In addition to the two driving license renewal points managed by the Hanoi Department of Transport, people can go to districts, towns and cities such as Nam Tu Liem, Ung Hoa, Son Tay, Ba Vi... to do it.
On the evening of February 18, speaking with VietNamNet, Le Anh Quan, Deputy Chief of Office of the Hanoi Department of Transport, said that from January 15 to February 14, 2025, the Department had received and issued 8,716 driver's license renewal applications. Thus, on average, each day, the 2 driver's license renewal points received 363 applications (equivalent to 181 applications/location).
However, from February 15 to February 17, the number of applications increased significantly. In just half a day on Saturday (February 15) and Monday (February 17), the Department received 685 applications.
To avoid people having to wait in line and waste time, the leader of the Hanoi Department of Transport Office recommends that people can submit applications for issuance or exchange of driving licenses on the National Public Service system (dvc4.gplx.gov.vn).
“In addition, the Department of Transport has also authorized districts and towns to receive documents and return results of administrative procedures for issuing and exchanging driving licenses. Districts and towns that are allowed to issue and exchange driving licenses issued by the Department of Transport include: Ung Hoa, My Duc, Phu Xuyen, Dong Anh, Son Tay town, Nam Tu Liem, Dan Phuong, Long Bien, Soc Son, Thanh Oai, Quoc Oai, Ba Vi,” Mr. Quan informed.
An officer from the Department of Vehicle and Driver Management, Hanoi Department of Transport, added that currently, the number of people coming to change their driving licenses in districts and towns is not much. On average, there are no more than 30 applications per day. Therefore, people who need to issue or change their driving licenses living near districts and towns that are authorized to change their driving licenses should go there without having to spend time traveling dozens of kilometers to carry out this issuance and change procedure.
Due to concerns that the Department of Transport will stop accepting applications for driver's licenses from February 19, causing disruptions, many people have rushed to change their licenses. However, Mr. Luong Duyen Thong, Head of the Department of Vehicle and Driver Management (Vietnam Road Administration, Ministry of Transport) said that February 19 is the expected date for handing over the training, testing, and issuance of driver's licenses from the Vietnam Road Administration to the Traffic Police Department (Ministry of Public Security). The transfer of training, testing, and issuance of driver's licenses depends on the competent authorities.
Mr. Thong advised people not to worry about changing the agency that issues and renews driver's licenses. Because, whichever agency does it, the issuance and renewal of driver's licenses will follow regulations, creating conditions for people to complete procedures conveniently and quickly.
According to Mr. Thong, the current number of license blanks is sufficient to ensure issuance to the Department of Transportation. However, due to the large number of people changing their driving licenses, there is congestion at the departments, while the human resources and equipment for printing licenses are limited.
To avoid interruptions, the Vietnam Road Administration has requested the Departments of Transport to review and forecast the number of driving license blanks needed to serve the needs of issuance and renewal until the end of February; coordinate with local police to fully prepare the content related to the task of testing and issuing driving licenses for immediate handover upon request; complete the issuance of licenses for cases that have submitted documents to the departments before the handover time.
It is known that in Hanoi, the Department of Transport is still issuing and exchanging driving licenses for people, and will continue to organize exams until February 19.
