The contractor focuses on constructing the Hoa Binh - Moc Chau highway project, Cao Son commune section, Da Bac district.
In recent times, the Standing Committee of the Provincial Party Committee and members of the Steering Committee of key provincial projects have strengthened inspections, urged the removal of difficulties and bottlenecks, resolutely directed and determined specific timelines and tasks to be done to speed up the implementation of projects, creating positive movements.
The Hoa Binh - Moc Chau expressway project (section km 19 - km 53) has started construction, according to the direction of the Prime Minister, it must be completed 1 year in advance, so the work of site clearance, resettlement construction, as well as the organization of construction must be highly focused. The past time has recorded the drastic participation of localities, departments, branches, and investors. Comrade Nguyen Tran Anh, Secretary of Mai Chau District Party Committee, said that the Hoa Binh - Moc Chau expressway passes through Mai Chau district for about 10.15km, with a total project area of 100.05 hectares. The district has mobilized the entire political system to propagate and mobilize affected people to support the project implementation policy. In particular, it has coordinated well with departments, branches, and investors to focus on implementing compensation, site clearance, and removing obstacles in land-related procedures... Up to now, people have agreed to provide 100% of the land to the investor for construction.
The Hoa Lac - Hoa Binh road construction investment project and the renovation and upgrading of National Highway 6, Xuan Mai - Hoa Binh section (Hoa Lac - Hoa Binh road expansion project) is one of the strategic projects, shortening the travel time between Hanoi capital and Hoa Binh and the Northwestern provinces. After many years of the province coordinating with central ministries and branches to focus on removing difficulties and obstacles and proposing investment plans, the Government approved the project in the form of public-private partnership. The province established a special working group headed by the Vice Chairman of the Provincial People's Committee with the spirit of "action, determination, efficiency", directing departments and branches to thoroughly resolve obstacles within their authority, especially shortening administrative procedures, preparing clean land to start the project on July 1, 2025.
The Canh Tang reservoir project has a total investment of over VND 3,919 billion, funded by the state budget, managed by the Ministry of Agriculture and Rural Development (now the Ministry of Agriculture and Environment). The project is very important for the economic and social development of the province in general and Lac Son and Yen Thuy districts in particular. The project has a capacity of about 91 million m3; the main dam is 53.23m high, 850.5m long; the auxiliary dam is 36.5m high, 160.5m long. Construction of a water supply pipeline system is about 29.012km long. The work is being implemented according to plan, striving to complete the entire headworks by April 30, 2025.
By the end of 2024, Hoa Binh province has 14 key projects directed by the Provincial Key Project Steering Committee to remove difficulties and obstacles and speed up investment progress. Of which, there is 1 investment project in the form of public-private partnership (PPP); 5 transport and irrigation projects invested with public investment capital and 8 business investment projects using non-state budget investment capital. The total investment capital of key projects is VND 87,196 billion (state budget VND 23,732 billion, non-budget VND 63,464 billion). In 2025, the province reviewed and added 10 projects using non-budgetary investment capital (including 1 project using FDI capital), bringing the total number of key projects of the province to 24 projects to date, with a total registered investment capital of about 101,925 billion VND (state budget 23,732 billion VND, non-budget 78,193 billion VND). Up to now, 10 projects have started construction, needing to speed up the implementation progress; 12 projects are expected to start construction in 2025 and 3 projects are expected to start construction after 2025. During the implementation process, the reasons for the slow progress of the projects are due to problems in land acquisition and clearance and difficulties in carrying out procedures for converting rice and forest land, approving projects; investment, land, construction, environment, fire prevention and fighting, etc.
In order to speed up the implementation of key projects, the Provincial Steering Committee for Key Projects assigned members of the Standing Committee of the Provincial Party Committee to directly inspect the progress and direct the removal of difficulties and obstacles for each project. The District Party Secretary and the Chairman of the District People's Committee are required to be responsible for site clearance work. Directing projects is an important task of the entire political system; the Fatherland Front at all levels has done a good job of propaganda, mobilization, and creating consensus among the people to support the investment policy and implementation of projects. This is also a criterion for assessing the level of task completion of agencies, units, and leaders.
Directing key projects and key tasks of the province, comrade Nguyen Phi Long, alternate member of the Party Central Committee, Secretary of the Provincial Party Committee, requested key officials to uphold the responsibility of the leader, ensure the set goals; focus on solving difficulties and obstacles in implementing key projects, speeding up the progress of important inter-regional transport infrastructure projects, non-budgetary investment projects in the fields of urban areas, eco-tourism, industry, etc.
