The Minister of Education and Training said he is submitting to the Government a draft to amend and supplement the decree regulating policies to support tuition fees and living expenses for student teachers.

The Ministry of Education and Training has responded to voters of Thanh Hoa province sent to the 8th session of the 15th National Assembly.
Amending support regulations for pedagogical students
Voters of Thanh Hoa province requested the Government to consider and amend Decree 116/2020 of the Government regulating the policy of supporting tuition fees and living expenses for pedagogical students at teacher training institutions under the Ministry and training institutions under the province to ensure consistency, uniformity and fairness.
Along with that, the study assigned the policy bank as the direct unit to collect and refund tuition fees and living expenses for cases that have registered to benefit from the policy of supporting tuition fees and living expenses after graduation but violated the commitment.
At the same time, it is proposed to issue a decree amending and supplementing a number of articles of Decree 71/2020 of the Government stipulating the roadmap for improving the training standards of preschool, primary and secondary school teachers.
It is proposed to remove the bidding method in training to improve standard qualifications to comply with the provisions of Decree 32/2019 of the Government, and to stipulate financial support for all teachers (public and non-public) who are required to participate in training to improve standard qualifications, in order to create fairness among teachers.
Responding to this content, the Ministry of Education and Training said it is submitting to the Government a draft decree amending and supplementing a number of articles of Decree 116/2020 of the Government regulating policies to support tuition fees and living expenses for pedagogical students.
In addition, there is a draft decree amending and supplementing a number of articles of Decree 71/2020/ND-CP of the Government regulating the roadmap for improving the standard training level of teachers.
Some policies will be revised to limit shortcomings and difficulties in policy implementation.
The proposal that the policy bank be the direct unit to collect and refund tuition fees and living expenses for cases requiring reimbursement is inappropriate, according to the Ministry of Education and Training.
Because the policy to support teacher training students is supported by the state budget, there is no provision for funding through policy banks.
Propose support levels for particularly difficult areas
Voters in Thanh Hoa province also proposed adjusting the support level from 40% of the basic salary to 60% of the basic salary stipulated in Decree 116/2016 of the Government regulating support policies for students and general schools in extremely disadvantaged communes and villages.
Responding to this content, the Ministry of Education and Training informed that the Government issued Decree 73/2024 regulating the basic salary and bonus regime for cadres, civil servants, public employees and armed forces. Accordingly, the basic salary will remain unchanged and will increase by 30% from July 1, 2024.
The draft decree proposes that the monthly food allowance for students and trainees is 936,000 VND (equal to 40% of the current basic salary). The above support level basically meets the needs of caring for and nurturing boarding students and trainees.
With a large number of boarding students nationwide, if the support is increased to 60% of the basic salary, the state budget cannot meet the current conditions.
On October 25, 2024, the Ministry submitted to the Government the draft decree (third submission) for the Government to consider promulgating in the coming time.
