Achieve all goals and tasks at a high level

During his working trip to five cities in two American countries, Prime Minister Pham Minh Chinh had a series of working programs with more than 70 activities. In particular, there were days when the working schedule had up to 19 activities. In an interview with the press, Foreign Minister Bui Thanh Son affirmed that the working trip of the head of the Government was a great success, achieving at a high level all goals and tasks, practically implementing the foreign policy of the 13th National Party Congress.

Through the Prime Minister's speeches at the meetings, especially the high-level discussion sessions, he conveyed important messages about Vietnam's specific viewpoints and policies to implement the foreign policy of the 13th National Party Congress and Directive 25 of the Secretariat on promoting and elevating multilateral diplomacy to 2030. The Prime Minister's participation in New York shows the image of a Vietnam that cherishes the value of peace and stability, is developing strongly in terms of economy and society; and has an increasingly high role, position and prestige in the international arena.

Vietnam took full advantage of the working trip to further develop and open new relations with countries and international organizations through dozens of meetings between Prime Minister Pham Minh Chinh and members of the official delegation with leaders of countries and international organizations.

At the meetings, the partners all expressed their appreciation for Vietnam's position, role and active voice, agreed to increase delegation exchanges, political-diplomatic cooperation, economics-trade, science-technology, labor, tourism, education and training, people-to-people exchanges as well as support each other at regional and international forums.

Leaders of many countries support the importance of peacefully resolving disputes in the East Sea on the basis of international law, including the 1982 United Nations Convention on the Law of the Sea, ensuring security, safety, and freedom of navigation and aviation in the East Sea.

On this occasion, we established additional diplomatic relations with Tonga, bringing the total number of countries having diplomatic relations with Vietnam to 193. Vietnam is also one of the first countries to sign the Agreement on the High Seas (BBNJ), an international treaty regulating the exploitation, benefit sharing and conservation of marine genetic resources in international waters.

According to Minister Bui Thanh Son, this is the first working trip of a key leader of our country to the United States after the two countries established a framework for a comprehensive strategic partnership, contributing to the implementation of agreements reached during US President Joe Biden's visit to Vietnam (September 10-11).

The Prime Minister had dozens of meetings and attended events, with the presence of senior officials of the government, the federal Congress, states, business circles, intellectuals, long-time friends and the Vietnamese community in the United States.

The US partners all affirmed that they attach importance to Vietnam and that developing the bilateral relationship has strong bipartisan support. The two sides highly agreed on the need to urgently implement the new framework to soon achieve concrete results... The US business community emphasized continuing to expand investment and business in Vietnam. Many cooperation agreements in the fields of infrastructure, digital transformation, green transformation, and high technology were signed and exchanged.

For Brazil, the visit achieved substantial and comprehensive results in all channels of the Party, Government, Parliament, people-to-people exchange and many areas of political, diplomatic, economic, trade, investment, defense, security, agriculture, education - training, science - technology, people-to-people exchange cooperation... and at the same time opened up opportunities for cooperation in a number of new areas such as green economy, digital economy.

Brazilian President Lula da Silva highly appreciated Vietnam's growing position and role in the region and the world, as well as the prospects for cooperation not only bilaterally but also regionally and internationally between Vietnam and the Southern Common Market (MERCOSUR), South-South cooperation, coordination within the framework of the Forum for East Asia-Latin America Cooperation (FEALAC), the World Trade Organization (WTO), ASEAN...

The two countries will coordinate to carry out many diverse activities to celebrate the 35th anniversary of diplomatic relations and the 16th anniversary of the comprehensive partnership. In terms of economy and trade, Vietnam and Brazil have a great opportunity to increase bilateral trade turnover to 10 billion USD by 2025 and 15 billion USD by 2030; and promote labor and investment cooperation.

Substantive, comprehensive results

With about 70 activities in Bangladesh and Bulgaria, the visit of National Assembly Chairman Vuong Dinh Hue achieved substantial and comprehensive results across all channels of the Party, National Assembly, Government, people-to-people exchanges and other pillars of the relationship. Secretary General and Head of the National Assembly Office Bui Van Cuong affirmed that the visit marked a new milestone, opening a new stage of development in the relationship between Vietnam and the two traditional friends.

