That was the direction of Provincial Party Secretary Nguyen Ho Hai at the online and in-person conference of the Provincial Party Committee and Provincial People's Committee to review the first quarter's work, resolutions and programs of the Provincial Party Committee and disseminate and thoroughly grasp the resolutions, conclusions and directives of the Politburo and the Secretariat on April 4.
Also chairing the conference were Standing Deputy Secretary of the Provincial Party Committee Nguyen Duc Hien and Deputy Secretary and Chairman of the Provincial People's Committee Pham Thanh Ngai.

At the conference, in addition to the contents related to socio-economic indicators, delegates also heard many reports on important contents such as progress and difficulties in disbursing public investment capital, the implementation of Resolution No. 57-NQ/TW of the Politburo on science and technology, innovation and digital transformation; the process and progress of restructuring the State administrative apparatus and socio-political organizations; the progress of implementing the program to eliminate temporary and dilapidated houses in the province, etc.
Members of the Provincial Party Executive Committee; heads of departments, branches, sectors, the Fatherland Front, provincial socio-political organizations and central agencies located in the area... attended the conference.
Accordingly, in the first quarter, the province's socio-economic activities continued to be stable and developed. The total product in the province (GRDP at comparable prices) is estimated at 12,715 billion VND, up 5.36% over the same period. Some socio-economic indicators increased over the same period such as: total retail sales of goods and consumer service revenue increased by 15.3%; total aquatic product output increased by 3.1%; export turnover increased by 9%; shrimp processing output increased by 2.4%, fertilizer output increased by 8.2%...
In addition, the investment attraction situation continued to change, business development increased by 27.6% over the same period. By March 31, 2025, the state budget revenue reached 1,745 billion VND, equal to 29.2% of the estimate, up 9.1% over the same period; local budget expenditure reached 2,626.1 billion VND, equal to 15.8% of the estimate, up 4% over the same period. The public investment plan for 2025 by March 31, 2025 had disbursed 366.6 billion VND, equal to 5.7% of the capital plan. Cultural and social fields also achieved many important results.
Vice Chairman of the Provincial People's Committee Lam Van Bi said that despite many achievements, the socio-economic situation in the first quarter still faces many difficulties. To achieve the growth target of 8% or more by the end of 2025, the province has proposed many scenarios and specific groups of solutions for each specific economic sector. In addition, the province has also organized many working sessions and conferences with enterprises, investors, cooperatives, etc. to quickly remove difficulties, create the most favorable conditions to promote production and business, connect supply and demand to promote exports, thereby creating new driving forces and new products to create momentum for development. The Provincial People's Committee has directed and continues to review all sectors and fields, which sectors still have room to continue to promote growth, which sectors are facing difficulties to find timely solutions.
Regarding the progress of public investment disbursement, Vice Chairman of the Provincial People's Committee Lam Van Bi stated that the biggest difficulty in the progress of public investment disbursement is in two major projects: the General Hospital and the site clearance for the Ca Mau airport project. The two projects account for nearly 50% of the province's public investment capital. Some of the difficulties arising from the two projects have been basically resolved.
Regarding the implementation of Resolution 57 in the province, Vice Chairman of the People's Committee Nguyen Minh Luan said that in the past, the level of spending on digital transformation in the province was quite modest, only about 0.44% compared to the general target of 2%. However, the results of digital transformation in the province also achieved many results in all three pillars: digital economy, digital society and digital government. However, the biggest difficulty at present is the infrastructure serving digital transformation, especially at the grassroots level, the human resources in this field are still limited, and financial resources are still modest.
The province has directed the drastic implementation of the project to eliminate temporary and dilapidated houses. By March 31, 2025, the whole province had started construction of 2,932 out of a total of 4,400 temporary and dilapidated houses, with a total cost of over 159 billion VND. To date, 1,620 houses have been completed, reaching 55.25%. "The biggest difficulty of this program is that 202 households do not have land to build houses," Mr. Le Thanh Trieu, Chairman of the Vietnam Fatherland Front Committee of the province, shared at the conference.
Contributing his opinion at the conference, Vice Chairman of the Provincial People's Committee Le Van Su said that, in addition to the Central Government's solutions, the province needs to have its own solutions in exporting seafood in response to the new tax rate that the US has just issued.
In addition to the achieved results, socio-economic activities still have limitations, shortcomings and continue to face many difficulties and challenges. Development of production linkages according to value chains is still slow and not in-depth. The quality of communes meeting new rural standards in some localities is not sustainable, the implementation progress is slow; the collective economy is mostly small-scale, management skills, production and business do not meet requirements. The progress of disbursement of public investment capital from some sources is still slow, especially national target programs; the progress of implementing some large projects is still slow...
Speaking at the conference, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Pham Thanh Ngai noted that each investor must review and re-evaluate themselves to find the most practical solutions to speed up progress. It is necessary to further accelerate national target programs in the province, especially the construction of new rural areas so that people can benefit. From now on, it is necessary to digitize and strictly manage records, especially land records. Public assets and finances must be strictly recorded and managed.

To achieve the set goals in the second quarter and the remaining months of 2025, Provincial Party Secretary Nguyen Ho Hai directed that Party committees and authorities at all levels need to implement key tasks and solutions with the highest political determination. Responsibility for each specific task must be personalized, creating a comfortable and friendly working environment but with discipline and order. The province's economy is more difficult than other localities, so each individual needs to strive to improve work productivity and lead society.
Party committees, party organizations, all levels and sectors focus on widely disseminating the policies, resolutions and conclusions of the Central and the province on restructuring the state apparatus. Strengthen political and ideological work, orient public opinion, create high unity in awareness and responsibility of the entire political system and the whole society. When there is a policy of restructuring and streamlining the apparatus, it is necessary to ensure the regular and continuous operation of agencies and organizations, without interruption or impact on the activities of the Party, the State, people and businesses.
Continue to lead and direct the implementation of the Politburo's Directive and Conclusion on Party Congresses at all levels towards the National Party Congress. Create breakthroughs in the development of science, technology, innovation and national digital transformation, considering this a new growth driver for socio-economic development to achieve a growth rate of 8% or more. Continue to synchronously implement solutions, determined to complete the Program to eliminate temporary and dilapidated houses in the province, must demonstrate the affection and connection between the government and the people, between the army and the people and the people.
