Thu Duc City (HCMC) will enforce many cases to reclaim land and hand it over to investors to build Ring Road 3.
As a key traffic project, playing an important role in the traffic infrastructure of Ho Chi Minh City and the region, the Ring Road 3 project is being accelerated by localities, aiming for technical traffic opening by the end of 2025.

Regarding the Ring Road 3 project through Ho Chi Minh City, 10 construction packages are currently being accelerated, with the entire route progressing at about 30%. However, about 1% of the project site has not been handed over, causing difficulties for contractors in construction.
According to information from the People's Committee of Thu Duc City, recently, Mr. Mai Huu Quyet, Vice Chairman of the People's Committee, chaired a meeting to resolve the remaining land issues according to the instructions of the Ho Chi Minh City Department of Construction.
Currently, Thu Duc City is facing land issues for 5 cases. Specifically, for the households of Nguyen Huu Tai - Duong Van Tho (Long Binh Ward), the leaders of Thu Duc City People's Committee requested the Compensation and Site Clearance Board to coordinate with Long Binh Ward People's Committee to urgently contact and complete the documents, and submit them to Thu Duc City People's Committee to issue a Decision on compensation and support payment.
At the same time, continue to mobilize households to agree to hand over part of the land within the Ring Road 3 project boundary in advance to ensure the project's construction progress.

Regarding the case of Ms. Nguyen Thi Kieu Lam, Long Binh Ward People's Committee continues to monitor and mobilize households to hand over the entire site in the National Cultural and Historical Park project before February 15.
In the case of Nguyen Thanh Tung's household, the leader of Thu Duc City People's Committee assigned the Construction Inspectorate to preside over and coordinate with the Compensation and Site Clearance Board, Long Binh Ward People's Committee and related units to urgently develop a plan to enforce land recovery according to regulations.
For 4 files within the project boundary of Green City Joint Stock Company (partly in the Ring Road 3 project), the leader of Thu Duc City People's Committee assigned the Compensation and Site Clearance Board to urgently complete the files and transfer them to the Department of Natural Resources and Environment for consultation on issuing a Decision on compulsory land recovery in January 2025.
On that basis, the Construction Inspectorate is assigned to advise on a plan to enforce these 4 cases. The expected enforcement time is March 2025.

Mr. Mai Huu Quyet requested that, for the files that require forced land recovery, the Compensation and Site Clearance Board must transfer all files to the Department of Justice for a thorough legal review, ensuring compliance with regulations before organizing the enforcement.
In the case of Mr. Nguyen Van Dung (a household buying a state-owned house that is currently stuck in calculating the excess area), the leader of the Thu Duc City People's Committee assigned the Compensation and Site Clearance Board to hire a consulting unit to appraise the price of the excess land; the time of appraisal is determined according to the time the household submits the application to buy this house.
Based on the results of the price appraisal and documents provided by the Compensation and Site Clearance Board, the Planning and Construction Department is assigned to advise the Thu Duc City People's Committee on a document recommending the Ho Chi Minh City People's Committee to consider and approve.
In addition to Thu Duc City, Binh Chanh District is also stuck with land clearance on a land area of more than 2,600 square meters (gas station). Up to now, the Compensation and Site Clearance Board of Binh Chanh District has sent a document on the enforcement plan to the Department of Industry and Trade. It is expected that in January 2025, after the Department of Industry and Trade agrees to the plan, the unit will carry out enforcement to reclaim the land and hand it over to the investor to implement the project.

The investment project to build the Ring Road 3 section through Ho Chi Minh City has a total length of 47.3km, with a total investment of 41,317 billion VND. Currently, 10 bid packages are in the acceleration phase of construction (focusing on the substructure items of the bridges, starting to install girders; focusing on mobilizing sand to carry out the items of treating weak soil...).
According to the plan of the Traffic Department, the project will complete some items of the XL1 package (scope of the Ho Chi Minh City - Long Thanh - Dau Giay expressway interchange) before April 30 to synchronize with the Nhon Trach bridge construction package.
Technically open the entire 14.7km of Ring Road 3 (viaduct) belonging to 5 construction packages in Thu Duc City on December 31, 2025, from Long Thanh Expressway intersection to Tan Van.
Technically open the entire 32.62km of Ring Road 3 belonging to 5 construction packages in Cu Chi, Hoc Mon, Binh Chanh districts on April 30, 2026 and open the entire Ring Road 3 (section through Ho Chi Minh City) on June 30, 2026.
