In recent times, Quang Ninh province has issued many resolutions, plans and action programs to build an environment of security and order and social order to ensure key socio-economic development goals. Notably, Resolution 04NQ/TU (dated March 23, 2021) of the Provincial Party Committee on strengthening leadership in ensuring security and order in the province for the period 2021-2025. This is an important basis for strengthening coordination between local Party committees, authorities and the police force in promoting the combined strength of the entire political system in ensuring security and order and social order and building a healthy environment for socio-economic development of the province.
With the viewpoint that the work of ensuring security and order is under the absolute, direct and comprehensive leadership of the Party Committee, the centralized and unified management of the authorities at all levels, Resolution 04-NQ/TU sets out the requirements of maintaining national security, social order and safety, preventing non-traditional security risks, closely linking security and order with socio-economic development and firmly ensuring national defense in all policies, strategies, etc.
To concretize the Resolution, the Party Committee and leaders of the Provincial Police have proposed and focused on synchronously implementing solutions. In particular, the Provincial Police Party Committee has always been proactive in grasping the situation, focusing on effectively implementing the state management function of security and order in the area, directing the timely resolution of key and urgent issues arising at each time, maintaining political security, creating positive changes in many aspects of work, avoiding passivity and surprise, serving well the socio-economic development tasks of the province.
Quang Ninh is a locality with many potentials and advantages for rapid, strong and sustainable economic development. The province's preferential policies and guidelines have attracted many strategic investors, especially in the fields of tourism, services, seaport trade, coal, electricity, cement, etc. To contribute to attracting investment to the province, building Quang Ninh into a destination for domestic and foreign enterprises, the provincial police force has also done a good job of administrative management, closely coordinating with professional work, creating favorable conditions for investors and tourists in the process of resolving related legal procedures.
Lieutenant Colonel Ngo Hai Nam, Deputy Head of the Fire Prevention and Rescue Police Department (Provincial Police), said: One of the solutions for administrative reform and digital transformation in the field of fire prevention and fighting in recent times is that the unit has completely digitized 100% of professional records; collected 100% of fees and charges through the Ministry of Public Security's Public Service Portal for Fire Prevention and Fighting Design Approval procedures by online payment; at the same time, actively supported businesses to overcome difficulties related to fire prevention and fighting. In the coming time, the unit will focus on promoting propaganda, mobilization and guidance, supporting citizens to perform online public services; at the same time, proposing and advising many solutions to shorten the time, simplify procedures to create maximum convenience for people and businesses when accessing and participating in implementing this important public service sector.
In the context of increasing non-traditional security challenges such as water scarcity, environmental pollution and degradation, climate change, uncontrolled migration, transnational crime, high-tech crime, etc., the Quang Ninh Provincial Police force has strengthened professional measures to control social order and safety, ensuring a healthy and safe socio-economic development environment for businesses and people.

In order to improve the quality of the team, to meet the requirements of political tasks in the new situation, the Party Committee and the leadership of the Provincial Police have also actively innovated the work of organizing cadres, towards strengthening the strength of the District Police and the spearhead forces directly fighting. The arrangement of investigators to the Commune Police has both increased the potential of the grassroots forces and reduced the pressure on the superior agencies. Thanks to that, the work of maintaining social order and safety in the province has achieved many positive results. In particular, the increase in crime has been curbed, no serious incidents have occurred, no drug dens, criminal and social evils have been prolonged.
In the coming time, to continue effectively implementing Resolution 04 of the Provincial Party Committee, the Provincial Police Party Committee will strongly innovate methods, improve the leadership capacity and fighting strength of Party committees at all levels, Party organizations and cadres and Party members in the provincial police force; strengthen Party building work; strictly implement the process of arranging police personnel to participate in local Party committees; plan and perfect Party committees in conjunction with planning and perfecting leaders and commanders. Strive to have 100% of commune, ward and town police secretaries participating in the Standing Committee of the Party Committee of communes, wards and towns with a structure of 5 members or more by the end of 2025.
In addition, strengthen training and fostering to improve the quality and qualifications of officers and soldiers to meet the goals set out in Resolution 12-NQ/TW dated March 16, 2022 of the Politburo on "promoting the building of a truly clean, strong, disciplined, elite, and modern public security force, meeting the requirements and tasks in the new situation". In particular, focus on resolutely implementing tasks and solutions to reduce crime in a sustainable manner, striving to reduce the number of social order crimes by 5% compared to the period 2016-2020, not allowing criminals to operate openly, rampantly, and organized crimes that cause public outrage.
