Recently, the Standing Committee of Tam Ky City Party Committee has issued many decisions related to the rotation of cadres. In particular, to create conditions for cadres to gain practical experience, practice, and adapt to working conditions, Tam Ky has smoothly implemented the rotation of cadres from the city to the grassroots and from one locality to another.
Bringing cadres to the grassroots
Since the beginning of the 2020-2025 term, Tam Ky City Party Committee has transferred 12 young, promising officials, who are leaders of departments, to take up the positions of secretary, chairman, and vice chairman of the People's Committees of communes and wards in the area.
Over time, the rotation of cadres from the city to hold leadership positions in communes and wards has brought about clear results. When returning to the grassroots, cadres from the city can promote their knowledge, capacity and qualifications to work with the cadres at their workplace to develop the locality to ensure the set goals. At the same time, the rotated cadres are also trained, gain practical experience and become more mature.
Mr. Do Van Minh was transferred from the position of Head of the Economic Department of Tam Ky City to become Party Secretary and Chairman of Tan Thanh Ward People's Committee from the beginning of 2019.
Over the past 5 years, Mr. Minh has promoted his role as a local leader, leading Tan Thanh ward to successfully complete its tasks for 4 consecutive years, leading the 9 inner-city wards of Tam Ky.
In particular, Mr. Minh and the collective of ward officials and civil servants have made efforts to carry out administrative reform work, from the locality ranked 7th in 2019 to the top of the city in terms of administrative reform index in the past 2 years.
Tan Thanh is also the first unit in Tam Ky to implement sustainable poverty reduction with the result that from 2021 to now, there are no more poor or near-poor households in the area. The results of compensation for site clearance of projects and urban beautification have been accelerated.
“Since returning to the locality to take up the task, I have paid special attention to the work of building solidarity and unity within the Party Committee, especially implementing the principle of democratic centralism, creating high unity in all policies so that when implemented, they achieve the best results.
I often go to the grassroots, directly listen and learn about the difficulties and problems as well as listen to the people's opinions. From there, I have instructions that are close to reality, meeting the legitimate aspirations of the people and the development of the locality" - Mr. Do Van Minh shared.
Change the environment to rub
In 2022 - 2023, for the first time, the Standing Committee of Tam Ky City Party Committee will rotate 7 secretaries in communes and wards: An Xuan, An Phu, An Son, Truong Xuan, Hoa Huong, Tam Phu, Tam Thang to meet the policy that the Party Committee Secretary must not be a local and must not hold the position for more than two consecutive terms.
Currently, out of 13 communes and wards in the area, Tam Ky has 11 localities where the Party Secretary and People's Committee Chairman are not local people and have not held the position for two consecutive terms.
In 2023, while serving as Secretary of the Party Committee of Tam Phu Commune, Mr. Nguyen Quoc Vuong was transferred to become Secretary of the Party Committee of Tam Thang Commune. Having been attached to Tam Phu Commune for more than 20 years, when transferred to the new locality, Mr. Vuong was still ready to accept the task and coordinate well with the Chairman of the Commune People's Committee in the process of directing and operating the work. In the 2023 classification results, for the first time in many years, the Party Committee and People's Committee of Tam Thang Commune have risen to excellently complete their tasks.
“As Party Secretary, I am determined to continue building solidarity and consensus within the entire Party Committee of the commune, closely following the grassroots, promptly grasping any arising problems, then the local leadership will discuss, reach consensus and resolve them immediately.
The biggest success in 2023 is that we have resolutely removed difficulties and promoted the completion of 100% of compensation and site clearance work for projects that have been and are being implemented in the area.
Next is to maintain security and order, not to let complicated incidents happen, especially in the commune where Tam Thang Industrial Park is located with a large number of workers living" - Mr. Nguyen Van Vuong said.
The process of rotating cadres was properly organized by the Tam Ky City Party Committee and has created trust and high consensus among relevant groups and individuals.
The secret ballot process at both the departure and arrival locations achieved 100% consensus. The rotation results are also the basis for evaluating, arranging, and using cadres both in the short and long term. Among them, many cadres who have been rotated have been trusted and elected to hold higher positions.
Tam Ky City Party Secretary Tran Nam Hung said: "The policy of rotating management leaders is to serve the goal of training cadres.
At the same time, contribute to changing the new environment, work, and relationships so that each leader and manager is active and enthusiastic in their work, contributing to creating changes in the locality where they come to work.
In 2024 and the following years, Tam Ky will continue to seriously and strongly implement the rotation and mobilization of cadres, aiming to comprehensively change the cadre team from the city to the commune and ward levels, contributing to the development of the locality.
