Inspection of contractor selection for road maintenance projects aims to detect and handle violations of bidding laws (Illustration photo).
Director of the Vietnam Road Administration Nguyen Xuan Cuong has just signed a decision to inspect the selection of contractors for repair projects using state budget funds and road economic activity funds in 2023 assigned to affiliated Project Management Boards as investors.
The purpose of this inspection is to assess the compliance with legal regulations and regulations and instructions of the Road Administration on contractor selection by agencies and units. Thereby, handling difficulties, rectifying bidding activities to ensure the goal of speeding up progress, enhancing the effectiveness of bidding work and promptly detecting and handling violations of bidding laws.
Accordingly, the inspection team of the Vietnam Road Administration with 15 members led by Mr. Nguyen Manh Thang, Deputy Director of the Department, will inspect the contractor selection work for road maintenance projects invested by the Project Management Boards under this unit, including the stages of preparing and approving the contractor selection plan; preparing and approving bidding documents; organizing contractor selection, evaluating and appraising, approving contractor selection results; signing contracts and posting results.
Inspection period, from September 16, 2022 to the time of inspection and inspection time starting from Quarter I/2024.
According to the Vietnam Road Administration, in 2023, this unit was allocated more than VND 11,975 billion from the state budget for more than 780 maintenance projects of more than 25,000 km of national highways. By January 30, 2024, more than VND 11,800 billion had been disbursed, reaching 99% (the value of completed acceptance was VND 12,130 billion, reaching 101%).
The 2024 maintenance plan of the Vietnam Road Administration was approved by the Ministry of Transport for more than 12,063 billion VND. Currently, the Ministry of Finance is reviewing to allocate the budget.
It is known that the Vietnam Road Administration is currently managing 4 Project Management Boards, namely Project Management Boards 3, 4, 5 and 8. Of which, Project Management Board 3, headquartered in Hanoi, manages road maintenance projects in the Northern region. Project Management Board 4, headquartered in Vinh City, Nghe An Province, manages projects in the North Central region. Project Management Board 5 in Da Nang, manages maintenance projects in the Central Highlands region. Project Management Board 8, headquartered in Ho Chi Minh City, manages projects in the Southern region.
