The Ministry of Finance has just issued Circular No. 37/2023/TT-BTC regulating the collection rates, collection, payment, management and use of driving test fees; fees for granting licenses and certificates to operate on various types of vehicles and fees for registering and granting license plates for specialized motorbikes.
Accordingly, the fee collection levels prescribed in this circular, some fees remain the same and some fees are adjusted to increase compared to previous regulations.
Specifically, the driving test fee for driving tests for classes A1, A2, A3, A4 is from 60,000 - 70,000 VND/time, the old fee was from 40,000 - 50,000 VND/time.

For car driving test (class B1, B2, C, D, E, F): fee ranges from 80,000 VND/time to 350,000 VND/time.
Registration fees, license plates for specialized motorbikes (construction vehicles), and fees for issuing licenses and certificates to operate on all types of vehicles remain the same as current fees.
The driving test fee stipulated in this Circular is applied uniformly throughout the country (regardless of whether it is managed by a central agency or a local agency). Those who take the test to obtain a road motor vehicle driving license must pay the driving test fee for that part (calculated by the test: first test, re-test).
Fee collection organizations must pay 100% of the collected fees to the state budget. The source of expenses for service provision and fee collection activities is arranged by the state budget in the fee collection organization's budget estimate according to the state budget expenditure regime and norms as prescribed by law.
In case the fee collection organization is allocated operating expenses from the fee collection source according to the provisions of Clause 1, Article 4 of Decree No. 120/2016/ND-CP of the Government, it is allowed to reserve 75% of the collected fee amount to cover the cost of providing services and collecting fees according to regulations; 25% of the collected fee amount is paid to the State budget.
In cases where there are still difficulties in material conditions and a testing center with adequate material conditions has not been built but the Ministry of Transport has permitted driving tests at old testing centers and sites, the fee collection organization is allowed to retain 40% of the collected fee amount to cover the cost of providing services and collecting fees according to the provisions of Decree No. 120/2016/ND-CP; 60% of the collected fee amount is paid to the State budget.
This Circular takes effect from August 1, 2023.
