Continue the promotion race

After 3 seasons of publication, the Thanh Hoa DDCI Index has affirmed and proven to be a meaningful and effective product for departments, branches and localities to promote their good results; at the same time, have solutions to overcome limitations, bottlenecks and dissatisfaction of enterprises with their economic management tools. All aim to create positive changes in State management and promote the development of the business community.

According to the representative of the leadership of the Vietnam Federation of Commerce and Industry - Thanh Hoa - Ninh Binh Branch (VCCI Thanh Hoa - Ninh Binh), following the results of Thanh Hoa DDCI and the fluctuations in the annual rankings, it is easy to see positive and strong changes in both awareness and action at departments, branches, sectors and localities. After each announcement season, each department, branch and locality has seriously considered and struggled with new solutions to improve the quality and management capacity of their units. Typically, before the 4th DDCI announcement season, a number of departments and branches held conferences to assess the room for improvement, finding "bottlenecks" that need to be cleared on the barriers to upgrading this index. Many units have established and publicized the department's hotline to promptly receive and respond to feedback and recommendations from businesses and citizens; Thoroughly educate officers and employees to implement the "3 no's" in handling administrative procedures and general work such as: no harassment; no request for additional documents more than once during the process of examination, appraisal, and work settlement; no delays according to regulations.

In fact, the past 3 years have recorded fluctuations and disturbances in the rankings and scores of the evaluated entities compared to previous years. Typically, in the DDCI 2023, Yen Dinh district impressed when it increased by 16 places, from 26th place in the 2022 rankings to 10th place in the 2023 rankings. Bim Son town increased by 12 places, from 20th place in 2022 to 8th place in 2023. In the block of departments and branches, the DDCI 2023 survey results recorded the "champion" Department of Industry and Trade replacing the position of the Customs Department in 2022.

Along with the ranking, also according to the recommendation of VCCI - Thanh Hoa - Ninh Binh Branch, the DDCI results also suggested aspects that need special attention from some localities to improve, namely: Although the business support index has improved in terms of scores, in some localities, the work of receiving people and having regular dialogues with businesses is still not well implemented; the rate of businesses invited and participating in business dialogue activities in some localities is still low; at the same time, the business community in some localities has not yet highly appreciated the seriousness in handling business recommendations.

Deploying the fourth year index set

According to VCCI Thanh Hoa - Ninh Binh Branch, entering the 4th year, the Thanh Hoa DDCI Index continues to maintain 8 component indexes: Transparency and access to information; dynamism and role of the leader; time costs; informal costs; fair competition; business support; legal institutions; land access. In addition, DDCI continues to survey some contents that are not suitable for calculating rankings between units in the same group, but have a great impact on the production and business activities of enterprises, aiming to identify enterprises in the central position, as the driving force of reform such as labor training, the effectiveness of the judicial system...

Mr. Nguyen Hoai Nam, Deputy Director of VCCI Thanh Hoa - Ninh Binh, said: “This year, we continue to conduct the survey in 3 forms: sending letters by post with more than 6,000 ballots issued, online survey and direct interview. Along with extensive communication work, provincial and district-level business associations have also actively encouraged members to participate in the survey and give honest and objective assessments. The number of survey ballots collected this year increased by more than 25% compared to last year, which is a good sign that the assessment results will have a more diverse, objective and representative perspective. Currently, VCCI Thanh Hoa - Ninh Binh has completed the collection of survey ballots, is verifying, cleaning data, and building reports to prepare to ask for the direction of the Provincial People's Committee on organizing the announcement ceremony, expected to be held at the end of April 2025".

In 2023, the Provincial Competitiveness Index (PCI) of the province showed signs of improvement, increasing by 17 places compared to the previous year. This is a positive signal, reflecting and duly recognizing the efforts and determination of the entire political system in improving the PCI ranking of Thanh Hoa province in the past time, including the implementation of the DDCI Index. The "heat" from the rankings in this year's DDCI is expected to continue to create competitive momentum, making each department, branch, industry, and locality continue to be proactive in leading and directing economic management solutions in the coming time.
