On the morning of April 15, in Hanoi, the Central Committee of the Vietnam Fatherland Front and the United Nations Development Program (UNDP) in Vietnam organized the announcement of the Provincial Governance and Public Administration Performance Index (PAPI) 2024.
According to the announced results, in 2024, Thai Nguyen will reach 46.3487 points (an increase compared to 2023 - reaching 45.7875 points), in the high group of the country in terms of PAPI Index. In this group, there are localities such as: Tay Ninh (47.3452 points), Binh Thuan (47.1266 points), Ninh Thuan (45.7323 points) ...
The leading locality in the country in terms of the 2024 PAPI Index is Quang Ninh province, with 47.8212 points; the lowest-rated locality is Kien Giang province, with 39.9122 points. The 2024 PAPI Index survey results show that governance and public administration performance have improved significantly nationwide.

The PAPI Index is a tool for citizens to participate in monitoring the effectiveness of local governments in implementing policies at the grassroots level. In 2024, over 18,890 people nationwide were randomly selected to participate in the PAPI Index survey.
Over the past 16 years (the PAPI Index survey was piloted since 2009), over 216,670 people nationwide participated in assessing the effectiveness of governance and public administration from direct interaction with authorities at all levels.
PAPI measures eight dimensions: participation of people at the grassroots level; transparency in local decision-making; accountability to the people; control of corruption in the public sector; public administrative procedures; public service delivery; environmental governance; and e-governance.
Strengthening public service inspection and administrative reform inspection is one of the solutions that Thai Nguyen province is promoting to improve administrative discipline and order, contributing to improving the effectiveness of governance and public administration. In 2024, the PAPI Index survey in Thai Nguyen was implemented by UNDP in 12 hamlets and residential groups in 6 commune-level units in 3 districts and cities, including: Tan Phong Hamlet and Lang Vang Hamlet, Cao Ngan Commune; Residential Group No. 2 and Residential Group No. 5, Trung Vuong Ward (Thai Nguyen City); Trung Kien Residential Group and Ho Sen Residential Group, Cho Chu Town; Quan Vuong Hamlet 2 and Quan Vuong Hamlet 4, Trung Hoi Commune (Dinh Hoa); Residential Group No. 1 and Dai Phong Residential Group, Ba Hang Ward; Bai Hu Hamlet and Hamlet 4, Phuc Thuan Commune (Pho Yen City). The total number of people selected to respond to the official survey was 240.
In the context of the country implementing public administration reforms, especially the construction of a two-tier government model and the reorganization of provincial administrative units, this is an extremely important opportunity to promote inclusive governance as well as effective and efficient policy implementation to address the challenges that people have reflected through the PAPI Index.
