Over 20 years of implementing Directive No. 42-CT/TW dated August 25, 2004 of the Secretariat (9th tenure) on improving the overall quality of publishing activities, Thanh Hoa province has paid attention to leading and directing the implementation seriously and achieved many important results, actively contributing to the dissemination of the Party's guidelines and policies, the State's policies and laws, improving people's knowledge, and promoting socio-economic development.

The quality of publications has been improved in both content and form. Thanh Hoa Publishing House has focused on exploiting a variety of publishing topics on politics, society, history, culture, especially topics on President Ho Chi Minh, history, culture, literature - art, preserving and promoting the cultural heritage values ​​of Thanh Hoa province. A number of valuable publications have won many national awards, recognized and highly appreciated by readers, typically the book "Quintessence of Thanh culture " won the B prize of the 2021 National Book Award. From 2004 to present, 8,983 books have been published with 24,095,664 copies; 1,950 calendars of all kinds with 30,891,100 copies have been published; nearly 5,000 non-commercial publications have been licensed, an average of 250 publications/year.

The publication distribution network has developed to 100% of district, town, city centers and communes, wards and towns across the province, focusing on expanding to remote, isolated and mountainous areas, well meeting the needs of the people.

The provincial post office actively invests in and expands the postal and delivery network throughout the province, and does a good job of distributing newspapers, magazines, and publications to all classes of people, especially in rural, remote, and mountainous areas.

The province has approved the Development Plan for the Publishing, Printing and Distribution Industry in Thanh Hoa Province to 2015, the Development Plan for the Publishing, Printing and Distribution Industry in Thanh Hoa Province to 2025, with a vision to 2030. On that basis, units in the publishing industry have proactively developed a development strategy for the publishing, printing and distribution industry; implemented the conversion of the operating model to a joint stock company, improving the quality and efficiency of operations.

Regarding the task of building a program to publish essential books on politics, society and culture, the province has issued and effectively implemented specific policies on subsidies and postage subsidies in publishing publications for mountainous and disadvantaged areas in the province. Every year, the province orders a number of books to serve the province's political tasks. Accordingly, a number of typical works have been published such as: "Muong ethnic folk tales"; "Thanh scholars"; "Learning about the cultural beliefs of Thanh Hoa mountainous people"; "Techniques for growing spice plants in home gardens"; "Cultural life of Mong ethnic group"...

Book distribution centers have coordinated with units and localities to organize many book programs to serve people in rural, mountainous, remote and isolated areas. Thanh Hoa Publishing House has organized the publication of 63 books, with 145,976 copies sent to cultural units at commune level, military units, police, and school libraries in the province.

The system of libraries and reading rooms in the province has been built and consolidated. In communes, wards and towns, legal bookcases have been built, with an average of 300-500 books per bookcase; 574/558 communes, wards and towns have communal cultural post offices, of which over 100 provide Internet access, serving the reading needs of the people. The system of libraries and reading rooms in schools and agencies has been invested in and upgraded, the number of books and propaganda materials has been regularly supplemented, meeting the learning and research needs of readers. Currently, information products and library services for readers have been digitized, using computer software connected to the network to look up and provide information quickly and accurately; units have increased propaganda and introduced books to readers through electronic information pages and social networking sites, meeting the need to develop a reading culture in the new situation.

Many solutions have been implemented synchronously to distribute publications to readers, such as: Organizing promotions and introducing new and valuable books; opening book discounts to attract readers; organizing the distribution of sponsored books in mountainous districts and disadvantaged areas in the province; promoting the collection, display and publication of many good and valuable books to readers inside and outside the province on the occasion of Vietnam Book and Reading Culture Day.

The socialization of publishing activities has brought into play the advantage of mobilizing organizations, businesses and individuals to participate in publishing activities, through specific forms such as: Supporting funding for book publishing, organizing the promotion of publications introducing the history, culture and people of the locality, building bookstores, bookcases and libraries in villages and residential groups...

The work of training, fostering and developing the staff of the publishing industry is of interest and importance. Every year, the functional departments of the province have organized training courses to improve the professional qualifications and skills of the staff working in publishing. The work of fostering the level of political theory for the staff of the publishing industry's leaders and the team of editors at publishing houses and printing houses is of great importance.

The facilities of publishing agencies and units have been invested accordingly, contributing to improving the quality of operations of publishing, printing and distribution establishments, such as: Construction of Thanh Hoa Newspaper Printing House Headquarters, General Library, establishment of Thanh Hoa Book Distribution Company, Thanh Hoa Book and School Equipment Joint Stock Company... Along with the successful conversion of operating models according to market mechanisms, many units and printing establishments have proactively invested in upgrading modern equipment to better serve the production and business process.

Cooperation with partners inside and outside the province in printing, publishing and distribution activities has been enhanced. In addition, the compilation of propaganda documents to serve cultural and economic exchange and cooperation activities with some countries in the region has been carried out by sectors and units in the province with good results.

From the practice of implementing Directive No. 42-CT/TW, dated August 25, 2004 of the Secretariat (9th tenure) on improving the overall quality of publishing activities in Thanh Hoa province, the following lessons can be drawn:

Firstly, it is necessary to strengthen the leadership of Party committees at all levels, the management of authorities at all levels, and the consensus among the people in organizing and implementing policies, plans, and plans for publishing, printing, and distributing publications; attach importance to inspection and supervision work, seriously conduct preliminary and final reviews; replicate good, creative, and effective practices; and promptly reward individuals and organizations that perform well.

Second, it is necessary to do a good job of information, propaganda and dissemination, especially introducing and promoting publications in diverse forms, suitable to practical conditions, forming the habit of using books and promoting reading culture in the community.

Third, promote the socialization of publishing activities, effectively mobilize social resources to participate in all stages of publishing activities; pay attention to investing in facilities for publishing agencies and units to meet the requirements in the new situation.
