Lack of public housing for teachers in disadvantaged areas

There is a lack of public housing for staff and teachers. Even where there is, it is seriously degraded and has not been renovated or upgraded... because the planning for school and classroom construction has not yet allocated land and there is no policy for building public housing for teachers.


This is one of the difficulties raised by cadres and teachers working in remote areas at the scientific workshop "Regulations and policies for teachers in difficult areas who are union members" organized by the Vietnam General Confederation of Labor (VGCL) on December 18.

NOT GUARANTEED "RESIDENCE" FOR TEACHERS

Sharing about the difficulties in implementing policies for teachers in mountainous areas, teacher Trinh Thi Sen, Hoang Su Phi District Boarding Secondary and High School for Ethnic Minorities (Ha Giang), said that besides the lack of facilities and teaching equipment, the living conditions of teachers are still an unsolved problem.

According to Ms. Sen, in recent years, the "bleeding" of teachers has occurred in many mountainous districts of Ha Giang. Retaining teachers has become much more difficult because living and traveling conditions in mountainous districts are very difficult. Most schools in Ha Giang have teachers who are from the lowlands or living in many different localities in the province. Many teachers have to live far from their families, making it difficult to stabilize their lives. In the 2023-2024 school year, Ha Giang province has more than 120 teachers applying to transfer to other provinces, making the province's teacher shortage even more urgent and difficult.

"The issue of settling down for teachers in the mountainous areas of Ha Giang is not yet guaranteed. Many teachers teaching at schools, commune schools in remote areas, and border areas are having to rent houses or live in dormitories of the school. However, renting outside is not easy because the rooms are often far from the school. The rent plus the high living expenses make the lives of many teachers very difficult," Ms. Sen reflected.

UNDER THE BED IS THE SAFEST PLACE...

Although the government has some special treatment policies for teachers in difficult areas, Mr. Dinh Van Huan, Principal of Mai Long Secondary School for Ethnic Minorities, Nguyen Binh District (Cao Bang), said that many teachers living in remote areas have to be far away from their families and relatives to work in the highlands with "3 no's - no roads, no electricity, no phone signal", especially in places with "4 no's - no roads, no electricity, no phone signal, no water for daily use".

The main school and the campuses are often affected by storms in the summer, cold winds in the winter, and months of thick fog. The teachers' accommodation is a wooden, dirt-floored, damp, cement-roofed room built by parents and teachers for temporary use, but then becomes permanent and permanent.

"During rainy and windy days, teachers living in the temporary house are only worried about the strong wind blowing off the roof. Without anyone telling them, they take shelter under the bed, the safest place in the wooden and bamboo rooms... and are surrounded by tarpaulins to prevent wind from blowing. But teachers are still attached to this place, not only because of their passion for their profession but also because of their responsibility to the community, even though their personal lives have to be sacrificed for many things, including nights of anxiety and fear of storms and whirlwinds," Mr. Huan expressed.

HEARTBREAKING WHEN VISITING THE TEACHER'S OFFICIAL HOUSE

Talking about her business trips to visit teachers in remote areas, Ms. Thai Thi Mai, Permanent Vice President of the Son La Provincial Labor Federation, said she was choked up when she saw the makeshift, shabby, cold and dangerous public offices. Ms. Mai shared: "Perhaps only those who come to Ban Huoi Do - Ban Phe school, Chieng Noi Kindergarten, Mai Son District, will know what the lives and activities of teachers are like. They have to live in makeshift public offices of about 9 square meters . However, after several rainy and stormy seasons, the school's public office has been severely damaged, no longer ensuring the safety of teachers, but if it is not put into use, teachers will not know where to live."

According to Ms. Thai Thi Mai, in Hang Dong commune, Bac Yen district, 3-4 kindergarten teachers have to stay in a makeshift room of about 15 square meters. Many teachers live 40-50 km away from the school but do not have a room to stay, so they have to save their meager salary to rent a house for about 400,000-500,000 VND/month... Although for many years the school has made recommendations and proposals to local authorities, all levels and sectors, they have not been resolved.

Acknowledging and sympathizing with the difficulties of teachers in mountainous areas, Ms. Nguyen Thi Mai Hoa, Vice Chairwoman of the National Assembly's Committee on Culture and Education, shared: "We have also gone to monitor and contact voters in the education sector, visited many educational institutions, visited many public houses of teachers located next to boarding houses for students. It is possible that investors building houses for students, despite difficulties, still have rooms, closed doors, beds... but when going to the houses of teachers, it is truly the opposite image. Teachers do not complain, but that image is too heartbreaking. The policy for teachers has been calculated, is being calculated and will be calculated is a long-term story".

NEED TO PROMULGATE A COMPREHENSIVE POLICY

To solve the difficult problem of implementing policies for teachers in mountainous areas, Ms. Trinh Thi Sen believes that "settling down and having a career" can be considered a solution to keep teachers committed to education, contributing to comprehensive development, towards long-term and sustainable development of education. The dedication of teachers in mountainous areas cannot be fully described in words, only by witnessing it with your own eyes can you fully feel the hardships and sacrifices for the cause of educating people in this difficult border area.

"We just hope that the Party, the State and all levels will pay more attention to policies for teachers in mountainous areas such as: there should be a mechanism for land allocation with land use fees for teachers who have worked for a long time (15 years or more) in areas with particularly difficult socio-economic conditions. In addition, there should be plans to invest in building facilities such as subject classrooms, official houses for teachers, semi-boarding and boarding houses for students...", Ms. Sen confided.

Mr. Dinh Van Huan also suggested that in planning schools and classrooms at schools and school locations, it is necessary to pay attention to allocating land funds and resources to build public housing for teachers; focusing on investing in facilities and infrastructure serving education in difficult and border areas to improve the quality of teaching and learning. In addition, the team of teachers working in difficult areas hopes to soon have a plan and policy on rotating staff reasonably, transparently and fairly to create conditions for staff and teachers when they have enough time to work in remote, isolated and especially difficult areas, to wish to return to work in more favorable areas.

Ms. Thai Thi Mai suggested that the Vietnam General Confederation of Labor recommend to the Government to study and issue a comprehensive policy to support the construction of public housing for teachers so that they can work with peace of mind, wholeheartedly and wholeheartedly in the career of educating people, for the equal development of children of all ethnic groups.

Vice President of the Vietnam General Confederation of Labor Ngo Duy Hieu said the union will receive and synthesize opinions to report to competent authorities.

There are only more than 50,000 public housing for teachers.

Mr. Ha Quang Hung, Deputy Director of the Department of Housing and Real Estate Market Management (Ministry of Construction), said that according to reports from localities, the country has invested in building more than 50,000 public housing units for teachers, helping teachers stabilize their lives, work with peace of mind, and contribute in rural areas, remote communes, areas with particularly difficult socio-economic conditions, border areas, and islands. However, this number has not met the requirements. The quality of many level 4 public housing units built 10-15 years ago has deteriorated.
