Removing obstacles for Thai Binh province in the field of environmental resources

(TN&MT) - On the morning of February 4, a working delegation of the Ministry of Natural Resources and Environment led by Comrade Do Duc Duy, Member of the Party Central Committee and Minister, had a working session with the People's Committee of Thai Binh province on state management of natural resources and environment in the province.

At the working session, Vice Chairman of Thai Binh Provincial People's Committee Lai Van Hoan reported to the delegation on the state management of natural resources and environment in the province.

According to the report, in 2024, the Standing Committee of Thai Binh Provincial Party Committee directed the Provincial People's Committee to issue 11 legal documents on natural resources and environment; review and propose to abolish 6 legal documents of the Provincial People's Council and People's Committee related to the land sector; review and systematize legal documents for the 2019-2023 period. Immediately after the Land Law took effect, the Provincial People's Committee issued 10 legal documents with 38/44 contents according to the provisions of the Land Law and related decrees assigned to localities to issue regulations...

In environmental protection work, 24 documents have been issued to direct and manage environmental protection work; Determine the boundary location of Tien Hai Wetland Nature Reserve; Organize, appraise, approve environmental impact assessment reports, issue environmental licenses according to authority; Strengthen inspection, examination, and rectification of facilities with risks of causing environmental pollution; Issue a plan to classify domestic waste at source in Thai Binh province.

In the management of water and mineral resources, the province has approved 04 results of determining the winning auction fees for mineral exploitation rights, granted licenses for water and mineral exploitation, issued decisions approving fees for granting water resource exploitation rights; regularly disseminated and disseminated water resource laws.

In the field of sea, hydrometeorology and climate change, proactively responding to climate change, strengthening resource management and environmental protection; surveying, mapping and geographical information, the province also has many well-completed tasks to ensure service for socio-economic development.

At the working session, members of the working delegation spent a lot of time answering and clarifying some difficulties and problems of the province in implementing and enforcing the Land Law, and at the same time suggesting and providing specific guidance in the process of implementing and enforcing the Law.

However, in addition to the achieved results, Thai Binh still has many problems and difficulties in the fields of state management of the Ministry of Natural Resources and Environment that need to be resolved. Therefore, based on the recommendations of the locality, at the working session, the members of the working group spent a lot of time answering and clarifying some of the difficulties and problems of the province in implementing and enforcing the Land Law, at the same time suggesting and providing specific guidance in the process of implementing and enforcing the Law.

In the environmental field, focusing on resolving issues related to administrative sanctions for violations involving suspension of facility operations or suspension of waste sources is very problematic, especially when the project is a concentrated livestock farm.

In addition, the recommendations on the Ministry of Natural Resources and Environment's request to pay attention to creating favorable conditions for synthesizing and allocating sufficient land quotas when implementing procedures to adjust the National Land Use Planning for the 2021-2030 period according to the land use needs until 2030 of Thai Binh province to serve socio-economic development; Pay attention to investing in the construction of climate change response project items in the province; Establish and adjust the national marine spatial planning, nature reserves and biosphere reserves, and coordinate with localities in the survey and planning stage to ensure harmony, creating conditions for localities to have space to reclaim the sea for economic development; Pay attention to regularly opening specialized training courses and courses on professional expertise to improve management skills in the field of natural resources and environment... were also shared and resolved by the heads of specialized agencies of the Ministry.

In his concluding remarks at the working session, Comrade Do Duc Duy, Member of the Party Central Committee, Minister of Natural Resources and Environment, highly appreciated the results in leadership and direction of socio-economic development of the province in recent times, expressing his belief that with the drastic direction of the Provincial Party Committee, People's Council, Provincial People's Committee, and the responsibility in the implementation of departments, branches, and localities, the state management of natural resources and environment in Thai Binh province will be increasingly effective.

With the recommendations of Thai Binh, Minister Do Duc Duy further clarified the implementation solutions and requested the agencies of the Ministry to continue to accompany the locality to resolve difficulties and obstacles, creating conditions for the province to focus resources on socio-economic development.

Regarding the tasks in the coming time, the Minister suggested that the province continue to review and complete documents under its authority in implementing the 2024 Land Law, the Law on Water Resources, and the Law on Environmental Protection; strengthen propaganda work in many forms, especially with the team of officials working on land and environment, so that the law can soon be put into practice effectively.

In addition, review, adjust and supplement sectoral and field plans integrated into provincial planning, and effectively implement national and provincial plans related to natural resources and environment sectors. Manage, exploit and use resources economically and effectively, especially land resources to serve socio-economic development, ensure national defense and security.

At the same time, it is necessary to pay attention to leadership, direction, and mobilization of the entire political system to create a breakthrough in the field of environmental protection, especially in urban environments, industrial parks and clusters, craft villages, and rural environments, in which it is necessary to pay attention and promptly implement the collection and treatment of solid waste in urban and rural areas.

In addition, proactively monitor weather and hydrometeorology to take proactive response measures. Deploy investment in building databases and digital transformation in the natural resources and environment sector, especially in the land sector; resolutely carry out administrative reforms.

The Provincial Party Secretary hopes that in the coming time, the Ministry and its affiliated agencies will continue to pay attention to, support and help the province to do better in state management of land, natural resources and environment in accordance with the provisions of law.
