(NLDO) - The Ministry of Home Affairs has just proposed policies and regimes when officials stop holding leadership or management positions or hold lower positions.


In the draft Decree on policies and regimes for cadres, civil servants, public employees and workers in the implementation of organizational restructuring of the political system, the Ministry of Home Affairs has proposed policies for cadres, civil servants, public employees in leadership and management positions who cease to hold leadership and management positions or are elected or appointed to lower leadership and management positions due to organizational restructuring.

Accordingly, cadres, civil servants, and public employees who are leaders or managers due to organizational reorganization or who are elected or appointed to a lower leadership or management position will have their old salary or leadership allowance retained until the end of the election term or term of office. In case they have held a position for the election term or the remaining term of office is less than 6 months, they will be retained for 6 months.

In addition, the draft Decree also stipulates policies to encourage cadres, civil servants and public employees to increase their work trips to the grassroots level. Cadres, civil servants and public employees in central and local agencies who are assigned by competent authorities to increase their work trips to the grassroots level for a period of 3 years will enjoy policies depending on the level they are assigned to.

Specifically, for cadres, civil servants and public employees assigned to work at Party and State agencies and public service units at the commune level, they are entitled to the following benefits: Salary (including allowances) according to the job position before being sent by the agency, organization or unit; one-time allowance equal to 10 months of basic salary at the time of receiving the job.

In case the unit works in an area with particularly difficult socio-economic conditions, it will enjoy the policies and regimes prescribed in Decree No. 76/2019 of the Government on policies for cadres, civil servants, public employees, workers and salaried people in the armed forces working in areas with particularly difficult socio-economic conditions.

These regimes during the working period at the grassroots level, in areas with especially difficult socio-economic conditions are paid by the sending agency, organization or unit.

The draft also clearly states that after cadres, civil servants and public employees have successfully completed their tasks at the grassroots level, in areas with particularly difficult socio-economic conditions, they will be accepted back to the agency, organization or unit where they were sent or assigned suitable work by a competent authority; at the same time, their salary will be increased by one level. If the employing agency or unit evaluates them as having completed their tasks well or better, they will be considered for rewards by the Ministry, department, branch and province according to the provisions of the Law on Emulation and Commendation.

For cadres, civil servants and public employees in central agencies who are assigned to work at Party and state agencies and public service units at provincial and district levels, they are entitled to receive salary (including allowances) according to their job position before being sent by the agency, organization or unit; and receive a one-time allowance equal to 3 months of basic salary at the time of receiving the job.

In case the unit works in an area with particularly difficult socio-economic conditions, it will enjoy the policies and regimes prescribed in Decree No. 76/2019. The above-mentioned regimes during the working period at the base will be paid by the sending agency, organization or unit.

After cadres, civil servants and public employees have completed their tasks well at the grassroots level, they will be accepted back to the agency, organization or unit where they were sent or will be assigned a suitable job by the competent authority; at the same time, their salary will be increased by one level. If the employing agency or unit evaluates them as having completed their tasks well or better, they will be considered for rewards by the Ministry, department, branch and province according to the provisions of the Law on Emulation and Commendation.

The budget for implementing policies and regimes is 130,000 billion VND, including: 111,000 billion VND for paying policies and regimes for cadres, civil servants and public employees; 4,000 billion VND for paying policies and regimes for employees; 9,000 billion VND for paying policies and regimes for commune-level cadres and civil servants; 4,000 billion VND for social insurance payments and 2,000 billion VND for training and development.
