According to the Ministry of Education and Training, the 2024-2025 school year is the year the 2018 General Education Program is implemented throughout the entire general education system from grades 1 to 12 with fundamental changes from a content-oriented program to a program oriented to developing students' qualities and abilities.
The Ministry of Education and Training requested the People's Committees of provinces and cities to direct the implementation of state management responsibilities on education and the Prime Minister's direction on strengthening the direction of secondary and high school enrollment and management of extra teaching and learning activities.
Propose that localities issue regulations and instructions on extra teaching, extra learning, and primary school enrollment in the area according to their authority, ensuring consistency with reality.

The Provincial People's Committee directed to provide appropriate financial support to educational institutions to organize review and training for students, especially students who still have difficulties in studying, final year students, disadvantaged groups, and students from difficult family circumstances.
Strengthen inspection and examination of implementation to promptly detect, correct and have appropriate solutions in places where there are difficulties in the implementation process.
The Ministry of Education and Training also requested provinces and cities to continue reviewing, arranging and developing the network of general education facilities to ensure enough schools and classrooms, especially in large cities, industrial zones, densely populated areas and mountainous areas. Ensure fairness in access to education, all students of universal education age can go to school.
Strengthen the work of reviewing, mobilizing and rotating teachers to ensure teacher quality between schools; recruit the correct and sufficient number of assigned teacher quotas, have solutions for places lacking teachers, and ensure the principle of "where there are students, there must be teachers in the classroom".
The Ministry of Education and Training also requested localities to direct the education sector to thoroughly grasp the general education institutions in the area to continue to synchronously implement solutions to deploy the 2018 General Education Program to ensure quality.
The creation of regular and periodic tests and assessments; the selection of students at the beginning of the level (primary and secondary school) and the entrance exam for grade 10 of high school are in accordance with the requirements of the 2018 General Education Program, without putting pressure on students to study extra.
