When put into use, Vietnamese virtual assistants will fundamentally change the way Vietnamese people live and work.
On the morning of October 9, in Hanoi, the Ministry of Information and Communications held a State management conference for the third quarter of 2023 with businesses, associations and management subjects.
The conference is a place for businesses to report to the leaders of the Ministry of Information and Communications on the results achieved in the past time, and at the same time, to make some proposals and recommendations to promote the development of the industry. Also here, hot issues of orientation and strategy were resolved by the leaders of the Ministry of Information and Communications.
Vietnamese businesses need dreams and aspirations to develop.
Reporting to the leaders of the Ministry of Information and Communications, the representative of the group developing the Vietnamese language model and virtual assistant for civil servants, Mr. Nguyen Manh Quy, Director of Viettel Cyberspace, said that the unit has completed the first version of the virtual assistant .
Viettel Virtual Assistant is capable of providing answers to 20,000 valid legal documents. Legal documents that have been updated to the virtual assistant include laws, decrees, and circulars of ministries, departments, and branches.
Virtual assistants need to be deployed on a large scale to collect behavior and feedback from users to improve performance. Therefore, Viettel Cyberspace proposed that the Ministry of Information and Communications have a support policy to facilitate the deployment of virtual assistants for civil servants.

In the cloud computing segment, FPT Cloud representative said that the company's revenue in 2023 is expected to grow 2.5 times compared to 2022. By 2026, FPT Cloud aims to account for 30-40% of the domestic cloud computing market.
FPT has the ambition to solve the problem of imbalance between the cloud market share of domestic enterprises and foreign companies. To do this, FPT proposed that the Government have solutions to promote the development of domestic cloud computing enterprises, focusing on financial support and creating mechanisms and policies to encourage enterprises to use domestic cloud infrastructure.
Appreciating Viettel's efforts in developing virtual assistants, Minister Nguyen Manh Hung also stated that the development of virtual assistants for civil servants is still in its early stages. The Ministry of Information and Communications will mobilize trial users to join hands with Viettel in building and improving the quality of virtual assistants, thereby enhancing the quality of work of civil servants.
Sharing more, Minister Nguyen Manh Hung said that domestic enterprises are developing 4 virtual assistants to serve Vietnamese people. These are legislative virtual assistants to detect conflicts when drafting legal documents, court virtual assistants to reduce the workload for judges, virtual assistants to support civil servants and virtual assistants to support the judiciary for people. These are 4 virtual assistants that will fundamentally change the way people live and work.

Regarding cloud computing services, the head of the Ministry of Information and Communications affirmed that cloud is the future and the country's key infrastructure. Therefore, the cloud computing market needs to be nurtured to develop healthily. The Ministry of Information and Communications will launch a ministerial-level strategy to guide the development of the domestic cloud market.
In the past, every time a leader made a decision, he had to consider whether there were resources available. However, when changing the perspective, making a new decision will create new resources.
The head of the Ministry of Information and Communications believes that leaders need to have dreams, aspirations, and ideals, otherwise businesses and organizations will not be able to develop. However, in the implementation process, it is necessary to become a technocrat, realistic, and not spontaneous in major actions.
Industrialization is the digital transformation of the manufacturing sector, modernization is the digital transformation of the economic, cultural, social, political, and environmental sectors. That means digital technology enterprises must take responsibility for the industrialization and modernization of the country. This is a big market for Vietnamese technology enterprises.
Vietnam must invest in digital platforms and telecommunications infrastructure.
At the 3rd Quarter State Management Conference of the Ministry of Information and Communications, leaders of the Ministry of Information and Communications pointed out many orientations to promote the development of enterprises and associations in the field of information and communications.
Data is generated by people using platforms, so digital platforms are where data is held. According to Minister Nguyen Manh Hung, if there are Vietnamese digital platforms, wealth will belong to the Vietnamese people. Therefore, developing Vietnamese digital platforms is extremely important.
For example, if 100,000 domestic hotels and accommodations use hotel management software from ezCloud, a Vietnamese platform business, Vietnamese users' travel data will be stored domestically.
Domestic digital platforms will play an important role in storing Vietnamese users' data.
With the emergence of AI, according to Minister Nguyen Manh Hung, the press should create more value, create more knowledge, write more analytical articles, and use AI to convert information into more knowledge. The Ministry of Information and Communications has launched a set of indexes on digital transformation of the press. The Press Department will evaluate and publish them annually so that press agencies can develop based on them.
In the telecommunications sector, in recent times, Vietnam’s telecommunications infrastructure has received very little investment. For many reasons, domestic carriers spend a very small portion of their revenue on investment, even though investment in telecommunications infrastructure will bring long-term benefits to businesses.
To address this issue, the Ministry of Information and Communications will issue investment guidelines for telecommunications operators and monitor their implementation annually. In addition to increasing investment from businesses, the regulatory agency, the Telecommunications Department, must set higher standards to promote the quality of telecommunications services.

According to Minister Nguyen Manh Hung, digital transformation has permeated every corner of social life. In the next phase, digital transformation must be used to create value.
Concluding the conference, the head of the Ministry of Information and Communications said that social networking platforms are changing the balance of power. Therefore, state managers must look at it thoroughly, multi-dimensionally, and study it theoretically, not just purely about management issues.
“ Every development creates new problems, although difficult, this is a new development opportunity. Let's look at it from a different perspective and approach it more gently, ” the Minister shared.
Also at the Conference, the Ministry of Information and Communications announced for the first time the Information and Communications Technology Map. The map currently provides information on 8 main areas of the Ministry of Information and Communications including Telecommunications, Posts, Press, Publishing, Digital Government, Information Security, Digital University, and Digital Technology.
The Map includes a detailed description and assessment of each technology and a one-page infographic that provides a brief overview of the technologies impacting the sector. The four types of information provided in the Map are time, technology maturity, technology impact, and technology expectations over time.
