Achieved and exceeded most targets

According to the assessment of the City Party Committee, People's Council, and People's Committee of Tam Ky City, although 2024 still faces many difficulties and challenges; but with the consensus and efforts of all levels and sectors, the implementation of the socio-economic development tasks in 2024 has achieved many positive results.

The highlight of the city’s economic picture last year was stable development in most areas. Trade, service and industrial production activities were stable and had growth.

Budget revenue reached the set progress, especially non-state tax revenue, personal income tax, and registration fee. Total state budget revenue in the area was 1,681 billion VND, reaching 111% of the provincial estimate and 102% of the city People's Council estimate, of which economic revenue was 1,680 billion VND.

Many investors came to learn and register to study and invest in large-scale urban and service projects in line with the city's development orientation. The new rural program achieved many good results with 4/4 communes being advanced new rural areas and 2 model new rural communes.

The city implements social security policies and sustainable poverty reduction. Cultural and sports activities take place enthusiastically, creating good effects and attracting a large number of people to participate, contributing to tourism development.

Notable ones include the ceremony to announce the decision and receive the Vietnam Heritage Tree for the population of 9 Dalbergia tonkinensis trees of Huong Tra Village; the sea festival "Tam Ky - Come and explore"; the announcement of the logo and the Tam Ky Marathon "Journey to the Motherland"...

Closing 2024, Tam Ky achieved and exceeded 12/15 targets set by the City Party Committee and People's Council, including economic revenue in the area, new rural areas, civilized urban streets, clean water, environment, poverty reduction, labor, employment, health insurance, education, culture, communes and wards meeting strong standards in national defense and security, and calling citizens to join the army.

There are 3 targets that did not meet the plan but according to the city's assessment, there is good growth and optimism in the coming time. Those are the construction industry increasing by 13.9% (target 16.5%); the trade and service industry increasing by 7.06% (target 12.5%) and the agriculture, forestry and fishery industry increasing by 2.1% (target 4%).

Complete breakthrough tasks well

In addition to the socio-economic development targets, in 2024, the city has successfully completed breakthrough tasks. Accordingly, focusing on administrative reform tasks associated with digital transformation and building smart cities.

Deploy and officially put into operation the city's software system for synthesis, analysis, and reporting (IOC software), which has been integrated into the Quang Nam IOC App for access on smartphones; organize a digital transformation festival with many practical and effective activities.

Regarding the breakthrough task of urban infrastructure construction, compensation, site clearance, and resettlement, in 2024, Tam Ky has many positive changes, from the leadership, direction, and operation of the City Party Committee, People's Council, and People's Committee (Conclusion No. 585 of the Standing Committee of the City Party Committee, Plan 137 of the City People's Committee) to the implementation of sectors and units.

During the year, the city approved 58 compensation, site clearance and resettlement plans, with a total recovered area of ​​9.4 hectares worth more than VND87 billion.

Basically completed site clearance for construction organization, created land fund and ensured drainage for some key projects such as Nguyen Hoang ring road to Khe Sung stream, completed asphalt paving of Bach Dang road, Nguyen Du - Bach Dang intersection, connecting infrastructure north of commercial center, upgrading N24 canal and road along canal in Hoa Huong ward...

Notably, in 2024, solutions will be well implemented according to the project to improve the city's flood prevention capacity, such as dredging and clearing open ditches and sewers on roads, and clearing the Ban Thach River to ensure good drainage.

In particular, the investment procedures for the underground drainage ditch project along Trung Nu Vuong Street have been completed; documents and procedures for the flood reservoir project in the west of Truong Xuan Ward and the western flood drainage canal from Ong Dung sluice to Tam Ky River have been prepared.

Make a breakthrough in 2025

Tam Ky City has identified 2025 as a breakthrough year, a year to reach the finish line, striving to achieve the highest results, contributing to the completion of the targets of the socio-economic development plan for the period 2021 - 2025; as a premise to enter the new period 2026 - 2030.

