Training on Theory and Criticism of Literature and Arts in 2023

On the morning of August 22, in Ninh Binh city, the Central Council for Theory and Criticism of Literature and Arts held the opening ceremony of the training conference "Improving awareness, qualifications, capacity; innovating content and methods of leadership and management of literature and arts in the new situation".

Attending the conference were comrades: Doan Minh Huan, member of the Party Central Committee, Secretary of the Ninh Binh Provincial Party Committee; Associate Professor, Dr. Nguyen The Ky, former member of the Party Central Committee, former Deputy Head of the Central Propaganda Department, former General Director of the Voice of Vietnam Radio Station, Chairman of the Central Council for Theory and Criticism of Literature and Arts; Associate Professor, Dr. Nguyen Hong Vinh, former member of the Party Central Committee, former Editor-in-Chief of Nhan Dan Newspaper, former Deputy Head of the Central Propaganda Department, former Chairman of the Central Council for Theory and Criticism of Literature and Arts; Tran Thanh Lam, Deputy Head of the Central Propaganda Department.

Attending the training conference, the Ha Nam delegation had 7 cadres, civil servants, reporters, and members working at the Provincial Party Committee's Propaganda Department, Ha Nam Newspaper, Ha Nam Literature and Arts Association, along with hundreds of cadres, reporters, and people working in culture and arts from the northern provinces.

In his opening speech, Associate Professor, Dr. Nguyen The Ky, former member of the Party Central Committee, former Deputy Head of the Central Propaganda Department, former General Director of the Voice of Vietnam, Chairman of the Central Council for Theory and Criticism of Literature and Arts, affirmed: Resolution 23-NQ/TU on continuing to build and develop literature and arts in the new period (abbreviated as Resolution 23) has been in effect for 15 years. The fact that the Politburo has dedicated a very important Resolution to lead, direct and orient the development of literature and arts demonstrates the Party's strong innovation in thinking, content and leadership methods for literature and arts - "a very important and particularly delicate field" of the country's culture.

Besides positive changes, in the country's cultural and artistic life over the past 15 years, there have been difficulties, shortcomings, limitations and weaknesses. Some provinces, cities, agencies and units have not really changed their awareness of the role of culture and arts in the life of the country, and have not created synchronous development between the stages of creation, theory, criticism, dissemination and preservation of works... Some famous and influential artists have made statements and had substandard lifestyles. The work of preserving, conserving and promoting the cultural identity of ethnic minorities has not received due attention. Associations are facing the challenge of a shortage of management staff who are prestigious, professional and talented artists in the industry. The role of consulting and social criticism of the Cultural and Art Associations and the team of artists has not been promoted...

Based on that reality, the Central Council for Theory and Criticism of Literature and Arts organized a training course on “Improving awareness, qualifications, capacity; innovating content and methods of leadership and management of literature and arts in the new situation”. With 6 topics taught by competent, prestigious and experienced lecturers who have been directly involved in the leadership and management of literature and arts, the training course aims to help trainees consolidate and grasp the viewpoints and guidelines for the development of culture, literature and arts of the Party and State; results, lessons and issues raised over 15 years of implementing Resolution 23. At the same time, fully and deeply grasp the practical life of culture, literature and arts, the current situation of theory and criticism of literature and arts.

Speaking at the conference, Comrade Doan Minh Huan, Member of the Party Central Committee, Secretary of the Ninh Binh Provincial Party Committee respectfully shared the socio-economic development situation of the locality, the attention of Party committees, authorities and the political system in the work of building and developing cultural and artistic movements, preserving and promoting the traditional cultural values of Ninh Binh; preserving natural landscapes, developing tourism. Ninh Binh's socio-cultural achievements have been achieved on the basis of closely following and implementing well the guidelines, policies and guidelines of the Party and State on culture, literature and arts in recent times.

The fact that the Central Council for Theory and Criticism of Literature and Arts chose Ninh Binh as the place to organize the training conference "Improving awareness, qualifications, capacity; innovating content and methods of leadership and management of literature and arts in the new situation" created conditions for the province to have the opportunity to welcome and introduce cadres, scientists, cultural and artistic researchers, central and local reporters about the culture, land and people of Ninh Binh.

The conference takes place over 4 days, from August 22 to 25.
