The conference was held in both direct and online formats to 63 provinces and cities. Deputy Minister Pham Ngoc Thuong chaired the conference.

Attending the training conference at the main bridge were representatives of leaders and experts from Departments, Bureaus and units under the Ministry of Education and Training; experts on subjects and educational activities from relevant units and organizations.

At local connection points, there are leaders and experts from the Department of Education and Training, Department of Education and Training; managers, teachers of Natural Sciences, History and Geography, Experiential activities, and career guidance at schools nationwide.

In his opening speech, Deputy Minister Pham Ngoc Thuong said: The 2023-2024 school year is the third year of implementing the teaching of Natural Sciences, History and Geography, Experiential Activities, and Career Guidance at the secondary school level. Through reports from the provinces, many localities have proactively and flexibly organized teaching content very well.

The delegation supervising the implementation of Resolution 88 also assessed that the process of organizing teaching and learning according to the 2018 General Education Program, including integrated subject teaching, basically achieved important results, meeting the program's objectives.

However, educational innovation in general, as well as the organization of teaching Natural Sciences, History and Geography, Experiential Activities, and Career Guidance, takes place nationwide, in a very large number of schools. This is new and difficult content; the conditions of regions and localities are different in terms of facilities, teaching staff, teaching organization, etc., so it is inevitable that there will be problems, difficulties, and confusion.

The Deputy Minister said that recently, the Ministry of Education and Training has held many training sessions and guidance documents to gradually organize the teaching and learning of these subjects.

Synthesizing the report on the current difficulties in the process of implementing and deploying the subjects of Natural Sciences, History and Geography, Experiential activities, and career guidance in localities, Director of the Department of Secondary Education Nguyen Xuan Thanh said: Most localities face difficulties due to lack of teachers and teachers' lack of confidence in teaching; difficulties in organizing implementation; testing and evaluation; lack of facilities and experimental equipment; difficulties in funding for implementation.

At the conference, Director Nguyen Xuan Thanh directly trained on issues related to teaching Natural Sciences, History and Geography, Career Guidance Experience Activities, guided the implementation of the system of documents as well as solutions to remove specific obstacles and difficulties after the process of local inspection and assessment in the past for each subject.

Deputy Minister Pham Ngoc Thuong believes that the role of the team and acknowledges the teachers who have overcome difficulties, hardships, and made great efforts to resolve them, aiming for the ultimate benefit of the students.

In order to better implement teaching and learning of subjects and educational activities at schools, the Deputy Minister requested that units under the Ministry, according to their functions and tasks, continue to listen to opinions from the grassroots to advise, direct and better implement the 2018 General Education Program.

In addition, focus on inspection and examination work, grasping information on implementation in localities. Difficulties must be resolved, good practices must be replicated, and negligence must be promptly handled in writing to bring about effective inspection and examination work. Strengthen and clarify the functions and administrative management of the Ministry. Request units under the Ministry of Education and Training to continue researching topics to organize training.

The Deputy Minister stated: Training and development is a continuous process, linked to short-term and long-term goals, of strategic importance with the motto of focusing the highest attention on the teaching staff. Along with that, it is necessary to systematize documents to ensure consistency in the implementation process.

For localities, the Deputy Minister noted the need to continue raising awareness of educational innovation throughout the sector and society, especially parents and students.

In addition, localities need to focus on ensuring resources, reviewing policies and benefits for teachers. In particular, there should be forms of reward for teachers with achievements in educational innovation. This is recognition, creating strength and resources to overcome difficulties and implement the program.