Taking place at the right time when the two countries celebrate the 50th anniversary of diplomatic relations (1973-2023), the visit of the Speaker of the National Assembly of Bangladesh has been closely followed by politicians and media of both countries. "The Speaker of the National Assembly of Bangladesh calls the visit of the Vietnamese National Assembly delegation an important milestone" - this is the title of the article of the state-run Bangladesh News Agency (BSS), reporting on the talks between the head of the Vietnamese National Assembly and Speaker of the host country's National Assembly Shirin Sharmin Chaudhury.

The visit was a “milestone” as for the first time in the history of bilateral relations, National Assembly Chairman Vuong Dinh Hue and his counterpart Chaudhury signed a Memorandum of Understanding on cooperation between the two parliaments. The two sides established the Vietnam-Bangladesh Friendship Parliamentarians’ Group and the Bangladesh-Vietnam Friendship Parliamentarians’ Group.

The two sides discussed and agreed on a number of major orientations to bring bilateral relations to a new height. On that basis, the two countries will soon strive to achieve a trade turnover of about 2 billion USD.

The two sides agreed to maintain close coordination at multilateral forums, especially at the United Nations and ASEAN-led mechanisms; emphasizing that both Vietnam and Bangladesh are members of the United Nations Human Rights Council for the 2023-2025 term, so there are many opportunities to promote cooperation on issues of mutual concern, including climate change and ensuring human rights.

The leaders of the two countries affirmed their wish that a new chapter in the bilateral relationship over the next 50 years will be written at a higher level and with more effectiveness.

The visit to Bulgaria was special right from the welcoming ceremony, which was solemnly held at Aleksander Nevski Square, in the center of the capital Sofia.

Bulgaria arranged for all top leaders to hold talks and meetings; the Vice President of the Bulgarian National Assembly also participated in the activities. Chairman of the National Assembly's Foreign Affairs Committee Vu Hai Ha assessed that "this is a very special diplomatic ceremony of Bulgaria for the partner that you said is the most trusted friend in Asia and Southeast Asia".

The special feature was also shown in the fact that right before the visit, the Bulgarian National Assembly ratified the Vietnam-European Union Investment Protection Agreement (EVIPA) with an absolute majority of votes in favor. According to the National Assembly Chairman, this was a very meaningful gesture, demonstrating the importance placed on the relationship between the two countries.

Discussing the directions of cooperation in the new context, the leaders agreed that both sides need to exploit the advantages that EVIPA brings when it comes into effect, and study the establishment of joint ventures in Vietnam or Bulgaria to produce products that both sides need or export to third markets. Both sides agreed that education - training, labor, tourism, and local cooperation are traditional areas of cooperation with great potential that need to be exploited more effectively.

Notably, in both Bangladesh and Bulgaria, National Assembly Chairman Vuong Dinh Hue delivered important policy speeches; attended the Policy and Law Forum to promote bilateral economic, trade and investment cooperation. Deputy Foreign Minister Le Thi Thu Hang said that the two speeches were very meaningful, emotional and impressive to the audiences of the two countries - scholars, researchers, postgraduates, students, leaders of ministries, sectors, National Assembly, diplomatic corps, etc.

Through these two speeches, the National Assembly Chairman wanted to convey the message of an independent, self-reliant, self-reliant foreign policy, multilateralization and diversification in international relations in the context of many fluctuations in the world situation; Vietnam is friends with all countries in the international community, contributing to consolidating and maintaining a peaceful, stable, cooperative and developing environment in both Asia and Europe as well as around the world.

It can be said that the two working trips covering three continents by the two heads of the Vietnamese Government and National Assembly affirmed that Vietnam continues to be a friend, a reliable and responsible partner of the international community. The presence of Vietnamese leaders in countries with many exciting activities and contacts... has opened up new opportunities to strengthen cooperation between Vietnam and other countries and partners.
