Canal degraded, slow drainage
The province currently has 16 industrial parks that have been approved by the Prime Minister for investment with a total area of over 3,600 hectares. Of these, 8 industrial parks have basically completed technical infrastructure and are in operation, including: Dinh Tram, Song Khe - Noi Hoang, Van Trung, Quang Chau, Hoa Phu, Tan Hung, Yen Lu, Viet Han. The remaining industrial parks are in the process of site clearance and are not yet in operation.

To facilitate business development and increase investment attraction in industrial zones, the province has implemented many solutions to improve the investment and business environment, including upgrading the irrigation infrastructure system to serve drainage. However, up to now, in the province, there are still some drainage canals and pumping stations built several decades ago that have deteriorated.
Cong Bun pumping station (Bac Giang city) is draining water for industrial parks: Dinh Tram, Van Trung, Song Khe - Noi Hoang, Viet Han. However, this pumping station was built a long time ago, after many years of use, the mechanical equipment system and pumps have not met the drainage requirements. In particular, the main drainage canal of more than 7.6 km long belonging to this pumping station is still an earthen canal, with local sedimentation, some sections have a lot of trash making drainage slow.
Similar to Quang Bieu Pumping Station, Truc Tay (Viet Yen town) currently does not meet the drainage requirements for the basin due to the low current design drainage flow. Mr. Khong Van Nguyen, Head of the Irrigation Sub-Department (Department of Agriculture and Environment) said that through inspection, the drainage canal system T1 and T2 of Truc Tay Pumping Station are earthen canals, the canal bed is silted, narrowed, and does not ensure drainage capacity. These two canals have a design drainage flow of only 9.44 m3/s while the drainage flow of the pumping station is more than twice as high, so it is not synchronous. In addition, the Dong Sau - Van Coc drainage canal (Viet Yen town) is more than 2.8 km long, a branch canal of the T1 drainage canal, which is also an earthen canal, has local silting, and the canal bed is narrowed.
Not only that, some drainage canals N4 and N5 of Yen Tap Pumping Station, draining water for Yen Lu Industrial Park (Bac Giang city) are currently silted up, the drainage flow is lower than planned, not meeting the drainage requirements for the area. It is known that because many drainage canals and pumping stations have not been upgraded, in the past, during the rainy and stormy season, some industrial parks have experienced local water congestion. For example, in September last year, storm No. 3 occurred, heavy rain caused some drainage locations in Van Trung Industrial Park to be equal to the water level on canal N7, so the water drained slowly. There were even locations where water was backflowing from the drainage canal outside the industrial park into the collection pit in the industrial park, causing local flooding of some road sections.
Prioritize resources for upgrading projects
Determining that business development will contribute to increasing budget revenue and promoting economic growth, the province is continuing to implement solutions to ensure a safe production environment for businesses, minimizing local water congestion during the rainy and stormy season. Specifically, on November 29, 2024, the Chairman of the Provincial People's Committee issued Official Dispatch No. 6912/UBND - KTTH on the implementation of drainage and fire prevention and fighting for industrial parks in the province.

Accordingly, the Chairman of the Provincial People's Committee assigned the Department of Agriculture and Environment, the Provincial Industrial Park Management Board, the People's Committees of districts, towns, cities and relevant agencies to review and assess the current status of irrigation systems outside industrial parks to propose drainage solutions for basins with industrial parks.
Implementing the direction of the Chairman of the Provincial People's Committee, the Department of Agriculture and Environment has reviewed and assessed the current status of canals and pumping stations and proposed drainage plans for industrial parks. Mr. Nguyen Van Dinh, Deputy Director of the Department of Agriculture and Environment, said: “Based on the assessment of the current status, the Department has proposed that the Provincial People's Committee pay attention to allocating funds to renovate and upgrade a number of canals and pumping stations to drain water for industrial parks in 2025-2026 and until 2030. In the immediate future, this year and 2026 will prioritize resources to upgrade Cong Bun Pumping Station and a number of drainage canals T1, T2, Dong Sau - Van Coc drainage canal and works on the canal. At the same time, maintain and repair the pump system of Yen Tap Pumping Station and canals N4, N5. The total investment is expected to be about 207 billion VND. The remaining pumping stations and canals will be considered for renovation in the following years”.
In response to the above proposal, recently, the leaders of the Provincial People's Committee inspected the actual status of the canals and pumping stations and agreed in principle to allow upgrading and dredging some main drainage canals; consider researching and renovating or building new drainage pumping stations to ensure drainage for basins with industrial parks, urban areas, residential areas, etc. Accordingly, the Department of Agriculture and Environment was assigned to continue calculating the renovation of some essential drainage canals and pumping stations. The People's Committees of districts, towns, cities, and single-member limited liability companies operating irrigation works regularly inspect and review the drainage system to dredge and clear drainage flows during the rainy, flood, and storm seasons.
The Management Board of Investment Projects for Construction of Traffic and Agricultural Works urgently studies, prepares, reports and proposes investment policies to upgrade the main drainage canal of Cong Bun Pumping Station and works on the canal from the beginning of the route to the suction tank of this pumping station; constructs a new branch drainage canal of T6 canal, Viet Yen town, from Viet Han Industrial Park connecting to the main drainage canal of Cong Bun Pumping Station; renovates and upgrades the drainage canal system T1, T2, Dong Sau - Van Coc and works on the canal.
