation
On September 21, 2024, the People's Committee of Ho Chi Minh City (HCMC) issued Document No. 5635 on resolving financial obligations and land taxes in the area.
Accordingly, while Ho Chi Minh City has not yet issued the Decision amending and supplementing Decision 02/2020/QD-UBND regulating the land price list of Ho Chi Minh City in 2020-2024, the Ho Chi Minh City People's Committee approves the use of the Land Price List issued under the 2013 Land Law as implemented before August 1, 2024 to resolve financial obligations and land taxes in the period from August 1, 2024. This will be implemented until the issuance of the Decision amending and supplementing Decision 02/2020/QD-UBND.
2. Land price list of Ho Chi Minh City according to Decision 02/2020
2.1. Land price list of Ho Chi Minh City according to Decision 02/2020 (residential land)
The latest land price list of Ho Chi Minh City in 2024 (location 1) is specified in Appendix Table 6 attached to Decision 02/2020/QD-UBND.

* Location 1: land with street frontage applies to plots of land and land lots with at least one side adjacent to the road as specified in the Land Price List.
* The following locations not adjacent to the street frontage include:
- Position 2: applies to plots of land with at least one side adjacent to an alley with a width of 5m or more, calculated as 0.5 of position 1.
- Position 3: applies to plots of land with at least one side adjacent to an alley with a width from 3m to less than 5m, then calculated as 0.8 of position 2.
- Position 4: applies to plots of land and land areas with remaining positions calculated as 0.8 of position 3
In case the above locations have a depth from the inner edge of the road frontage (according to the cadastral map) of 100m or more, the land price will be reduced by 10% for each location.
When applying the above regulations, the price of land in special urban areas at locations without street frontage must not be lower than the minimum price in the Government's land price framework, corresponding to each type of land.
2.2. Land price list of Ho Chi Minh City according to Decision 02/2020 (other non-agricultural land)
- Commercial and service land:
+ Land price: calculated at 80% of adjacent residential land price (according to Appendix Table 6 and locations according to Clause 2 of this Article)
+ Land price must not be lower than the price of land for perennial crops in the same residential area.
- Land for non-agricultural production and business that is not commercial or service land; Land used for public purposes with business purposes; Land for construction of agency headquarters, land for public works:
+ Land price: calculated at 60% of adjacent residential land price (according to Appendix Table 6 and locations according to Clause 2 of this Article)
+ Land price must not be lower than the price of land for perennial crops in the same residential area.
- Cemetery land (concentrated): calculated at 60% of adjacent residential land price
- Educational and medical land: calculated at 60% of adjacent residential land price
- Religious land: calculated at 60% of adjacent residential land price
- For land in the High-Tech Park: calculated according to the land price level, then the price list of land types in the High-Tech Park is specified as follows:
+ Land for commercial and service land: calculated at 80% of residential land price: Appendix Table 7 attached
+ For non-agricultural production and business land that is not commercial service land: calculated at 60% of residential land price: Appendix Table 8 attached
- Remaining non-agricultural land: based on valuation method, compare adjacent land types to determine land price.