Accordingly, the city focuses on economic development; removing obstacles, completing site clearance and speeding up the progress of unfinished urban area projects such as the Northwest model area, An Phu ward residential area, Truong Xuan market street; basically completing site clearance of Tam Thang and Thuan Yen industrial parks; at the same time urging investors to speed up project implementation progress...

In 2025, the city will continue to promote breakthrough tasks; in particular, prioritizing investment capital to continue implementing many key projects such as Tam Ky river embankment, urban drainage project, residential areas, traffic roads, etc.

The city sets out 15 main socio-economic development plan targets for 2025 equal to or higher than 2024; in which the value of the construction industry increases by 16.5%, the trade and service industry increases by 12.5%, the agriculture, forestry and fishery industry increases by 4%, and the economic revenue in the area strives to reach 2,030 billion VND.

According to Mr. Nguyen Duy An - Chairman of Tam Ky City People's Committee, in 2024, there were 3 targets that were not achieved but had good growth, especially, for the first time in many years, some budget revenue items met and exceeded the plan. There was also something good in the year that there was a volume but no disbursement money, unlike previous years.

Regarding the tasks for 2025, according to Mr. An, the city will continue to promote site clearance to attract investment, focus on urban development, night-time economy, and arrange sidewalk trading; research to improve and build new tourism products, creating attraction for tourism. The locality will continue to pay attention to promoting investment to attract businesses; public investment in 2025 will also flourish, such as the Hung Vuong road project and dredging the Truong Giang river...

Main targets of Tam Ky City in 2025:

1. The value of industry and construction increased by 16.5%.

2. The value of the trade and service sector increased by 12.5%, of which trade and business services increased by 15%.

3. Agricultural sector value increases by 4% compared to 2023.

4. Economic revenue generated in the area strives to reach 2,030 billion VND).

5. Maintain and improve the quality of communes that meet the criteria of advanced new rural areas and model new rural areas.

6. Maintain 36 streets, recognize 4 new urban civilized streets.

7. 100% of urban households use clean water, 100% of rural households use hygienic water.

8. 100% of urban solid waste and over 96% of rural solid waste are collected and treated; over 75% of urban wastewater is treated.

9. Maintain no poor households in the group that can be impacted to reduce poverty; reduce 5 near-poor households.

10. The number of employed workers increased by an average of 1,010 workers; the rate of trained workers reached over 85%.

11. The rate of participation in universal health insurance is over 98%. The rate of underweight malnourished children is under 1.73% and stunted children is under 2.84%.

12. Maintain and improve the quality of universal education at all levels; 4 more schools meet standards.

13. Strive for 8/8 wards to achieve civilized urban status; 87% of villages and blocks to achieve cultural status.

14. 12/12 communes and wards meet the strong national defense and security standards. Of which, over 9 communes and wards meet the comprehensive strong standards.

15. Recruitment and military assignment reached 100% of the target.

According to Conclusion 881 (September 26, 2024) of the Provincial Party Standing Committee at the working session with the Standing Committee of the Tam Ky City Party Committee, the Provincial People's Committee focused on reviewing and assessing the urgency and priority of key projects and works in Tam Ky; studying the balance and priority of resources to adjust and supplement the medium-term public investment plan for the period 2021 - 2025 when resources appear and proposing to include in the medium-term public investment plan for the period 2026 - 2030 for the projects: Anti-erosion embankment combined with landscape road along Tam Ky river, Ban Thach riverside landscape park, underground drainage route on Trung Nu Vuong street; preparing investment procedures to upgrade and expand Hung Vuong street. Continue to advise, propose and organize the effective implementation of Resolution No. 08-NQ/TU dated May 4, 2021 of the Provincial Party Committee on construction and development of type I urban areas under the province. At the same time, research, advise, and propose policies to mobilize resources from ODA loans for the period 2026 - 2030 to invest in developing the city's infrastructure. Agree on the policy of balancing and supporting additional annual urban construction resources so that Tam Ky has the conditions to connect, renovate, upgrade, decorate, light, and green urban areas to create a spacious, green, clean, beautiful, and unique provincial urban appearance.
