In his opening speech, the Prime Minister emphasized that with the spirit of working all day on Saturday for people affected by storms, floods, and natural disasters, the Government organized a conference to review, evaluate, and draw lessons from the work of preventing, combating, and overcoming the consequences of storm No. 3 (Yagi).

From there, the Government will unify key tasks and solutions to urgently overcome the consequences, quickly stabilize the people's situation, restore production and business, and promote growth.

The Prime Minister stated that storm No. 3 and the floods following the storm caused huge losses in human lives and property, severely affecting people's health, lives and spirits.

The human loss was enormous, many missing people have not yet been found. The mental trauma of a part of the population was very heavy. Many families still have to live in temporary accommodation, many villages will take a long time to return to normal.

Many collapsed bridges, roads, etc. are being repaired to maintain smooth traffic for people; electricity, water, and telecommunications infrastructure are being urgently restored.

Currently, following the direction of the Prime Minister, the military is actively building a pontoon bridge in the area where Phong Chau bridge (Phu Tho) collapsed.

Many government policies are being actively implemented to support people and businesses.

In particular, he emphasized: "Businesses and people affected by natural disasters have strongly promoted the spirit of self-reliance, self-reliance, and not waiting or relying on others. At the same time, they have received help from Party committees, authorities, the Fatherland Front, socio-political organizations, people and businesses across the country."

Regarding leadership and direction, under the chairmanship of General Secretary and President To Lam, on September 9, 2024, while there were floods caused by storm circulation, the Politburo met and directed the entire political system to focus on responding to storms and floods.

The Government and the Prime Minister have organized many conferences and meetings, and issued many dispatches. Government leaders have directly inspected localities; the most recent was the conference held on September 15.

Stating that the conference has little time, a lot of work, high requirements, and requires immediate effectiveness after the conference, the Prime Minister emphasized the spirit of working "all for the people, all for the development of the country".

He asked delegates to contribute their opinions, affirm what has been done well, point out shortcomings to draw lessons and propose solutions to overcome the consequences of the storm.
