This afternoon, June 28, under the chairmanship of Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Nguyen Dang Quang and Vice Chairmen of the Provincial People's Council: Nguyen Chien Thang, Nguyen Tran Huy, the 8th Provincial People's Council held its 25th session to consider and decide on a number of urgent issues arising from local realities. Speaking at the opening of the session, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Nguyen Dang Quang affirmed that at this session, the Standing Committee of the Provincial People's Council selected two urgent contents: the implementation of the Law on Forces Participating in Protecting Security and Order at the Grassroots Level, which was passed at the 6th Session of the 15th National Assembly, officially taking effect from July 1, 2024. The Provincial People's Council will consider and approve a number of contents detailing the criteria for establishing a force to protect security and order at the grassroots level; the regimes, policies, and conditions under the authority of the Provincial People's Council.
Next, implementing Decree No. 12/2024/ND-CP dated February 5, 2024 on amending and supplementing a number of articles of Decree No. 44/2014/ND-CP dated May 15, 2014 of the Government regulating land prices, the Provincial People's Council will consider adjusting the K coefficient in accordance with the management requirements as prescribed. Therefore, the Standing Committee of the Provincial People's Council submits to the 25th Session of the 8th Provincial People's Council to consider amending and supplementing Resolution No. 117/NQ-HDND dated December 7, 2023 of the Provincial People's Council on the land price adjustment coefficient (K coefficient) in 2024 applicable in the province.

At the meeting, Chairman of the Provincial People's Committee Vo Van Hung presented the reports and drafts related to these two resolutions. Accordingly, amend and supplement Article 1, Resolution No. 117/NQ - HDND dated December 7, 2023 of the Provincial People's Council on the land price adjustment coefficient (coefficient K) in 2024 applied in Quang Tri province to: Approve the scope of application of the land price adjustment coefficient (coefficient K) to determine specific land prices according to the land price adjustment coefficient method for the cases specified in Clause 3 and Clause 9, Article 1, Decree No. 12/2024/ND-CP dated February 5, 2024 of the Government. Supplement Clause 4, Article 2, Resolution No. 117/NQ-HDND dated December 7, 2023 of the Provincial People's Council on the land price adjustment coefficient (coefficient K) in 2024 applied in Quang Tri province as follows: In case the specific land price at some land plots and land plots implementing the project in the province is determined according to the land price adjustment coefficient method that is not suitable with the common market land price, the Provincial People's Committee shall decide to adjust the land price to suit the actual situation of land prices in the locality and report the implementation results at the Provincial People's Council meeting.

Based on the review of the two submissions, the draft resolution of the Provincial People's Committee, the verification report of the Economic and Budget Committee of the Provincial People's Council and the Legal Committee of the Provincial People's Council, and the opinions of the leaders of the Provincial People's Committee, the meeting unanimously approved the above two resolutions.
Speaking at the closing session, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Nguyen Dang Quang directed that after the Provincial People's Council issued a Resolution detailing the assigned contents and measures to implement Law No. 30/2023/QH15 on Forces participating in protecting security and order at the grassroots level and Decree No. 40/2024/ND-CP dated April 16, 2024 of the Government detailing a number of articles of the Law on Forces participating in protecting security and order at the grassroots level; Resolution amending and supplementing a number of articles of Resolution No. 117/NQ-HDND dated December 7, 2023 of the Provincial People's Council on the land price adjustment coefficient (coefficient K) in 2024 applied in the province, the Provincial People's Committee urgently adjusted the land price list in the province in accordance with the provisions of law, while creating conditions for socio-economic development in the province. Request the Provincial People's Committee to soon have a plan to implement the resolution, especially to issue decisions under the authority of the Provincial People's Committee, in accordance with the provisions of law after the resolution takes effect, to ensure that the forces participating in protecting security and order at the grassroots level have the best conditions to complete the assigned tasks.
