Bidding collusion, 3 business directors sentenced

On November 21, the People's Court of Quang Ngai province opened the first instance trial for the defendants Nguyen Trung Vinh (born in 1978, residing in Nguyen Nghiem ward, Quang Ngai city; Director of Hoang Vinh Production, Trading and Service Company Limited), Do Binh Son (born in 1979) and Do Quang Huy (born in 1981) in the case of "Violating bidding regulations causing serious consequences" occurring at the Center for Application and Science and Technology Services of Quang Ngai province (under the Department of Science and Technology of Quang Ngai).

According to the indictment, the three defendants were all directors of three companies that bid for the procurement package of specialized machinery and equipment at the Center for Application and Science and Technology Services of Quang Ngai province.

When participating in the bidding, Nguyen Trung Vinh's Hoang Vinh Production Trading Service Company Limited colluded with two companies directed by Do Binh Son and Do Quang Huy.

Then, the defendants quoted prices and cheated in preparing bidding documents to win the bid, causing a loss to the budget of more than 140 million VND.

In court, the defendants admitted their actions. Defendant Nguyen Trung Vinh burst into tears because he had affected his friends and relatives during the past time.

Based on the circumstances, the panel decided to sentence defendant Nguyen Trung Vinh to 2 years of non-custodial reform, defendant Do Binh Son to 1 year of non-custodial reform, and defendant Do Quang Huy to 1 year and 6 months of non-custodial reform.
