"Viet A's spectacular, razor-sharp trick"
On the morning of May 29, discussing the results of using resources to prevent and fight the Covid-19 pandemic, delegate Nguyen Anh Tri (Hanoi delegation) acknowledged that Vietnam is one of the countries that has most successfully controlled the Covid-19 pandemic.
Delegate Nguyen Anh Tri expressed his opinion in the discussion on the morning of May 29.
Mr. Tri proposed that the National Assembly and the Government promptly make payments to the epidemic prevention and control forces and do a better job of rewarding localities and units.
"The recent Covid-19 pandemic was as fierce as a war. The people's contributions have been enormous. Please do not forget their contributions," said Mr. Tri.
Mr. Tri also cited the report of the monitoring team, saying that there have been serious violations in the prevention and control of the recent Covid-19 epidemic, even violations occurring in the fields of scientific research, acceptance, technology transfer...
"There were spectacular, sharp-as-a-knife scams by Viet A Company in organizing the test kit production facility. It was painful, condemnable, and the price paid was too expensive, too great," said Mr. Tri.
Agreeing with the view that anyone who embezzles, is corrupt, or is embezzled in Covid-19 prevention and control activities must be severely punished, but delegate Tri said that it is also necessary to consider rationally, emotionally, and fairly those who make mistakes, not for personal gain but for timely epidemic prevention.
"And we should end this soon so that society can be stable and officials can confidently carry out new tasks," Mr. Tri emphasized.
After the epidemic, the task that occupied most of my mind was writing an explanation.
Also related to this issue, delegate Nguyen Huu Thong, Deputy Head of the National Assembly Delegation of Binh Thuan province, acknowledged that through the Covid-19 pandemic, we have seen more clearly the greed of some people, including those in positions of power, who have taken advantage of the loss and pain of the people and the country to collude to violate the law and illegally enrich themselves.
Delegate Nguyen Huu Thong (Binh Thuan delegation) gave his opinion in the discussion.
"In fact, they have been severely punished by law," said Mr. Thong.
However, in reality, the handling still has many shortcomings. Mr. Thong recounted the feelings of a doctor when the National Assembly Delegation of Binh Thuan province went to supervise the above topic, he said that this is also the feeling of many doctors in recent times.
Specifically, the doctor said that during the process of preventing and fighting the epidemic, the medical team tried their best, encouraged each other to do everything possible to have medicine, oxygen, and biological products to save patients because human life is the most precious. At that time, society considered them "white-coat heroes".
However, when the pandemic ended, through the Viet A case and related cases, the images of heroes in white shirts no longer existed and the task that took up a lot of time, mind, and effort of many doctors, nurses, and health managers was to write reports to explain to the authorities.
According to Mr. Thong, when this doctor worked with the authorities, a member of the delegation said: "First of all, I would like to thank you for saving my family in the fight against Covid-19. If it weren't for you, my mother, my child, and my family would not have survived, but in the process, you did not follow the law, so we had to deal with it"...
"This doctor also thanked the Central Government for promptly issuing instructions on handling and differentiating subjects so that many cases did not get caught up in the law, but if the above instructions had been issued sooner, how much better it would have been," said Mr. Thong.
Proposal to stop research and production of Covid-19 vaccine
Also related to epidemic prevention and control, delegate Nguyen Anh Tri requested the Ministry of Health to pay attention to the production of test kits and vaccines.
He believes that Vietnam cannot be inferior to the rest of the world, especially the countries around us. Test kits and vaccines are needed and needed a lot for the diagnosis and prevention of many other diseases, especially emerging diseases.
However, he suggested that Vietnam stop researching and producing a Covid-19 vaccine. "Stop researching and producing, I would like to emphasize. Because it is too late to research and produce this vaccine now. We need to find a good Covid-19 vaccine at a reasonable price and enough to vaccinate the people," said Mr. Tri.
According to the monitoring team's report, access to vaccines in the early stages was slow. At the same time, research, invention, testing, production, and technology transfer of vaccines in disease prevention and control were slow. To date, only one vaccine from a private company that received technology transfer from the US is continuing to conduct phase 3 clinical trials.
