Continuing the first working day of the 23rd session of the 14th Provincial People's Council, this afternoon, December 5, the Provincial People's Council delegates divided into groups for discussion. Based on the suggestions of the session chair, the delegates promoted their sense of responsibility, promoted their intelligence, focused on researching and carefully analyzing the reports, proposals and tasks and solutions for development in 2025.

Before the discussion session in groups, Comrade Vi Ngoc Bich, Standing Vice Chairman of the Provincial People's Council, chaired the session and requested that when conducting discussions in groups, the Provincial People's Council delegates closely follow the draft resolution and the review reports with a democratic, open and highly constructive spirit. It is necessary to strengthen the supervisory function, go directly and deeply into the key groups of issues.

Specifically, it is necessary to highlight the results in implementing the socio-economic development targets and tasks in 2024, the causes of the achievements. At the same time, clarify the shortcomings, limitations and causes, especially subjective causes, focusing on some main contents in the fields of economy - budget, culture - society, and law such as: 4/16 domestic revenue items did not meet the estimate; slow to overcome in investment preparation, solving the source of filling materials... for projects; The autonomy project for the period 2024-2025 for public service units under the education sector is still slow; some types of crimes increased compared to 2023; traffic accidents increased in all three criteria compared to the same period...

In addition, focus on discussing the targets and solutions in the draft resolution on socio-economic development tasks in 2025. It clearly states solutions to overcome the storm; restore economic development, regain growth momentum; solve employment, create more jobs in 2025; focus on discussing the legal basis, practice, total resources, affected subjects, mechanisms, policies, implementation solutions... of the draft resolutions submitted to the session...

In the spirit of the session chairman's suggestion, in 5 discussion groups, a total of more than 40 responsible opinions of People's Council delegates participating in reports, submissions, and draft resolutions in the spirit of innovation, democracy, and scientific work were recorded. Among them, 3 groups of issues emerged regarding the implementation of socio-economic tasks in 2024, socio-economic development tasks in 2025, and some opinions participating in the draft resolution and the inspection reports of the provincial People's Council committees. These are important contents, not only ensuring the stability and innovation of the province's development in 2025, but also deciding the completion of the goals and targets of the entire 2020-2025 period.

According to the record, the majority of opinions agreed with the assessment of outstanding results achieved in 2024 in the Report of the Provincial People's Committee, however, there were some suggestions to review the data. Regarding the socio-economic development tasks in 2025, many delegates proposed to clarify fundamental solutions (input factors, economic pillars...) to achieve the GRDP target of 12%; solutions to disburse public investment capital right from the beginning of the year; thoroughly resolve the old causes of low investment capital disbursement and accelerate housing development for coal industry workers, consider building a toolkit to evaluate administrative procedure processing...

Regarding the draft resolutions, some People's Council delegates proposed to review the authority to establish the Public Administration Center, to synchronize and connect citizen data to facilitate the implementation of administrative procedures. Regarding the Resolution on deciding on the payroll of civil servants in state administrative agencies and organizations; approving the total number of employees receiving state budget salaries in public service units; assigning the number of commune-level cadres and civil servants in the province in 2025, delegates proposed to streamline the payroll in conjunction with arranging the apparatus organization in accordance with the requirements of the Central Government...
