Planning always comes first
Thanh Oai district determines that planning work must always come first, from which there are specific, appropriate plans, close to the development goals and conditions, associated with the strengths of each locality.
Head of the Urban Management Department of Thanh Oai District Nguyen Ngoc Minh said that in recent years, Thanh Oai has always focused on implementing planning, planning management, and construction according to regulations. From the General Planning of Hanoi City, the district has quickly adjusted the planning to suit the city's planning. In particular, on the basis of the general planning, the district has organized the establishment of the Construction Planning of Thanh Oai District to 2030, with a vision to 2050.
In particular, the district focuses on reviewing and evaluating the implementation of Decision No. 519/QD-TTg dated March 31, 2016 of the Prime Minister approving the Hanoi Capital Transport Planning to 2030, with a vision to 2050 in Thanh Oai area.
Along with that, the district has appraised and approved local adjustments to detailed planning of industrial clusters, planning of communes, headquarters of units, agencies, etc.; expanded National Highway 21B in the district; organized inspections and reviews of the current status of roads, and developed maintenance plans for a number of roads managed by the district.
At the same time, the district expanded the vertical and horizontal traffic routes connecting the district and neighboring areas, in order to exploit the land fund on both sides of the routes. Since 2022, Thanh Oai district has started construction of many new routes and renovated and repaired nearly 49km of roads, with a total investment of about 1,800 billion VND.
Assessing the planning and development of Thanh Oai district's transport infrastructure in recent years, Vice Chairman of Hanoi People's Committee Duong Duc Tuan stated: Thanh Oai district has many conditions for development, but the shift in transport infrastructure is still slow, not meeting current development conditions. Therefore, planning orientation, planning, and implementing construction according to the planning is an urgent task for the district.
Suggesting solutions, Chairman of the Vietnam Urban Development Planning Association Tran Ngoc Chinh said that to achieve the goals, Thanh Oai needs to maximize its strengths from the framework infrastructure in the master plan and detailed planning; Thanh Oai's planning orientation must be linked to the strengths of each region, in terms of geographical location as well as development conditions.
According to the Hanoi Capital Construction Master Plan, Thanh Oai is oriented to develop a green, ecological urban area, an economic center in the Southwest of Hanoi. To adapt to new development conditions, Thanh Oai district has proposed to update the Thanh Oai District Construction Master Plan to 2030, with a vision to 2050, with a number of breakthrough plans.
Accordingly, to meet current development conditions, the district has proposed adjusting the content, nature and function of Thanh Oai district in the General Construction Plan of Hanoi Capital.
Specifically, Thanh Oai will be an ecological area, developing modern urban areas; an industrial and handicraft production area; developing trade, service, logistics centers and developing high-tech agricultural production of the Capital.
The focus is on the district developing urban areas according to a compact model, concentrated in the northern and northwestern communes, forming smart urban areas along important traffic axes.
The central area of the district is oriented to develop into an ecological urban area, with a system of trees and a large regulating lake. In the economic field, Thanh Oai will become a center for developing modern industry - handicrafts, trade - services and logistics in the southern region of the capital.
The system of industrial zones and clusters is planned and developed synchronously. In addition, the district develops trade, services, sports, eco-tourism areas associated with the development of traditional craft village tourism and spiritual tourism.
Building green, livable ecological cities
Regarding the planning content, Chairman of Thanh Oai District People's Committee Bui Van Sang informed: "Regarding the district planning, we have carefully and systematically made plans, sought opinions from experts and scientists,
Vice Chairman of Hanoi People's Committee Duong Duc Tuan and leaders of the city's departments and branches, especially soliciting opinions from enterprises with many experiences in urban activities. For example, Ecopark and Vinhomes have contributed and directly coordinated with us to develop a plan in the district with criteria of ecological districts and model green urban areas.
Affirming that one of Thanh Oai's strengths is its connected transportation system, Mr. Bui Van Sang said that the district will exploit this advantage to make a breakthrough in socio-economic development.
In particular, taking advantage of the 7.9km-long Ring Road 4 - Hanoi Capital Region through Thanh Oai district, the district will plan underground space connecting the city center with Ring Road 4 through Thanh Oai district and the southern development axis route to spiritual tourist areas, such as: Huong Pagoda (Hanoi), Tam Chuc (Ha Nam), Bai Dinh (Ninh Binh).
The district also plans the road connecting Phuong Trung - Do Dong communes to become a provincial road connecting Chuong My, Thanh Oai, Thuong Tin districts with a cross-section of about 40m - 60m, 6 - 8 lanes; the East-West traffic route connecting Thanh Mai - My Hung...
Thanh Oai district leaders recognize that the above planning and orientations are a golden opportunity, a foundation for the district to make a breakthrough in the coming time. With the mindset of investing in infrastructure to serve the development of the entire southern region of the city, the roads planned by Thanh Oai have a cross-section of 23 - 50m.
However, to achieve this goal, the district is facing pressure on financial resources and site clearance, requiring the determination of the entire political system to be able to do so.
Faced with a large workload, every week the district leaders directly work with relevant departments, units and localities with projects to direct and implement.
In case of any problems in investment policy, project approval, site clearance, etc. under the authority, the district will consider and resolve them immediately, shortening the procedures in order of priority for each field and each time.
To speed up the progress of infrastructure construction, from the implemented projects, Thanh Oai district has learned the lesson of promoting the responsibility of leaders and each individual.
Along with that, continue to promote administrative reform, improve the effectiveness and efficiency of the government apparatus to create a strong change in discipline and administrative order; especially training and building a team of cadres and civil servants with good moral qualities and professional qualifications.
Adjustments to the planning of Thanh Oai district are based on the approved Master Plan for Capital Construction and land use plans.
Accordingly, the district has divided into 4 specific planning zones. Zone 1 is the center (urban, administrative, service) including Kim Bai town and part of Thanh Mai, Binh Minh, Tam Hung communes... with a scale of 2,100 hectares.
Zone 2 in the North develops compact urban areas (Urban Area West of Ring Road 4, Thanh Ha Urban Area, My Hung Urban Area). Zone 3 in the West plans to develop eco-tourism with Kim An Golf Course 200ha, Thuong Thanh Lagoon (Thanh Cao), low-density urban area next to Yen Coc Canal. Zone 3 in the South develops industry, high-tech agriculture, logistics.
