The national scientific conference with the theme "Cybersecurity and Cryptography in National Security" aims to clarify theoretical and practical issues of cyber security, cyber security governance issues in Vietnam's and the world's national security, and research and propose solutions to develop resources for cyber security.

The workshop had more than 300 delegates from nearly 30 agencies, organizations, businesses and over 50 central and local press agencies.

The workshop was chaired by Professor Ta Ngoc Tan, Permanent Vice Chairman of the Central Theoretical Council, Dr. Nguyen Huu Hung, Deputy Head of the Government Cipher Committee and Associate Professor Nguyen Thi Truong Giang, Deputy Director of the Academy of Journalism and Communication (Head of project KX04-32/21-25).

In his opening speech, Dr. Nguyen Huu Hung, Deputy Head of the Government Cipher Committee, affirmed that in recent times, the work of ensuring national security under the direct and comprehensive leadership of the Party has achieved important achievements. From there, it has helped prevent and respond promptly to traditional and non-traditional security threats, foiling the plots and activities of "peaceful evolution" and violent overthrow by hostile and reactionary forces...

With cyberspace considered a “special territory”, cyber security, confidentiality and information security using cryptographic techniques will increasingly affirm their great role in protecting sovereignty, developing the economy, and maintaining political and social stability of countries.

Associate Professor Nguyen Thi Truong Giang, Deputy Director of the Academy of Journalism and Communication, spoke at the workshop.

Deputy Director of the Academy of Journalism and Communication Nguyen Thi Truong Giang said that the workshop is a national task, within the framework of the state-level scientific topic "Non-traditional security issues, focusing on cyber security in national security", code KX.04.32/21-25. This is also a content of the political theory research program for the period 2021 - 2025 of the Central Theoretical Council, chaired by the Academy of Journalism and Communication.

Associate Professor Giang emphasized that in recent times, the situation of cyber security and safety has continued to develop in a complex and unpredictable manner. In 2022, the Ministry of Public Security recorded and analyzed nearly 8 million warnings and signs of cyber attacks. Cyber ​​espionage and sabotage activities by hostile forces are increasingly complex, causing serious consequences for sovereignty, security, politics, foreign affairs, economy and society. Cyber ​​attacks on key information systems of national security to destroy databases, cause disruptions or take control have occurred more frequently.

Cyber ​​security issues require continued identification, interpretation, and analysis of new theoretical and practical points, and the search for principles, strategies, and solutions from a cryptographic and administrative perspective to effectively prevent, respond, and resolve non-traditional security threats, focusing on cyber security in national security in accordance with the new context and new conditions.

On behalf of the Project Management Board, Ms. Giang hopes that the workshop will receive many comments, discussions, and exchanges from researchers and scientists. Through that, the Project Management Board will have more valuable arguments and data, and will be able to distill the most quintessential content on non-traditional security issues, focusing on cyber security in national security, as materials to prepare for the upcoming 14th National Party Congress Documents.

At the workshop, Associate Professor Le Hai Binh, Deputy Head of the Central Propaganda Department, stated that the world entering the fourth industrial revolution with the strong development of cyberspace has brought great benefits to many areas of social life.

However, the global nature, unlimited connectivity and complexity of cyberspace have posed huge challenges to the security of countries around the world such as: cyber warfare, information warfare, cyber terrorism, cyber crime, ensuring ideological security in cyberspace...

The issue of developing and mastering cyberspace has become one of the urgent tasks that many countries pay special attention to, clearly demonstrated in the viewpoints, strategies and specific actions of countries, including Vietnam, Mr. Binh added.

The workshop proposed solutions from many different perspectives such as: awareness, ideology; policies, institutions, legal corridors; human resources, technological resources; international cooperation; measures in leadership, management, and governance of network security to ensure systematicity...

The conference's organizing committee will filter the opinions and reports of the delegates to serve the current political tasks, Mr. Tan said.
