Thanh Son is a mountainous district with many communes in regions II, III and CT 229. The whole district has 32 ethnic groups, of which ethnic minorities account for 61.5%. Ethnic minorities still maintain their own cultural nuances, but there is cultural exchange with each other. The people of all ethnic groups in the district are diligent in production, united, and mutually supportive, contributing to the development of their homeland.
Investing in building transport infrastructure to ensure people's travel
Comrade Pham Tu - Vice Chairman of the District People's Committee said: "Clearly identifying the importance of programs and projects to support people, in recent times, Thanh Son district has always focused on thoroughly grasping, deploying and seriously and effectively implementing the National Target Programs; especially the Socio-Economic Development Program for Ethnic Minorities and Mountainous Areas. Thereby, the people's lives have improved a lot; creating an important premise for the local socio-economy to develop steadily".
With the investment attention of the State and the joint contributions of the people, irrigation works, domestic water, schools, medical stations, rural electricity... have been gradually invested in and built. Up to now, 100% of communes have car roads to the center; 99.6% of households have access to the national grid; 96.5% or more of households use hygienic domestic water. 95 infrastructure investment projects for extremely disadvantaged communes and extremely disadvantaged villages (according to program 135) have been put into use...
Credit and banking activities have developed strongly in both capital mobilization and lending, focusing on socio-economic development programs, production and business investment projects with low interest rates, contributing to economic growth, job creation, and poverty reduction among ethnic minorities. Health care for the people continues to receive attention and focus; the quality of medical examination, treatment, and primary health care for the people has gradually improved at both district and commune levels.
Building cultural houses to serve people's daily life.
The rate of population participating in health insurance reached 92.53%; of which ethnic minorities were granted health insurance cards at 92.2%. The policy on developing education in ethnic minority and mountainous areas was implemented on a large scale and effectively. School facilities were strengthened, focusing on investing in many solid classrooms. Literacy work reached level 2 literacy standards. Many ethnic minority students have overcome difficult circumstances, strived to study and achieved many high achievements. Policies for ethnic minority boarding and semi-boarding students have been well implemented.
From 2021 to present, more than 1,530 students have been supported with rice, food and housing money according to Decree No. 116/2016/ND-CP of the Government on regulations on policies to support students and general schools in communes and villages with special difficulties, with a total budget of over 8.3 billion VND. Thanks to that, the annual attendance rate reaches over 97%. The rate of adolescents aged 15 to 18 studying general education or continuing education programs reaches 73.1%. The high school graduation rate in 2023 reaches 100%. Vocational training policies for workers in general and ethnic minorities in particular are always of interest, the rate of workers with regular jobs reaches 94%. National defense and security in ethnic minority and mountainous areas is always stable...
It can be affirmed that the programs and policies to ensure the rights of ethnic minorities have greatly contributed to the implementation of the local socio-economic development plan. They have contributed to narrowing the gap, living standards, and average income of ethnic minority areas with the average of the province, gradually reducing the number of communes and villages with special difficulties; preserving and promoting the fine cultural identity of ethnic minorities while eliminating backward customs and practices; the political system at the grassroots level is strong, political security and social order and safety are maintained; consolidating and strengthening the great solidarity of ethnic groups, enhancing the trust of ethnic minorities in the Party and the State. However, although the infrastructure system has been improved, it has not yet met the requirements of socio-economic development. The poverty rate in ethnic minority areas has decreased but is still high; the gap in living standards between lowland and mountainous areas is still high.
The reason is that the starting point is a difficult district, unfavorable natural conditions, large area, terrain fragmented during the rainy and flood season; natural disasters and epidemics have unusual developments; the rate of poor and near-poor households is still high, mainly concentrated in mountainous areas and ethnic minority areas, so it is still difficult to achieve sustainable poverty reduction. In addition, the level and education of a part of the people is still limited; there is still a situation where people wait and rely on state investment, do not want to escape poverty to enjoy poverty reduction mechanisms and policies...
In order to gradually improve the people's lives, especially ethnic minorities and effectively implement the National Target Program on socio-economic development for ethnic minorities and mountainous areas, Thanh Son district requests central and provincial agencies to continue issuing documents directing and providing detailed instructions on the contents and projects of the National Target Program on socio-economic development for ethnic minorities and mountainous areas in the period of 2021-2030. At the same time, support funding for the district in developing the production of a number of typical products to serve domestic consumption and export needs; continue to arrange for organizations, corporations, enterprises, and banks with strong potential to sponsor and attract investment to support the district in terms of investment resources for development in the period of 2021-2025.
