Previously, in Pho Yen City, some residential areas were formed but they were small in scale, spontaneous, and built without a general plan of the city, so they did not really meet the needs of the people. This also revealed the difficulties and limitations in the process of construction management according to the plan, the situation of encroachment on sidewalks and illegal construction still occurred.
Faced with the above reality, in recent years, Pho Yen City has focused on investing in completing urban infrastructure, in which the construction of residential areas and urban areas (KDT) has been emphasized. From 2020 to present, the city has been implementing 22 new residential and urban area projects, with a total area of over 900 hectares and a total investment of over 40,000 billion VND.
Comrade Nguyen Van Doan, Vice Chairman of Pho Yen City People's Committee: If in the past, a suitable place to live only needed a convenient location, good security, and proximity to basic service and utility areas, now new urban areas need to meet the standards of privacy, integrating many rich utilities with green and spacious spaces. Grasping this need, many investors have invested in residential areas and urban areas in the direction of green, smart, and modern urban areas, ensuring complete connection with existing projects and residential areas in the area.

Most of the projects are implemented in the central wards of the city and some communes and wards adjacent to the inner city area. Typical examples are: Viet Han Urban Area, Yen Binh Service Urban Area, Nam Thai Urban Area, Dai Phong Urban Area, Le Hong Phong Residential Area, etc. The projects are invested in construction with a synchronous technical infrastructure system, combined with adjacent low-rise housing projects, ensuring compliance with the approved detailed planning.
As one of the typical urban areas of Pho Yen City, Viet - Han Urban Area (Hong Tien Ward) is implemented with a scale of 38 hectares, invested by the Joint Venture of Hai Long Land Real Estate Joint Stock Company and Song Da 7 Urban and Industrial Park Investment Joint Stock Company. With the criteria of creating a closed, high-class model urban area, Viet - Han Urban Area is divided into 5 sub-areas: Van Phuc, Van Hoa, Van Bao, Van Xuan and Van Loc, including 372 shophouse lots, 744 townhouse lots, 20 villa lots, 17 resettlement lots and 1 apartment complex including 8 9-storey apartment buildings. In 2022, Viet - Han Urban Area will be completed, contributing to solving the housing needs of people, creating the premise for Pho Yen to become a city under the province.
Ms. Hoang Thi Ha, a resident of the Viet-Han Urban Area: The living space here is airy, bustling, full of services, security and order are guaranteed. The difference of this urban area is the square park, with 9 miniature world wonders on an area of 10,000m2, helping to enhance the value of life.
The participation of residential and urban projects in Pho Yen City, in addition to creating a highlight for a modern and civilized urban area, also makes an important contribution to the state budget revenue. Therefore, the city has focused on promoting administrative reform, compensation for site clearance, and creating clean land funds to attract investors. In particular, the site clearance work has been resolutely directed by the City People's Committee. Immediately after the decision to invest in the project, the City People's Committee directed specialized agencies, communes and wards to step up information dissemination and propaganda about the project, mechanisms, policies and procedures of the State when implementing land acquisition, in order to create consensus among the people.

For each project, in addition to ensuring the assignment of tasks and the correct assignment of functions and tasks to each agency and unit, the City People's Committee has also established working groups and teams headed by the City People's Committee leaders to directly go to the grassroots to inspect and urge site clearance work. During the implementation of the projects, the heads of Party committees and authorities from the city to communes and wards also increased contact and dialogue with affected households to promptly grasp and resolve arising problems. With drastic and synchronous solutions, in the period of 2021-2024, the entire city has cleared over 300 hectares of land to implement the projects.
A representative of Thien Anh Housing Development and Construction Investment Joint Stock Company - the investor of Dong Tien Ward Housing Project (Area No. 1), informed: With the drastic participation of the local government, in 2024, the site clearance work of the Project has completed 18/18 hectares. The investor is actively coordinating with related units to construct technical infrastructure items such as: electricity, water systems, roads, trees, parking lots, etc. to ensure the progress according to the plan.
With the current rapid urbanization, the construction of new residential areas and urban areas in Pho Yen City is a correct and practical policy. This not only meets the housing needs of the people, but also contributes to creating a highlight for Pho Yen City, accelerating the progress of building the locality into a type II urban area by 2025 and basically becoming a type I urban area by 2030, promoting investment attraction in the area.
Up to now, through comparison with the criteria of a type II urban area, Pho Yen City has achieved 82.94/100 points (the minimum required score is 75 points); there are currently 3 industrial parks and 1 industrial cluster in operation in the area, attracting 28 projects with foreign direct investment (FDI) with a total registered capital of over 11 billion USD. |
Currently, Pho Yen City is continuing to review and accelerate the progress of site clearance for residential and urban projects. It focuses on a number of key projects with large budget revenues, such as: Nam Thai Urban Area, Truong Tho Residential Area, Dong Tien Ward Residential Area, Ba Hang Ward Residential Area, etc.
