For many days now, 174 parents with children studying in grade 10 at To Hien Thanh High School have been restless because they are worried about not being able to find a school to transfer their children to.
Sick of my child studying "secretly"
Ms. Nguyen Thi H (in Ha Dong district) said that her child was admitted to the school based on her high school transcript. Before submitting her application, she went to the school's campus in Van Quan, Ha Dong district to learn about the facilities, curriculum, and admission information.
At the beginning of the 2024-2025 school year, my child completed the admission procedures and was placed in a class normally like other schools until recently when I discovered that my child was studying "illegally" because the school was not given an enrollment quota.

“We were shocked and worried sick because our child was studying illegally and did not have a code on the Hanoi Department of Education and Training system. Other parents also lost sleep going to the school to ask for an explanation, but so far there has been no satisfactory answer,” said Ms. H.
Another parent whose child was admitted to grade 10 at this school is in a similar situation. According to this parent, before the entrance exam for grade 10 of the new school year, the family submitted a backup application for their child to enter the school. As a result, the child did not have enough points to enter a public school, so they decided to study at the school because it was close to home and convenient to travel to.
“Since the beginning of the school year, all activities have been going on normally. All parents and students have not known about the school’s “secret” enrollment and their children not having a code. A few weeks ago, we found out about the incident and asked the school to clarify and come up with a solution, but we were convinced that we had to wait,” said this parent.
School admits mistake
On October 29, speaking with reporters, Ms. Nguyen Thi Anh Tuyet, Principal of To Hien Thanh High School, admitted that the school was wrong in enrolling students without being granted quotas by the Hanoi Department of Education and Training. According to Ms. Tuyet, the school has sent a report to the Department of Education and Training to ask for solutions to the current difficulties.
“The school has also held many meetings with parents to discuss and agree on solutions. When we have results, we will notify parents and students. Currently, the school still arranges teachers to teach students according to the normal program to ensure knowledge,” said Ms. Tuyet.
Regarding enrollment before being licensed, the Principal of To Hien Thanh High School explained that during the enrollment process, the school tried to supplement the application documents to be considered for the quota but in the end there were no results.
To Hien Thanh High School currently has more than 400 students. In September 2024, the Hanoi Department of Education and Training announced that the school was not granted a quota because it did not meet the legal requirements for its operating location.
The story of schools deliberately enrolling students despite not being assigned quotas has happened in the non-public school system of Hanoi.
In the 2023-2024 school year, another private school in Hai Ba Trung district also illegally recruited 10th grade students, but parents were completely unaware. This could lead to the risk of students not graduating from high school because they do not have a code in the industry database.
Afterwards, the school representative apologized and "called for help" from the Hanoi Department of Education and Training to compensate for enrollment quotas to ensure the rights of students.
Mr. Nguyen Quang Tuan, Deputy Director of the Hanoi Department of Education and Training, said that To Hien Thanh High School has reported the incident to the Department. In the immediate future, the unit is coordinating with other units to calculate a solution to ensure the rights of students.
“In this incident, the student is not at fault. The Department will decide how to handle the school after everything is settled,” said Mr. Tuan.
The principal of a private high school in Hanoi said that in the above incident, the school deliberately violated the enrollment rules, causing difficulties for parents, students and management agencies. In case it is not assigned additional enrollment quotas (from July), the school can return the documents for students to enroll in other schools.
At this point, it will be very difficult to find a solution because transferring to another school is related to enrollment targets, facilities, benchmark scores, tuition differences, etc. Another important thing is that students transferring to a new school will be related to whether the subject combination chosen matches that of To Hien Thanh High School or not.
