Pilot project to send seasonal workers to Korea

According to the Department of Labor, Invalids and Social Affairs of Quang Tri province, the unit is actively coordinating with the People's Committees of districts, towns, cities and related departments, branches and units to deploy necessary steps to pilot the sending of seasonal workers to Korea.

This pilot is implemented on the basis of a non-profit cooperation program between Vietnamese localities and Korean localities. In recent times, the program has received attention from leaders of the two countries. In Vietnam, the Government has assigned the Ministry of Labor, Invalids and Social Affairs to coordinate with relevant ministries and branches to guide localities in organizing and implementing the program, ensuring the rights of workers and local socio-economic efficiency.

It is known that in implementing the program, Vietnam does not assign enterprises to send workers to work abroad. The form of seasonal labor in Korea applies to workers aged 30 - 55, who are long-term residents in the locality signing the agreement; have full civil capacity; have no criminal record and are not banned from leaving the country or temporarily suspended from leaving the country according to the provisions of law; have good health to work abroad; are working in the fields of agriculture, fisheries, etc.

Realizing the benefits and significance of sending workers to work seasonally in Korea, in April 2024, the People's Committee of Quang Tri province directed the deployment and implementation of a pilot model. Implementing the direction of the Provincial People's Committee, the Department of Labor, Invalids and Social Affairs sought the participation of the Department of Foreign Affairs, the Department of Justice and the Provincial Police.

Recently, in early June 2024, the Department issued a document guiding the organization, implementation and requesting the People's Committees of districts, towns and cities to organize and implement well the pilot activities of sending workers to work seasonally in Korea, ensuring the rights and legitimate interests of workers, preventing contract violations and illegal residence.

According to Deputy Director of the Department of Labor, Invalids and Social Affairs Le Nguyen Huyen Trang, the department's leaders have requested the district-level People's Committees to direct functional agencies in labor recruitment; foreign language training, orientation education; propaganda and mobilization of workers to properly implement contracts and laws... In the selection, priority subjects are ethnic minorities, poor and near-poor households, relatives of people with revolutionary contributions, households whose agricultural land has been recovered...

“The Department of Labor, Invalids and Social Affairs requests the People's Committees of districts, towns and cities to pay attention and direct relevant local agencies to organize the pilot implementation of sending workers to Korea for seasonal work in accordance with regulations. The People's Committees of districts, towns and cities are responsible for state management of sending workers to work abroad under contracts in their localities and when local workers abscond during seasonal work in Korea,” said Deputy Director of the Department of Labor, Invalids and Social Affairs Le Nguyen Huyen Trang.
