Results from breakthrough and determination

In just 3 years, the length of expressways put into operation is nearly equal to the previous 10 years combined. This achievement comes from the efforts and determination of many entities. In particular, the support of the National Assembly and the determination of the Government and the Prime Minister are the decisive factors.

Institutional breakthrough

During more than half of the past term, the National Assembly has always grasped and promptly resolved traffic "hot spots" through many special policies with a series of specific mechanisms.

Prime Minister Pham Minh Chinh delivered a speech at the launching ceremony of the 500-day emulation campaign to complete 3,000km of expressway on August 18.

According to National Assembly Deputy Pham Van Hoa, since the beginning of the term, both the legislative and executive agencies have focused on quickly removing obstacles in investment procedures for key transport projects.

At many extraordinary sessions, the National Assembly has made important decisions. Typically, the mechanism for assigning authority to organize land recovery, compensation, support, and resettlement; converting the purpose of land use in special-use forests and protective forests; assigning material mines without auction; increasing the proportion of State capital in PPP projects... has helped the implementation of transport infrastructure construction make breakthroughs. Although the budget is difficult, investment resources for transport are always prioritized.

For the first time, a State Steering Committee on national transport projects was established, headed by the Prime Minister, to organize, direct, connect work, monitor, urge, promote, and propose solutions to problems.

"There is a high level of consensus and unity between the executive and legislative bodies to quickly remove institutional obstacles, facilitating the realization of transport projects. With this coordination, I believe that from now until the end of this term and by 2030, the number of kilometers of expressways in Vietnam will continue to increase," said Mr. Hoa.

Sharing the same view, National Assembly Deputy Nguyen Thi Viet Nga said that despite many difficulties and challenges, with the close cooperation of the National Assembly and the strong direction of the Government, all have been gradually resolved. With the participation of all levels and sectors, the spirit of "overcoming the sun and overcoming the rain", and the "3 shifts, 4 shifts" of workers at the construction site, the development of transport infrastructure has become a bright spot since the beginning of the term.

Get rid of any problems

According to Associate Professor Dr. Tran Chung, Chairman of the Vietnam Road Transport Construction Investors Association (Varsi), the acceleration of investment in transport infrastructure in recent times has left very specific products. Just counting the expressways alone, from the beginning of the 2021-2025 term to now, more than 800km have been completed. This is an important premise, creating momentum to achieve the goal of having 3,000km of expressways nationwide by 2025.

"That result was achieved thanks to the strong direction of the Party, the Government, and the support of the National Assembly. In particular, the direct supervision of the Prime Minister was mentioned," said Mr. Chung.

According to Mr. Chung, the trips of the head of the Government to projects, regardless of holidays or Tet, not only encourage engineers and workers in the transport sector but are also an opportunity to identify, hear, see, and discover the good/bad aspects, and the bottlenecks that need to be resolved...

"In addition, the determination and responsibility of the transport sector has been proactive in advising and proposing many policy mechanisms to help speed up the progress of projects. The leaders of the Ministry of Transport have continuously made inspection trips, urged progress, and directly removed obstacles.

After each trip, which contractors are capable and which contractors are weak are clearly identified to provide timely adjustments and replacements to improve construction efficiency," Mr. Chung said.

Maximizing the advantages of 3,000km of highway

According to Mr. Tran Chung, the time to complete the target of 3,000km of highway is not long. The current challenge may be the concern of climate change, complicated weather, greatly affecting the acceleration at the construction site.

This challenge requires direct participants to be proactive, fully identify the amount of work that needs to be done, and then come up with appropriate solutions.

"For example, during the rainy season, the roadbed cannot be constructed, so there must be solutions to construct other items such as bridges, culverts, tunnels, etc. Only by doing so can we avoid the risk of "slipping" progress, bringing projects to the finish line on schedule with the best quality," said Mr. Chung.

According to National Assembly Deputy Pham Van Hoa, the construction of transport infrastructure projects creates millions of jobs and promotes the market for materials and fuel. When completed, they will greatly contribute to the circulation of goods and open up new development space for each locality through which the route passes.

"The most important thing is how localities will grasp and take advantage of this," said Mr. Hoa.

National Assembly Deputy Nguyen Thi Viet Nga also assessed that the 3,000km expressway will help connect regions, localities, economic zones, seaports, and airports, creating new momentum for localities and changing the economic structure of key economic zones.

"Reality shows that whichever province the highway passes through, the socio-economic development there will be very impressive, just like the saying "the highway makes the rich". The remaining issue is to concentrate efforts to complete the set goals," Ms. Nga shared.

More than 2,000km of highways have been put into operation.

From now until 2025, more than 1,000km of expressways will continue to be completed and put into operation, focusing on the following projects: North-South Expressway, Eastern phase 2021-2025 (12 component projects); Ben Luc - Long Thanh Expressway; Hoa Lien - Tuy Loan Expressway; Tuyen Quang - Ha Giang Expressway; Cao Lanh - An Huu Expressway; Bien Hoa - Vung Tau Expressway; Khanh Hoa - Buon Ma Thuot Expressway; Ho Chi Minh City Ring Road 3...
