This morning (July 9), the second working day of the 19th Session of the 14th Provincial People's Council, 5 discussion groups focused their intelligence on discussing and giving opinions on the socio-economic development goals for the last months of 2024; clarifying the content of the submissions and draft resolutions for unification and early implementation.

Ensuring socio-economic development goals

Socio-economic development in the last months of the year is the content that many delegates of the Provincial People's Council and delegates attending the Session are interested in discussing in groups. The delegates unanimously assessed: Under the creative, flexible and effective leadership, direction and management of the Provincial Party Committee - People's Council - Provincial People's Committee, the province's economic growth in the first 6 months of the year reached 9.02%, ranking 8th in the country; FDI attraction reached 1.55 billion USD, ranking 3rd in the country; in the context of land use fee collection only reaching 21% of the target assigned by the Central Government, the total budget revenue in the first 6 months of the year still reached 29,130 ​​billion VND, equal to 54% of the estimate assigned by the Central Government, equal to 101% of the same period in 2023, which is an outstanding effort of all levels, sectors and localities.

However, many delegates also said that the province's economic growth is still uneven across sectors, fields, and localities; disbursement of public investment capital is still low; the number of newly established enterprises has not reached expectations... The reasons for the shortcomings were pointed out by delegates.

According to Mr. Do Manh Hung, Chairman of Ba Che District People's Committee, Discussion Group No. 2: The reason for the slow disbursement of public investment capital is partly due to the lengthy investment preparation process and procedures, involving many levels and sectors, while the team of professional staff at the grassroots level is lacking and weak, leading to a low rate of public investment capital disbursement. Local enterprises are mainly small and micro enterprises, with certain difficulties in capital, and business management experience has not yet adapted to new developments.

To comprehensively complete the goals, targets and tasks for the whole year of 2024, especially maintaining the GRDP growth rate at over 10%; striving for the total state budget revenue in the area to reach 55,600 billion VND; total social investment capital to increase by over 10%, focusing on attracting FDI capital to reach at least 3 billion USD; developing at least 2,000 new enterprises; creating about 30,000 additional jobs..., the delegates unanimously proposed: The Provincial People's Committee to focus on removing difficulties, especially the legality in collecting land use fees in 2024; localities to review and increase land fees from granting land use rights, collecting resettlement fees; directing to accelerate the implementation of projects; studying policy mechanisms and conditions to attract teachers to work in mountainous, border and island areas; directing the completion of land funds for building cultural institutions; having solutions for sustainable poverty reduction; Pay attention to supporting income improvement for people in rural and mountainous areas; based on reviewing the budget collection results of the first 6 months of the year, there are solutions to increase revenue for localities that have completed and have high collection results.

Delegate Cao Tuong Huy, Chairman of the Provincial People's Committee, Delegation of Mong Cai City, participating in the discussion of Discussion Group No. 4, affirmed: To ensure the proposed socio-economic development plan, the immediate solution is to adjust the growth scenario. In particular, focusing on 3 key points: developing the processing and manufacturing industry; developing tourism and disbursing public investment capital. The concentrated solutions are attracting FDI enterprises to invest in industrial parks in the area; increasing services, opening more tours and tourist routes to attract tourists; maximizing the advantages of sea and island tourism. Regarding the disbursement of public investment capital, localities focus on implementing in accordance with the commitment to the Provincial People's Committee on disbursement progress and fully exploiting revenue sources in the area.

Agreeing with the improvement of tourism service quality, delegate Nguyen Thi Van Ha, Vice Chairwoman of Ha Long City People's Council, Ha Long City Delegation Group discussed at Discussion Group No. 1, proposed: It is necessary to build and develop new, unique tourism products that are unique to the province to attract more and more tourists; have measures to support businesses to bring new tourism products into exploitation and experience in 4 seasons; complete and upgrade tours, tourist spots and routes in the whole province; focus on developing cultural spaces associated with tourism spaces, expanding regional and intra-regional linkages associated with existing key tourism spots of the province...

Submission and draft resolution closely follow reality

Participating in the discussion in groups, delegates basically agreed with the report and draft resolution submitted at the meeting and affirmed that these are correct, appropriate policies, close to local reality in the context of Quang Ninh province bringing the innovation process into depth, focusing on growth quality and improving the quality of life in all aspects of the people.

Regarding the draft Resolution on approving the investment policy of a number of public investment projects, delegates assessed that it is necessary, consistent with the planning, plans, scale, and total investment. These projects, when invested, will ensure the goal of sustainable socio-economic development, ensuring social security and welfare, especially the investment project to expand Bai Chay Hospital, the project to build additional items of the Quang Ninh Provincial Social Protection Center, and the Tien Yen Secondary and High School project.

Regarding the draft Resolution on approving the addition of public preschool and general education staff in Quang Ninh province in 2024 and the draft Resolution on deciding the number of labor contracts in public preschool and general education institutions with regular expenditures guaranteed by the State in Quang Ninh province in 2024, delegate Nguyen Thi Dinh, Principal of Hoanh Bo High School, Ha Long City Delegation Group participating in the discussion of Group No. 1, emphasized: Draft 2 resolutions are really necessary to be issued in the current practical situation. Because according to statistics, the number of teachers lacking in the whole province is quite large. It is necessary to pay attention to finding solutions to attract labor contracts to work in public preschool and general education institutions to solve the problem of teacher shortage, because in reality, the salary of a teacher or contract employee is low, not attractive enough to attract a job that requires a lot of time and effort in current educational institutions.

Commenting on the draft Resolution regulating areas within the inner city of cities, towns, townships, and residential areas that are not allowed to raise livestock in Quang Ninh province, delegate Le Cao Long, Chairman of the Quang Ninh Bar Association, Cam Pha City Delegation Group participating in the discussion of Group 3, said: It is necessary to clarify the basis and criteria for proposing areas where livestock raising is not allowed. Because through field surveys, it shows that the criteria for determining areas where livestock raising is not allowed are still general. In fact, in Cam Pha City or Dong Trieu Town, there are many wards but they are rural areas within the ward, so if these wards are not allowed to raise livestock, it will greatly affect the rights of the people.

Many delegates of the Ha Long City Delegation also shared the same opinion: It is necessary to comprehensively, carefully and thoroughly assess the subjects affected by the policy (number of people affected, where...) to serve as a basis for issuing the Resolution. In case there is no specific assessment report, it is recommended that the Resolution not be passed at this session.

After the group discussion session, the Standing Committee of the Provincial People's Council coordinated with the Provincial People's Committee to listen to the groups' reports on the discussion situation in the groups, grasp the remaining issues to serve the direction and administration of the meeting chair through resolutions to ensure efficiency and high implementation.
